INCIDENT NARRATIVE: At approximately 2:16 PM today Idaho State Police received a call of a suspicious package at the Eastbound Huetter Rest Area on Interstate 90. Officers arrived on scene and located the item. They evacuated the area and requested the Spokane Bomb Disposal Unit respond. Spokane Bomb Disposal Unit arrived and x-rayed the package and deemed it not to be an explosive device. The rest area was closed for approximately and hour and a half.

On August 8, 2013, at approximately 5:53 p.m., Idaho State Police investigated a two vehicle crash on US26, near milepost 249, near Arco in Butte County.

Sandra L. Tonsing, 72 of Arco, was driving a 2003 Dodge pickup, pulling a 2013 Utility Trailer west on US26. Eric D. Pope, 40 of Arco, was driving a 1977 Chevrolet pickup east on US26. Tonsing swerved to avoid hitting a vehicle turning north onto Cemetery Road striking Pope's vehicle. Pope's vehicle rolled, he was ejected. Pope was transported by air ambulance to Eastern Idaho Regional Medical Center in Idaho Falls. Tonsing was transported by ground ambulance to Lost River Hospital in Arco. Tonsing nor Pope were wearing seat belts.

Idaho State Police was assisted at the scene by Butte County Sheriffs Office, Lost River Ambulance, Arco Fire Department and Air Idaho.

On August 8, 2013, at approximately 5:53 p.m., Idaho State Police investigated a two vehicle crash on US26, near milepost 249, near Arco in Butte County.

On Friday, August 30, 2013, at approximately 3:50 p.m., Idaho State Police investigated an injury crash on westbound Interstate 84 near milepost 48.5, between the Maple Grove Road and Five Mile Road overpasses.

Alicia Nunez-Baeza, 44, of Meridian, was traveling westbound on I-84 in a 2008 Pontiac G6 when she encountered slow traffic in front of her. When she swerved to the left to avoid hitting the vehicle in front of her, Nunez-Baeza lost control of her vehicle and veered to the right, across all five lanes of travel. Nunez-Baeza?s Pontiac struck a 2007 Jeep Wrangler, driven by Kelli Hughes, 39, of Star. Nunez-Baeza then collided with the barriers on the north side of the road and overturned.

Nunez-Baeza and her passenger, Jose Baeza-Nunez, 21, of Meridian were transported by ground ambulance to Saint Alphonsus Regional Medical Center in Boise. Both were wearing their seatbelts.

The two right lanes of the Interstate were blocked by emergency vehicles for approximately 20 minutes, slowing traffic in the area.

INCIDENT NARRATIVE: ****Update**** The passenger in vehicle #2, Quinn McKasty, has succombed to his injuries he sustained from the crash. **** Rupeka was traveling Southbound on NW Blvd when he rear ended Mckastys vehicle who was stopped at the NW Blvd & River Ave red light. Her vehicle was pushed into the intersection and was struck by Georges vehicle who was turning Northbound onto NW Blvd from River Ave. All parties involved were transported to Kootenai Medical Center including a passenger in Mckastys vehicle. This crash is still under investigation.

Another Guilty Plea in Multi-Defendant Meth Trafficking Case

POCATELLO – Marco Antonio Echeverria, 25, of Idaho Falls, Idaho, pleaded guilty yesterday in United States District Court to distributing methamphetamine, U.S. Attorney Wendy J. Olson announced.

According to the plea agreement, an individual working with law enforcement contacted co-defendant Juan Carlos Garcia and made arrangements to purchase methamphetamine. Garcia directed the individual to another location in Idaho Falls, Idaho, where he met with Echeverria. Echeverria told the individual that Garcia had asked him to handle the transaction. The next day, Echeverria provided the individual with methamphetamine, as previously agreed. Echeverria admitted knowing the substance he was distributing was methamphetamine.

Echeverria’s sentencing is set for November 20, 2013, before Chief U.S. District Judge B. Lynn Winmill at the federal courthouse in Pocatello. He faces up to up to 20 years in prison, a maximum fine of $1 million, and at least three years of supervised release.

Five co-defendants – Juan Garcia, 35, Fausto Enrique Urias, 32, Erica Rodriguez, 33, and Misty Chapman, 29, all of Idaho Falls, and Benito Vasquez Joya, 58, of Rigby Idaho – pleaded guilty earlier this month to related drug charges. They are scheduled to be sentenced on October 23, 2013, in Pocatello.

