MERIDIAN - A trooper with the Idaho State Police stopped a woman, identified as Ciecelia M. Shepard, 26, of Nampa, at 2:08 p.m. this afternoon as she recklessly drove her Volkswagen out of store parking lot at Locust Grove and Fairview in Meridian at a high rate of speed almost hitting another vehicle. During the traffic stop the trooper saw several items of clothing on the seat of the car with merchandise and security tags still attached.

The trooper inquired with the store whose parking lot the woman was leaving regarding the items found in the vehicle. Store employees confirmed the merchandise had been stolen and identified Shepard to the trooper. According to store employees, while frequenting several departments in the store, Shepard was seen putting various items into a bag, also taken from the store, and walking toward the exit. When confronted by store employees, Shepard ran out of the store, entered her vehicle, and sped out of the parking lot at a high rate of speed, whereupon the trooper initiated a traffic stop.

Shepard was arrested for felony burglary and was booked into the Ada County Jail.

MERIDIAN - Idaho State Police troopers arrested a 28-year old California man, identified as Lajai J. Pridgette, last night in Gooding County after reports of shots fired from his vehicle into two other vehicles along Interstate 84 in Ada and Elmore counties.

The events began with a call to the Idaho State Police at approximately 6:06 p.m. from a motorist traveling eastbound on I-84 at milepost 57 near the Boise Factory Outlets. The motorist reported that he was traveling with three passengers in a gray Chevrolet Malibu when a black male traveling in the right lane in a Ford Mustang with black stripes attempted to make eye contact with the passengers. The driver of the Malibu and his passengers, from Washington and Oregon, avoided eye contact. The suspect then slowed down, changed lanes, and began traveling behind the Malibu. The driver of the Malibu changed to the right lane and the driver of the Mustang again pulled alongside the Malibu, but now from the left lane. This was when the driver and passengers of the Malibu heard what they believed to be a gunshot and both of the side rear windows of the Malibu shattered. Nobody in the Malibu was injured. Idaho State Police issued a description of the Mustang and driver to other law enforcement agencies in an attempt to locate the suspect.

At approximately 7:10 p.m., the South Idaho Regional Communications Center (SIRCOMM) received a report of a gunshot fired into a 1995 Toyota Pickup traveling eastbound I84 at milepost 112, approximately 16 miles east of Mountain Home in Elmore County. The bullet passed through the door of the cab of the pickup and lodged in items inside the cab. The driver of the pickup was not injured. The description of the suspect in that incident matched the suspect's description in the earlier incident.

An Idaho State Police trooper spotted a Mustang matching the description of the suspect's vehicle at approximately 7:25 p.m. at a convenience store at exit 157, in Wendell in Gooding County. The 2013 Ford Mustang that the suspect was driving was reported stolen in Anaheim, California from a rental car company earlier in the month. Pridgette was taken into custody by troopers without incident as he walked out of the store. Pridgette was booked into the Gooding County Jail.

Inside the car, troopers found a Smith & Wesson 9mm handgun, marijuana, drug paraphernalia, a credit card skimmer, equipment used to make fraudulent credit cards and a stolen laptop computer.

Pridgette has an extensive criminal history in California including convictions on several drug charges, assault with a deadly weapon and promotion of prostitution.

Multiple charges are pending in Ada, Elmore and Gooding County. The felony charges include four counts of Aggravated Assault, Use of a Firearm during the Commission of a Felony, Unlawful Possession of a Firearm and Grand Theft by Possession.

The Elmore County Sheriff's Office assisted troopers in the events last night. Idaho State Police are continuing to investigate.

INCIDENT NARRATIVE: On October 30, 2013 at approximately 2:29 pm an Idaho State Police Trooper stopped to assist a motorist parked eastbound on US12 at milepost 30. The driver was identified as Paul A Pitonyak, 23 year old Caucasian male of Erie, Pennsylvania. During contact the Trooper became suspicious of criminal activity and requested for a drug detection K9 to respond. While waiting for the K9 to arrive, Mr Pitonyak fled the scene. After a K9 alert, the vehicle was searched. Approximately 10 pounds of Marijuana was discovered in a suitcase in the trunk of the car. A search of the area for Pitonyak was unsuccessful. Pitonyak was last seen at approximately 9 pm at Eberhardt rd and US12. Paul Pitonyak is 5?11 160-185 lbs, brown hair, brown eyes and was wearing a brown coat, light blue jeans and white shoes. Road Safe Classes 11-16-13 and 12-07-13

The Idaho State Police will be holding 2 Road Safe Classes for the 2013 winter season.
Saturday, November 16, 2013 at 9:00 a.m.
Saturday, December 7, 2013 at noon.
The classes will be held at the Idaho State Police District Office at 615 W. Wilbur Ave. in Coeur d Alene. (Meeting Rooms A & B)

This is the tenth year that this award-winning program has been offered year round to the public.

This is a classroom setting designed to educate drivers of all ages on the typical problems associated with winter road conditions in Idaho. The class consists of a power point presentation and video on safe driving tips as well as to prepare for the winter driving season. Other topics discussed will be how to deal with aggressive drivers on the roadways, DUIs, and other driving problems and situations. The class will last for approximately 3 hours.

No cost for the class.

PLEASE CALL Monday-Friday 8 a.m.-5 p.m. at (208) 209-8620 to reserve a seat. Class size is limited to 60 people, so call early.

On October 28, 2013 at approximately 4:15 p.m., the Idaho State Police investigated a property damage crash at Caldwell Automotive at 50 E Frontage Road in Caldwell. Narciso Ferreira, 58, of Nampa, was eastbound on the onramp for I-84 at milepost 27 in a 2003 Freightliner semi. Ferreira lost control of the semi, fishtailed, and went off the shoulder on the right side. The semi went through a grassy area, through a chain link fence, and impacted the Caldwell Automotive building. The semi came to rest inside the building. There was a mechanic working in the garage, but neither he nor Ferreira were injured in the crash.

There was extensive damage to the building, as well as damage to two vehicles parked at the business. The eastbound onramp was blocked for approximately one hour while grass and sod were cleaned out of the lane of travel. Ferreira was wearing his seatbelt. This crash is under investigation by the Idaho State Police.

On Monday, October 28, 2013, at approximately 4:30 p.m., the Idaho State Police investigated a one-vehicle injury crash southbound on Interstate 84 at milepost 98, north of the Firth exit. Terri Hull, 53, of Middleton, was traveling southbound on wet roads in a 1999 Ford Explorer. Hull's vehicle went off the left shoulder into the median where it rolled, coming to rest on its roof. Hull and her three passengers were all wearing seatbelts, and were taken by ground ambulance to Eastern Idaho Regional Medical Center in Idaho Falls. The left lane of travel on the northbound side was blocked for approximately an hour and a half.

The roadway was ice covered and Dixon lost control, going into a broadside slide across the northbound lanes. The vehicle left the roadway, overturned onto it's roof and landed in the creek. On October 27, 2013 at approximately 2:41 p.m., the Idaho State Police responded to a one-vehicle crash on 3rd Fork Road, approximately 16 miles north of Ola in Gem county. The crash was first reported to the Gem County Sheriff's Office at approximately 12:43 p.m. Lloyd Shreeve, 53, of Nampa, was on 3rd Fork Road in a 2004 Ford F250. Shreeve went off the road, rolled down an embankment, and came to a stop in a creek. Shreeve was not wearing his seatbelt, and was found outside the vehicle in the creek. Shreeve was pronounced deceased at the scene. Next of kin has been notified.

This crash is still under investigation by the Idaho State Police.

On October 27, 2013, at 2:40 p.m., the Idaho State Police investigated a one vehicle crash on Interstate 84 at milepost 209, near Rupert. Shannon Beck, 26, of Selah, Washington, was eastbound in a Toyota Scion. Beck attempted to slow down for traffic ahead of her, swerved, and lost control of the vehicle. The Toyota struck the guardrail on the right shoulder of the roadway before coming to rest in the left eastbound lane.

Beck was wearing a seatbelt. She had two juvenile passengers, both of whom were restrained in child safety seats. No one was injured. The left lane was blocked for approximately one and a half hours.

On Sunday, October 27, 2013, at approximately 2:05 a.m., Idaho State Police investigated a two vehicle fatality crash southbound on Interstate 15 at milepost 77, near Fort Hall, ID.

Kristen M. Menta, 24, of Pocatello, ID, driving a 2007 Pontiac G6 was traveling north on Interstate 15 when she crossed over into the southbound lanes and struck a 2011 Freightliner driven by Teresa M. Crisp, 51, of Lethbridge, Alberta. Menta died at the scene.

Menta was not wearing a seat belt. Teresa Crisp was wearing a seat belt. Her passenger, Jeffrey R. Crisp, 47, of Lethbridge, Alberta was in the sleeper of the semi.

Next of kin have been notified.

The crash is being investigated by Idaho State Police and Fort Hall Police Department.

On Saturday, October 26, 2013, at approximately 2:00 p.m., Idaho State Police investigated a one-vehicle injury crash on State Highway 34 near milepost 76, in Caribou County.

Marvin Pitcher, 57, of Grace, ID, was driving north on State Highway 34 on a 2014 Harley Davidson motorcycle. Pitcher drove off the right shoulder and crashed. Pitcher was thrown from his motorcycle. He was wearing a helmet.

Pitcher was transported by ground ambulance to Caribou Memorial Hospital.

On Friday, October 25, 2013, at approximately 10:22 a.m., Idaho State Police investigated a three-vehicle, injury crash on Yellowstone Highway, near the intersection of Sunnyside Road in Idaho Falls.