The charges are the result of an investigation by the Organized Crime Drug Enforcement Task Force (OCDETF), including the Idaho State Police, U.S. Immigration and Customs Enforcement's (ICE) Homeland Security Investigations (HSI), Bonneville County Sheriff's Office, Idaho Falls Police Department, Madison County Sheriff's Office, Rexburg Police Department, Bingham County Sheriff’s Office, Fremont County Sheriff’s Office, Federal Bureau of Investigation (FBI), Internal Revenue Service-Criminal Investigation, and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). Other federal agencies participating in the OCDETF program include the Drug Enforcement Administration and the U.S. Marshals Service.

The OCDETF program is a federal multi-agency, multi-jurisdictional task force that supplies supplemental federal funding to federal and state agencies involved in the identification, investigation, and prosecution of major drug trafficking organizations.

Nampa Man Pleads Guilty to Drug Conspiracy

POCATELLO – Noe Gonzalez, 29, of Nampa, Idaho, pleaded guilty yesterday in United States District Court in Pocatello to conspiracy to distribute and possess with intent to distribute 93.53 grams of methamphetamine, U.S. Attorney Wendy J. Olson announced.

According to court records, on February 12, 2013, Idaho State Police stopped Gonzalez and his passenger for a traffic violation. Gonzalez provided a false identification document to the officer. Subsequently, police found drug paraphernalia and a handgun inside the vehicle. Gonzalez and his passenger were arrested and the vehicle impounded. When the vehicle was searched pursuant to a search warrant, police discovered a white tube sock containing four baggies of methamphetamine hidden in the dash and 9 millimeter handgun ammunition hidden in a void above the glove box. Forensic examination of the methamphetamine by the Idaho State Lab determined its total weight to be 93.53 grams.

The charge of conspiracy to distribute is punishable by ten years up to life in prison, a maximum fine of $10 million, and at least five years supervised release.

Sentencing is set for November 18, 2013, before Chief U.S. District Judge B. Lynn Winmill at the federal courthouse in Pocatello.

Filer Man Sentenced for Conspiring to Distribute Meth in Twin Falls Area

BOISE – Christopher Palacios, a/k/a “Paco,” 41, of Filer, Idaho, was sentenced yesterday to 218 months in prison followed by five years of supervised release for conspiracy to possess with intent to distribute 50 grams or more of actual methamphetamine, U.S. Attorney Wendy J. Olson announced. Palacios appeared today before U.S. District Judge Edward J. Lodge at the federal courthouse in Boise. He pleaded guilty to the charge on February 26, 2013.

According to court documents, Palacios admitted that between March 29 and May 21, 2012, he conspired with his co-defendants, Terry O’Brien and Krystal Reese, to distribute methamphetamine in the Twin Falls area.

Co-conspirator Terry Lee O’Brien, 54, of Boise, Idaho, was sentenced on July 2, 2013, to 66 months in prison for conspiracy to possess with intent to distribute 50 grams or more of actual methamphetamine.

Co-conspirator Krystal Amber Reese, 32, of Filer, pleaded guilty on July 2, 2013, to possession with intent to distribute methamphetamine. Sentencing is set for September 23, 2013.

The case was investigated by the Idaho State Police.

Glenns Ferry Man Sentenced for Distributing Meth

BOISE – Jaime Guerrero, 27, of Glenns Ferry, Idaho, was sentenced Tuesday in United States District Court to 53 months in prison for possession with intent to distribute methamphetamine, U.S. Attorney Wendy J. Olson announced. U.S. District Judge Edward J. Lodge also ordered Guerrero to serve five years of supervised release, 80 hours of community service and pay a $100 special assessment. He pleaded guilty to the charge on November 27, 2012.

Co-defendant Raul Garcia-Rosales, of Mountain Home, Idaho, was sentenced on June 4, 2013, to 21 months in prison for possession with intent to distribute methamphetamine.

According to plea agreements filed in the case, on September 14, 2011, Garcia-Rosales received approximately one pound of methamphetamine from Guerrero in Elmore County, Idaho, and then distributed it to an undercover officer at a truck stop in Mountain Home. Guerrero admitted that he supplied the methamphetamine to Garcia-Rosales. Both men acknowledged the substance they were distributing was methamphetamine.

The case was the result of a joint investigation of the Organized Crime and Drug Enforcement Task Force (OCDETF), led by the Idaho State Police and the Drug Enforcement Administration, in conjunction with the Elmore County Sheriff’s Office. The OCDETF program is a federal multi agency, multi-jurisdictional task force that supplies supplemental federal funding to federal and state agencies involved in the identification, investigation, and prosecution of major drug trafficking organizations. Federal task force members include the Bureau of Alcohol, Tobacco, Firearms and Explosives, the DEA, the Federal Bureau of Investigation (FBI), Internal Revenue Service-Criminal Investigation, U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI), and U.S. Marshals Service.