Idaho Falls Police Department Officer Michael Cosens, 49, of Idaho Falls, ID, was stationary in a 2009 Dodge Charger on Yellowstone Highway, just north of Sunnyside Road. The emergency and directional lights on his emergency vehicle were activated as Officer Cosens provided traffic control for a tow truck that was removing a vehicle from the roadway. Makenzi Paoli, 19, of Idaho Falls, ID, was driving north on Yellowstone Highway, in a 2009 Kia Spectra. Paoli was distracted and struck the rear of Officer Cosens' vehicle while he sat in the driver's seat. Officer Cosens' vehicle was pushed into a 2004 Peterbilt Tow truck, owned by Hendrickson's Towing. The tow truck was unoccupied at the time of the crash.

Officer Cosens was transported by ground ambulance to Eastern Idaho Regional Medical Center in Idaho Falls, ID.

Paoli was not wearing a seatbelt and was charged with Driving Without Privileges, Inattentive Driving, Fail to Provide Proof of Insurance, and Possession of Marijuana.

The investigation is continuing.

Three Co-Conspirators Sentenced for Trafficking Meth in Idaho Falls Area

Leader of the Drug Organization Gets 35 Year Prison Sentence

POCATELLO – U.S. Attorney Wendy J. Olson announced today that three co-defendants—Fausto Enrique Urias, Benito Vasquez Joya and Misti Chapman—were sentenced to serve federal prison sentences for their involvement in an Eastern Idaho meth trafficking operation. The defendants appeared before Chief U.S. District Judge B. Lynn Winmill at the federal courthouse in Pocatello.

Fausto Urias, 32, of Idaho Falls, Idaho, was sentenced today to 35 years in prison followed by ten years of supervised release for conspiracy to distribute 50 grams or more of actual methamphetamine. Judge Winmill ordered Urias to forfeit $100,000 to the United States and imposed a $5,000 fine. Urias’ sentence was the result of the court finding the defendant responsible for a significant amount of methamphetamine and that the defendant was the leader/organizer of a criminal organization. Additionally, the court found that the defendant possessed guns in connection with the offense, and that the defendant used violence and threats of violence in carrying out the offense. Finally, the court found that the offense constituted a pattern of criminal conduct from which the defendant derived his livelihood.

Urias’ co-defendant, Benito Joya, 58, of Rigby Idaho, was sentenced on Wednesday to 121 months in prison followed by five years of supervised release for possession with intent to distribute 50 grams or more of actual methamphetamine.

Misti Chapman, 30, of Idaho Falls, was sentenced yesterday to 18 months in prison, three years of supervised release and 80 hours of community service for distribution of methamphetamine. Chapman was also charged with violating a previously imposed term of supervised release. She was sentenced to 21 months in prison concurrent with the sentenced imposed for the drug offense, for a total term of incarceration of 21 months.

In addition to Urias, Joya and Chapman, three other individuals charged in the federal indictment, all from Idaho Falls, pleaded guilty in August 2013 to related drug trafficking offenses. Marco Antonio Echeverria, 25, will be sentenced on December 5 for possession with intent to distribute methamphetamine; Erica Rodriguez, 33, will be sentenced on December 4 for possession with intent to distribute 50 grams or more of actual methamphetamine; and Juan Carlos Garcia, 36, will be sentenced on December 16 for conspiracy to distribute 50 grams or more of actual methamphetamine.

According to plea agreements filed in the case, between November 2009 and October 23, 2012, Urias and Garcia conspired to possess and distribute methamphetamine to other individuals in the Idaho Falls area. Urias and Garcia were previously convicted of felony possession of a controlled substance in Bonneville County, Idaho, on November 9, 2004, and June 7, 2005, respectively.

The charges are the result of an investigation by the Organized Crime Drug Enforcement Task Force (OCDETF), including the Idaho State Police, U.S. Immigration and Customs Enforcement's (ICE) Homeland Security Investigations (HSI), Bonneville County Sheriff's Office, Idaho Falls Police Department, Madison County Sheriff's Office, Rexburg Police Department, Bingham County Sheriff’s Office, Fremont County Sheriff’s Office, Federal Bureau of Investigation (FBI), Internal Revenue Service-Criminal Investigation, and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). Other federal agencies participating in the OCDETF program include the Drug Enforcement Administration and the U.S. Marshals Service.

The OCDETF program is a federal multi-agency, multi-jurisdictional task force that supplies supplemental federal funding to federal and state agencies involved in the identification, investigation, and prosecution of major drug trafficking organizations.

On Thursday, October 24, 2013 at approximately 8pm, the Idaho State Police investigated a two vehicle injury crash at 75 W 300 S, near Rupert. George Bunn, 56 from Burley, was driving a 2007 Ford F150, east on 300 South when Gerald Heward, 64 also from Burley, driving a 1995 semi tractor hauling sugar beets, attempted to make a left turn onto 300 S from a farm road, failing to yield the right of way to Bunn. The Ford F150 struck the middle of the trailer on the driver's side, lodging under the trailer. George Bunn and his passenger, Teressa Bunn, 53 from Burley, had to be extricated from their vehicle. Both George and Teressa Bunn were air lifted to Portneuf Medical Center in Pocatello, ID. A 15 year old juvenile in the vehicle was transported to Minidoka Memorial by ground ambulance and treated and released. The road was blocked for approximately three and a half hours. The crash is still under investigation.

On Wednesday October 23, 2013, at 6:25 pm, Idaho State Police investigated a two vehicle crash at the intersection of Hiline road and Tyhee road, north of Chubbuck.

Lynnsie Togiai, 20, of Blackfoot, was traveling north on Hiline in a 2008 Toyota Yaris. Michael Deschamps, 51, of Pocatello, was traveling south on a 2002 Harley Davidson motorcycle. Togiai was turning left onto Tyhee, failed to yield to oncoming traffic and the motorcycle struck the passenger side of the car.

Deschamps was not wearing a helmet and was transported by ground ambulance to Portneuf Regional Medical Center. It is unknown if Togiai was wearing her seatbelt at the time of the crash.

The crash is under investigation by The Idaho State Police.

On Wednesday, October 23rd, 2013, at approximately 8:38 am, the Idaho State Police conducted a traffic stop on a 2008 Cadillac SUV, on Interstate 86 near milepost 28, near American Falls in Power County, Idaho. The vehicle was traveling east and was stopped for a traffic violation. The driver was identified as 56 year-old Carl E. Keen, from Entiat, Washington. Pursuant to the traffic stop, 2.2 pounds of suspected marijuana was found and seized. Keen was incarcerated at the Power County Jail where he is being charged with trafficking a controlled substance, felony possession of marijuana and possession of drug paraphernalia. The Idaho State Police was assisted by the Bear River Task Force during the traffic stop.

On Tuesday October 22, 2013, at 1:19 p. m., Idaho State Police investigated a two vehicle injury crash on US Highway 95 at milepost 121, near Indian Vallley.

Charles Penniger, 66 years old from Council, was driving the Council Ambulance south bound on US 95, transporting a patient to Weiser Memorial Hospital, when he was stuck head on by an oncoming vehicle. Samuel McCartney, 36 year old of Twin Falls, was traveling north bound in a 98 Mitsubishi Eclipse, when he braked and swerved into the south bound lane of travel to avoid a vehicle that was yielding to the oncoming ambulance with emergency lights on. Charles Penniger and the patient in the ambulance were transported by ground ambulance to Weiser Memorial. Sandra Sova, 62 years of age from Mesa, and Jonathon Dickinson, 41 years of age of Council, were both in the back of the ambulance assisting the patient. Both Sova and Dickinson were transported to St Alphonsus in Boise by Air Ambulance. McCartney and his passenger Heather Hetzel, 37 year old from Boise, were transported via personal vehicle to Weiser Memorial. Air bags deployed in both vehicles. The two EMT's in back were not wearing seatbelts; all other occupants were wearing their seatbelts at the time of the crash.

Both directions of travel were closed for approximately 5 hours. The crash is still under investigation.

Spokane Man Sentenced to 20 Years in Federal Prison for Trafficking Meth in Idaho

COEUR D’ALENE – Charles Edward Gibson, 43, of Spokane, Washington, was sentenced yestereday in United States District Court in Coeur d’Alene to 240 months in prison followed by 10 years of supervised release for conspiracy to distribute 50 grams or more of methamphetamine, U.S. Attorney Wendy J. Olson announced. U.S. District Judge Rosanna Malouf Petersen of the Eastern District of Washington also ordered Gibson to forfeit $35,000. He pleaded guilty to the charge on June 25, 2013.

According to the plea agreement, Gibson admitted that between December 4, 2012, and January 8, 2013, he distributed to an undercover officer and received payment for at least 50 grams or more of actual methamphetamine. It was later determined the street value of the methamphetamine was at least $35,000. Gibson admitted that he knew the substance was methamphetamine and he knowingly distributed it.

Gibson’s co-defendant, Vanessa Louise Wagner, 30, of Plummer, Idaho, pleaded guilty on July 22, 2013, to conspiracy to distribute 50 grams or more of methamphetamine. Sentencing is set for December 9, 2013, before U.S. District Judge Edward J. Lodge at the federal courthouse in Coeur d’Alene.

“This prosecution underscores our commitment to work with our federal, state, and local partners to aggressively prosecute drug traffickers,” said Olson. “Methamphetamine is highly addictive. Distributors benefit from the undeniable damage they cause to individuals, families, and our communities. Those who bring methamphetamine into this state will be prosecuted and serve a lengthy prison sentence.”

The case was jointly investigated by the Bureau of Indian Affairs (BIA), Drug Enforcement Administration (DEA), Idaho State Police, Coeur d’Alene Tribal Police and Plummer Police Department.