All lanes of travel are now open following the crash on I-86 near mile post 37, near American Falls, Idaho. Allen Fingold, 77 years of age from Galt, CA, was traveling eastbound on I86 when he ran off the roadway onto the left shoulder. Fingold corrected and came back onto the interstate, then overcorrected, causing his vehicle to overturn. After overturning, Fingold?s vehicle came back onto its wheels and continued to travel eastbound on the left shoulder. His uncontrolled vehicle again went off the roadway onto the left shoulder, turning through the median. It then went back across both lanes of eastbound travel, all while continuing in a turning motion to the right. After circling around nearly 180 degrees, the vehicle again left the roadway on the left shoulder going into the median where it overturned a second time, coming to a rest on its top near the westbound lanes of travel in the median.

Fingold succumbed to his injuries on scene. Allen?s passenger, Jeanette Fingold, 70 years old and also from Galt, CA , was transported to Harm?s Memorial Hospital in American Falls. Both Allen and Jeanette were wearing their seatbelts. Notifications have been made to the family.

ISP Plans for a Safe Labor Day Holiday with “All Hands on Deck” Operation and Enhanced DUI Patrols

MERIDIAN – As travelers hit the road this weekend with the end of summer in sight, the Idaho State Police want to make sure Idaho’s roads are as safe as possible. To kick off the Labor Day holiday weekend, Friday, August 30th, all available sworn ISP personnel, even those usually behind a desk, will be on the road for ISP’s second “All Hands on Deck” operation this summer. ISP will combine the operation with the national two-week long “Drive Sober or Get Pulled Over” campaign that began on August 26th and continues through September 8th.

“‘All Hands on Deck’ is designed to increase patrols on the busiest travel days of the year to give our citizens added safety on the roads,” says Colonel Ralph Powell. “This summer has been deadly on Idaho’s highways. Since Memorial Day weekend, ISP has investigated 46 fatal crashes on Idaho’s highways. ISP is committed to preventing crashes, injuries and deaths. Frequently, it is the sighting of a patrol car that makes people not only slow down, but obey other traffic laws as well. Therefore, all commissioned officers scheduled to work on Friday will be out patrolling Idaho’s roadways.”

The public is encouraged to be a part of the “Drive Sober or Get Pulled Over” campaign by dialing the Idaho State Police at *ISP (*477) from your mobile phone or simply 9-1-1 to report suspected drunk drivers.

ISP reminds the traveling public of the following driving safety tips:

  • Drive sober
  • Buckle up every trip, every time. Be sure to use child safety seats correctly
  • Be patient with other drivers and give yourself extra time to travel
  • Stay alert and get enough sleep before traveling
  • Avoid distractions, including cell phones
  • Move over when passing emergency vehicles

ISP would also like to remind those traveling in certain highly traveled areas of the state to be extra patient with the traffic and other motorists. You will probably want to plan an extra hour or two into your trip to lessen your stress. Remember, there are several fires still burning throughout the state that can affect travel, as well as construction in other areas and just more people on mountain roads. On August 27, 2013 a semi truck and trailer hauling cedar fence posts was negotiating a curve southbound on US 95, near milepost 213, when the load on the trailer shifted causing the truck to overturn. The truck came to rest on its side losing its entire load. The driver of the semi was not injured. A passenger in the semi was transported to St. Joseph?s hospital in Lewiston for her injuries. One lane was blocked for 3 hours. The US Forest Service and the Idaho County Sheriff?s office assisted with the investigation. The crash is still under investigation by the Idaho State Police

INCIDENT NARRATIVE:

Donald Pisarcik of Bozeman Montana was driving his 2003 Chevrolet Silverado pickup towing a 2012 Montana 34 foot travel trailer and a 2008 drift boat eastbound on US12 near milepost 19.8 when he was unsafely passed by an unidentified brown extended cab Chevrolet pickup with an approximate model year of 1992-1994 and Nez Perce County plates. The vehicle was driven by a male driver with a white beard. The passing maneuver was cut short due to oncoming traffic and the unknown driver forced Pisarcik?s vehicle combination off the roadway. The travel trailer became disconnected from the pickup and rolled onto its side, and the boat became jackknifed behind the travel trailer. There were no injuries. Pisarcik was wearing his seatbelt. The eastbound lane was blocked for approximately 5.5 hours, and both lanes were blocked for approximately 30 minutes. ITD and Forrest Towing assisted with traffic control. Autopsy Concluded in Officer Involved Shooting in Coeur d’Alene


COEUR D’ALENE – The Kootenai County Coroner’s Office has concluded the autopsy of the man shot during an incident with officers of the Coeur d’Alene Police Department on Sunday.  The autopsy results indicate that Eric B. Johnston died as a result of gunshot wounds.  The incident is under investigation by investigators from the Idaho State Police.  Toxicology results from the autopsy are not expected to be available for several weeks.