The vehicle was traveling east and was stopped for a traffic violation. The driver was identified as 26 year old Michael Torgerson, from Leeds, North Dakota. Pursuant to the traffic stop, 6 pounds of suspected marijuana was found and seized. Torgerson is incarcerated in the Power County Jail where he is being charged with trafficking a controlled substance and possession of drug paraphernalia.

Idaho Resident Pleads Guilty in Federal Court in California to Trafficking Child Pornography

FRESNO, Calif. — Allen Trent Carter, 54, of McCammon, Idaho, pleaded guilty today before to one count of receipt and distribution of child pornography, United States Attorney Benjamin B. Wagner announced.

According to court documents, Carter was identified during the course of an investigation of his son, Bradley Vaine, 27, of Fresno, who is being prosecuted for trafficking in child pornography. According to court documents, Vaine and Carter exchanged many images of child pornography and engaged in many chat sessions on Facebook in which they discussed the sexual abuse of children. A federal search warrant was executed at Carter’s residence in Idaho, and he admitted he had exchanged images of child pornography with Vaine in August and October 2012.


As part of his plea agreement, Carter admitted that his offense involved more than 600 images of minors being sexually abused, that some of the images depicted violence or sadistic or masochistic conduct, that he used a computer to commit the offense, and that he had engaged in a pattern of sexual abuse or exploitation of one or more minors.

“The fight against child pornography is not just about explicit images on a computer screen, it involves the real-life sexual abuse and exploitation of helpless children,” said Mike Prado, resident agent in charge of HSI Fresno. “This case, which resulted in the rescue of a 7-year-old autistic child from Fresno, is a credit to tireless federal and local law enforcement cooperation in California and Idaho — all of us banding together to stop this horrific and destructive activity.”

Carter will be sentenced on January 13, 2014, by United States District Judge Lawrence J. O’Neill. The plea agreement contemplates a sentence of 20 years in prison to be followed by a lifetime term of supervised release. The actual sentence, however, will be determined at the discretion of the court at the sentencing hearing.

Carter has been in federal custody since his arrest in Idaho on January 8, 2013, and he has been ordered detained as a flight risk and danger to the community. The charges against Vaine are pending. He is presumed innocent until and unless proven guilty beyond a reasonable doubt.

This case was the result of an investigation by the U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI) offices in Fresno and Idaho Falls, Idaho with assistance from the Idaho State Police and the Bannock County Sheriff’s Office. Assistant United States Attorney David Gappa is prosecuting the Carter and Vaine cases.

This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by the United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute those who sexually exploit children, and to identify and rescue victims. Timothy Morrissey was driving a 2001 Volkswagon Passat. Morrissey was able to pull over and exit the vehicle before it became fully engulfed. There were no injuries and the onramp was blocked for approximately an hour as crews worked to clear the scene.

The incident is under investigation by Idaho State Police.

On October 20, 2013, at 2:36 p.m., Idaho State Police investigated a two-vehicle fatality crash on US Highway 26 at milepost 181, near Richfield. Juan Linares Nava, 19, of Richfield, was southbound on US-26 in a 2005 Ford F150 pickup. Donald Riley, 92, also of Richfield, was eastbound on 720 North driving a Kawasaki Mule ATV. Riley did not yield at the intersection with US-26, and the two vehicles collided head-on.

Riley was not wearing a helmet. He succumbed at the scene to his injuries. Next of kin has been notified. Both lanes of US-26 were blocked for approximately two and a half hours while officers investigated.

William Templeton, 68, of Middleton, was traveling westbound on US Highway 20 near milepost 100 in a 1978 Shasta van. Templeton drove off the right shoulder, overcorrected, and the vehicle rolled. The passenger Debra Templeton, 73, of Middleton, was ejected from the vehicle and succumbed to her injuries at the scene of the crash. William was transported via ground ambulance to St. Alphonsus Regional Medical Center in Boise. Debra was wearing a seatbelt and William was not wearing a seatbelt.

The road was blocked for three hours while crews worked to clear the scene. The crash is under investigation by The Idaho State Police.

Joshua Sarris, 22, of Ogden, UT, was driving west on I84 in a 2006 Subaru Impreza WRX. Sarris was traveling at a high rate of speed and failed to negotiate the turn, driving the vehicle off the right shoulder. The vehicle rolled, went through a fence and came to rest on the passenger side in a near-by pasture.

Sarris was wearing his seatbelt.

Alcohol was involved.

On Friday, October 18, 2013, at approximately 1:58 pm, the Idaho State Police investigated a two -vehicle injury crash at the intersection of US26 and Ammon Road. Brian Wood, 38 of Idaho Falls, was traveling eastbound on US26 in an Idaho Falls Fire Dept ambulance when he entered the intersection with emergency lights and sirens activated. Ryan Wetzel, 33 of Idaho Falls, was traveling southbound on Ammon Road in a 2004 Toyota pickup and also entered the intersection where the vehicles collided.

Wetzel was transported by ground ambulance to Eastern Idaho Regional Medical Center. Wood and his passengers, Reed Rockwood, 28 of Idaho Falls and Jared Johnson, 24 of Idaho falls were all wearing their seatbelts. The lanes of travel were blocked for approximately 2 1/2 hours for the crash investigation. The crash is still under investigation at this time.

Amador M. Cortinas, 23, of Homedale was traveling westbound on State Highway 19 in a 2005 Chevy Cobalt when he crossed the center line into the oncoming lane of travel. Jacob C. Andersen, 23, of Caldwell was traveling eastbound in a 1994 Chevy Blazer when he was struck by Cortinas.
Cortinas and his passenger Daniel J. Valadez, 24 of Homedale succumbed to their injuries at the scene. Andersen was transported by ground ambulance to Saint Alphonsus Regional Medical Center in Boise.
Cortinas was wearing his seatbelt, Valadez was not wearing his seatbelt, and it is unknown if Andersen was wearing his seatbelt.
Next of kin has been notified for both families.
This investigation is ongoing by the Idaho State Police.

On Wednesday, October 16, 2013, the Idaho State Police stopped a 2001 Plymouth Neon for a traffic violation eastbound on US 20 at the 315 mile marker near Ucon, ID. The driver of the neon was identified as Billy J Kidd, 61 years of age from St. Anthony, ID. During a search of the vehicle, Troopers discovered over five ounces of marijuana, as well as drug paraphernalia. The marijuana recovered has an estimated street value of $2,000. Kidd was arrested and charged with Felony Possession of Marijuana and Possession of Drug Paraphernalia. He is currently incarcerated at the Bonneville County Jail.

On October 15, 2013, the Idaho State Police District 4 Detectives, Jerome County Sheriff's Office and Jerome Police Department arrested Douglas Peters, 45 of Hagerman, on two counts of felony trafficking of marijuana. Over a 4 month investigation, Idaho State Police undercover officer purchased a large amount of marijuana from Peters on two separate occasions. The last being October 15, 2013 just prior to his arrest. 5.35 pounds of marijuana was seized. The investigation is still ongoing and more arrests are pending.

Shortly before 7:30 this morning, October 16, 2013, the Idaho State Police investigated a four-vehicle crash eastbound on I184 east of River St. in Boise. Larry Paulson, age 71 of Boise was driving behind several other vehicles who were slowing for traffic. Paulson attempted to slow, but could not do so in time, and struck Annette Schwab, age 40 of Boise. Due to the the impact, Schwab struck Lori Richard, age 54 of Cascade, who, in turn, struck Janet Guglielmelli, age 56 of Kuna. Although Emergency Medical Services responded to the scene, none of the occupants were transported to hospitals. The crash is under investigation.

On Tuesday, October 15, 2013 at approximately 7:37 p.m. the Idaho State Police investigated a two vehicle injury crash on US26 at 160th East (Heise Turn off) near Ririe. Steven Lott, 55 of Idaho Falls, in a Volkswagen Jetta was traveling eastbound on US26 attempting to turn north onto 160th East. Skyler Higgins, 40 of Pocatello, was driving a Subaru legacy westbound on US26. Lott failed to yield the left turn and was struck by Higgins. Upon collision, Lott's vehicle rolled onto its top. Lott's passenger, Denise Lott, 62 of Idaho Falls, was transported by air ambulance to Eastern Idaho Regional Medical Center.
Lanes were blocked for approximately 30 minutes for the air ambulance. Bonneville County Sheriff's Office assisted with the investigation. Ririe QRU, Bonneville County Ambulance and Air Idaho provided medical care.

Allen was transported to St. Luke's Magic Valley Regional where she succumbed to injuries sustained in the crash. Notifications to the family have been made. Both lanes of the road were blocked for approximately one and a half hours while crews worked to clear the scene.

On Saturday October 12, 2013, at approximately 8:50 p.m., the Idaho State Police investigated a three vehicle crash on State Highway 55 at milepost 13, near Nampa. A 2001 Chevrolet Suburban, being driven by a juvenile, was traveling north on State Highway 55. Alberto Contreras, age 46 of Nampa, was traveling south on State Highway 55 in a 2004 Saturn Vue. Contreras failed to yield while turning left onto Lake Avenue and was struck by the Chevrolet Suburban. Charles McHugh, age 79 of Caldwell, was stopped at the stop sign on Lake Avenue turning onto State Highway 55. McHugh's vehicle was struck by the Saturn Vue, as a result of the initial collision.

All occupants of the Chevrolet Suburban were transported by ground ambulance to St. Alphonsus Medical Center in Nampa. All occupants of the three vehicles were wearing their seatbelts. All lanes of State Highway 55 were blocked for approximately 40 minutes. The crash is under investigation by the Idaho State Police.

On October 12, 2013, at approximately 9:45 p.m., Idaho State Police investigated a one-vehicle crash near US Highway 93 and 3600 North in Twin Falls County. Jose Aguirre-Valdez, 21, of Twin Falls, was eastbound on 3600 North in a 2003 Dodge Neon. Aguirre-Valdez struck a cow in the roadway.

Aguirre-Valdez was wearing a seatbelt. He was transported by ground ambulance to St. Lukes Magic Valley Regional. Alcohol was not involved. Both lanes of 3600 North were blocked for approximately one hour while officers worked to clear the scene.

On October 12, 2013, at 12:30 p.m., Idaho State Police investigated a one vehicle crash on US93 at approximately milepost 27, in Hollister. Brandon Helsley, 33, of Twin Falls, was northbound on US93 in a 2000 Audi A6. Helsley swerved across the southbound lane, and drove into the parking lot of Country Haven General Store. He struck a rock, and the Audi overturned. Helsley's vehicle struck several concrete posts before coming to rest in the parking lot.

Helsley was not wearing a seatbelt. He was transported by air ambulance to St. Lukes Magic Valley Regional. He was later transferred to University of Utah hospital in Salt Lake City.

On October 12, 2013, at approximately 7:20 a.m., Idaho State Police investigated a three-vehicle crash near the intersection of E 1100 S and Valley Road, in Hazelton, ID.

Gary W. Smith, 52, of Upton, KY, was stopped on Valley Road in a 2010 Freightliner pulling a 2014 Wabash trailer. Smith attempted to turn around at the intersection of 1100 S. Lori A. Alcala, 51, of Hazelton, ID was driving north on Valley Road in a 2004 Ford Taurus. Alcala struck the front axle of the Wabash trailer. Michael R. Graff, 52, of Hazelton, ID., was also driving north on Valley Road, in a 1995 Mazda 626. Graff struck the middle of the Wabash trailer.

All subjects were wearing seatbelts at the time of the crashes. Jerome County Paramedics were dispatched to the crash scene, but did not transport subjects to the hospital.

Idaho State Police Arrest California Man for Trafficking Marijuana During Traffic Stop

MERIDIAN - The Idaho State Police arrested a California man this afternoon during a traffic stop along US Highway 95 at milepost 9 in Owyhee County for trafficking marijuana. Troopers with the Idaho State Police stopped a black 2003 Ford Focus traveling eastbound on US95 for speeding. The driver of the vehicle was identified as Kenneth Rinard, 52, of Shingle Springs, California.

During the traffic stop, troopers detected the odor of marijuana and called for a drug detection K-9 that was working with the troopers from the Weiser Police Department. The K-9 subsequently alerted to the car. Troopers located a cooler concealed under sleeping bags in the trunk of the automobile. The cooler contained eight gallon-sized bags with approximately a half pound of marijuana in each. Rinard was arrested for Felony Drug Trafficking and Misdemeanor Possession of Drug Paraphernalia and booked into the Owyhee County Jail. The total weight of seized marijuana was approximately 4 pounds with an estimated value of $8,000.00.

The Idaho State Police were working a multi-agency emphasis patrol in the area.

On October 10, 2013, at approximately 7:00 p.m., Idaho State Police investigated a two vehicle injury crash on Grandview Dr. and Addison Ave., in Twin Falls County.

Luis J. Nevarez, 30 of Kimberly, ID, driving a 2005 Nissan Maxima, was traveling north on Grandview Dr. at a high rate of speed and failed to negotiate a ninety degree curve. Nevarez's vehicle went through a concrete barrier, over a twenty foot cliff, landing on its top at the southern edge of Addison Ave.

Paula K. Niehus, 49 of Huron, SD, driving a 2007 Ford Sedan, was traveling east on Addison Ave. when debris struck her vehicle.

Nevarez was transported by ground ambulance to St. Lukes Magic Valley in Twin Falls, ID. Niehaus, her passengers Jack L. Holman, 75, and Myrna L. Holman, 70, both of Henderson, NV were not transported. Nevarez was not wearing a seat belt. The eastbound lane of Addison Ave. and both lanes of Grandview Dr. were blocked for approximately two hours.

Original Release:

On Thursday, October 10, 2013, at 6:28 a.m., the Idaho State Police investigated a one-vehicle fatality crash northbound Interstate 15, at milepost 105, south of Shelley. Colleen N. Jackson, 19, of Saugus, California, was driving northbound in a 2005 Dodge Pickup, when she approached a slower moving vehicle. Jackson made an abrupt lane change from the right lane to the left lane. Jackson overcorrected back to the right lane where she lost control of the vehicle and rolled. Jackson was ejected along with her passengers, Weston J. Clements, 23, of Bancroft and Ross C. Barfuss, 24, of Bancroft. Barfuss was transported by air ambulance to Eastern Idaho Regional Medical Center. Clements was transported by ground ambulance to Eastern Idaho Regional Medical Center. Jackson succumbed to her injuries at the scene. None of the occupants were wearing seatbelts. Idaho State Police was assisted by Bingham County Sheriff's Office, Shelley QRU, and the Blackfoot Fire Department.

This crash is still under investigation.

A 19 year old female, was driving northbound in a 2005 Dodge Pickup, when she approached a slower moving vehicle. Jackson made an abrupt lane change from the right lane to the left lane. Jackson overcorrected back to the right lane where she lost control of the vehicle and rolled. Jackson was ejected along with her passengers, Weston J. Clements, 23, of Bancroft and Ross C. Barfuss, 24, of Bancroft. Barfuss was transported by air ambulance to Eastern Idaho Regional Medical Center. Clements was transported by ground ambulance to Eastern Idaho Regional Medical Center. At approximately 9:10 AM today, October 10, 2013, the Idaho State Police investigated a two-vehicle fatality crash on US Highway 20 at the intersection of Middleton Road. Katelyn Bergland, age 22, of Nampa was driving westbound on US20 approaching Middleton Road. Bergland failed to stop at a stop light and struck Marlene Miller, age 72, of Caldwell. Miller was pronounced dead at the scene of the crash. She was wearing her seat belt. Notifications to the family have been made. The crash is under investigation.

Former Idaho Resident Sentenced for Sexually Exploiting Two Children

BOISE – U.S. Attorney Wendy J. Olson announced that Michael Brian Clair, 33, formerly of Hazelton, Idaho, and Parker, Arizona, was sentenced Monday in United States District Court to 30 years in prison and 20 years of supervised release after pleading guilty to sexual exploitation of children by production of sexually explicit images of minors. U.S. District Judge Edward J. Lodge also ordered Clair to forfeit personal property used in the offense.

According to his plea agreement, Clair came to the attention of law enforcement on October 28, 2012, when he responded to an advertisement posted on Craigslist by an undercover Homeland Security agent in New Orleans, Louisiana. While conversing via email with the undercover agent, Clair made several statements about having inappropriate sexual contact with a four-year-old female and discussed trading sexually explicit images. During the plea hearing on August 13, Clair admitted that between July 2012 and January 2013, he used two prepubescent minors to engage in sexually explicit conduct, for the purpose of producing visual depictions of that conduct, and transported those images from Arizona to Idaho in late December. He also admitted distributing child pornography to others via the internet, including to a sex offender in Queensland, Australia.

Clair was also involved in trafficking sexually explicit images of 45 other children. The child pornography seized from Clair’s computer was identified by the National Center for Missing and Exploited Children (NCMEC).

“Those who victimize children by producing and distributing images of children being sexually abused will be identified, investigated and prosecuted,” said Olson. “Today’s sentence sends the strong message that local, state and federal agencies will work together in an efficient and coordinated manner to bring these predators to justice.”

"Child pornography producers and consumers destroy innocent lives," said Brad Bench, special agent in charge of HSI Seattle, who oversees Idaho investigations. “This case provides yet another cautionary reminder for child predators who mistakenly believe they can preserve their anonymity by sharing child pornography over the Internet. When it comes to protecting children, we can't take chances. We can't ignore the obvious and we will continue to seek out these perpetrators and bring them to justice.”

U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigation (HSI) agents from Idaho, Louisiana, Washington, and Arizona investigated the case, with assistance from the Boise Police Department, Idaho State Police, the Jerome County Sheriff’s Office and the Idaho Department of Health and Welfare.

This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by the United States Attorneys' Offices and the Criminal Division's Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children, and to identify and rescue victims. On Tuesday, October 8, 2013, at 5:52 pm, the Idaho State Police investigated a two vehicle injury crash at 1500 North and 800 East in Shelly. A Cortez Minijares, 20, of Idaho Falls, was traveling southbound on 800 East in a 2006 Pontiac G6 when he slowed to turn left onto 1500 North. Debra Hulse, 54, of Rigby, was traveling northbound on 800 East in a 2003 Jeep Liberty. Cortez turned left onto 1500 North failing to yield to Hulse and was struck on the passenger side.

Cortez's passenger, Daniel Rodriguez Ortiz, 20, of Idaho Falls, was transported by ground ambulance to Eastern Idaho Regional Medical Center. Cortez and Rodriguez were not wearing seatbelts, Hulse was wearing a seatbelt. This crash is under investigation by the Idaho State Police.

On Tuesday, October 8, 2013, at 1:10 pm the Idaho State Police investigated a single vehicle rollover crash northbound SH37 at milepost 36, south of Roy. Enrique Flores-Gonzalez, 48, of Aberdeen, was north on SH37 in a semi truck hauling potatoes when Flores-Gonzalez drove off the left shoulder of the roadway, lost control of the semi causing the semi to roll onto its side. Flores-Gonzalez was transported to Portnuef Medical Center by air ambulance.

This crash is under investigation by the Idaho State Police.