Coeur d’Alene Police Chief Wayne Longo offered the following statement on the death involving officers from his department.   “We extend our sympathy to Eric Johnston’s family, and commit to a professional investigation of the officer involved shooting.  The use of deadly force is a decision officers must face during extremely difficult and dangerous situations.  I have confidence in our officers and the investigative process. I have requested the Idaho State Police conduct a comprehensive investigation into this shooting."

As policy dictates, the officers involved in this incident have been placed on administrative leave.  No further information on this investigation is being released at this time.

Name of Suspect in Officer Involved Shooting in Coeur d’Alene is Released

COEUR D’ALENE – Investigators with the Idaho State Police have released the name of the suspect in the shooting that involved Coeur d’Alene Police Department officers on the morning of Sunday, August 25th.  The suspect’s name is Eric B. Johnston, 35, from Dalton Gardens.  Johnston’s family has been notified.

An autopsy will be performed today.  The results of that autopsy are not expected to be available for several weeks.

The Idaho State Police, as part of the District One Critical Incident Task Force, will continue to be the lead in the investigation.  No further information on this investigation is expected to be released today.

On August 24, 2013, at approximately 6:30 p.m., Idaho State Police investigated a one-vehicle crash on US 20, near milepost 372, between Ashton and Island Park, ID.

Wayne A. Brown, 51, of Idaho Falls, ID, was driving south on US 20 in a 1996 GMC Sierra pickup truck. Brown drove across the center line, off the left shoulder of the road, hit a tree stump, and rolled the vehicle onto its top.

Passengers in the vehicle were Joseph A. Bassett, 28, and Denise Miller, 54, both of Idaho Falls, ID.

Brown and Bassett were not wearing seatbelts. Miller was wearing a seatbelt. All three subjects were transported by ground ambulance to Madison Memorial Hospital in Rexburg, ID. Brown was later transferred to Eastern Idaho Regional Medical Center in Idaho Falls, ID.

The crash investigation is continuing.

On Sunday, August 25, 2013, at approximately 1:30 p.m., the Idaho State Police investigated a motorcycle crash with injuries on Interstate 84 near milepost 88, west of Mountain Home.

Konrad O. Kahm, 53 years old of Boise,was traveling west on Interstate 84 on a 1994 Harley Davidson when he lost control and crashed into the median. Kahm was wearing a helmet, and was transported by ground ambulance to St. Alphonsus Regional Medical Center in Boise. Westbound lanes of Interstate 84 were blocked for approximately one half-hour for emergency services.

This crash is under investigation by the Idaho State Police.

On Saturday, August 24, 2013, at approximately 3:50 a.m., the Idaho State Police investigated a motorcycle crash on SH-51 at milepost 5, on the Duck Valley Indian Reservation. Troy Thomas, 24, of Owyhee, Nevada, was southbound on SH-51 on a 1993 Suzuki motorcycle. Thomas swerved to avoid a cow in the road, and lost control of the motorcycle and crashed. Thomas was taken to the St. Alphonsus Regional Medical Center in Boise by air ambulance. Thomas was not wearing a helmet. There was no road blockage. The crash is under investigation by the Idaho State Police.

On August 23, 2013, at approximately 7:24 p.m., Idaho State Police investigated a one vehicle fatality crash on Interstate 84, near mile marker 133, in Gooding County.

Wirake Charles, 36, of Pocatello, ID, was driving west on I84 in a 2003 Dodge Durango. Timothy Brand, 56, of Tooele, UT, was travelling west in a 2013 Peterbuilt semi. Charles attempted to pass Brand on the median side shoulder, lost control of his vehicle and struck Brand's semi. Charles' vehicle continued off the right shoulder and rolled, coming to rest near the fence at the Bliss Rest Area. Charles was ejected from his vehicle and succumb to his injuries at the scene. Next of kin has been notified.

A seatbelt was worn by Brand; however Charles was not wearing a seatbelt.

Matthew Mendez Dehart, 51 years of age, of Galt, California, was arrested for trafficking methamphetamine, possession of drug paraphernalia and driving without privileges. Approximately 1/4 pound of methamphetamine was seized, with a street value of $4,000.00. Dehart was incarcerated at the Power County Jail.

On Thursday, August 22, 2013, at 1:22 am, the Idaho State Police investigated an injury crash westbound on Interstate 84 at milepost 159, west of Jerome. Robert Little, 53, of Salt Lake City, Utah, was traveling eastbound in the westbound lanes in a 2012 Volkswagen Jetta. Julie Zeigler, 52 of Weiser, was traveling westbound on I84 in a 2000 Ford Taurus Station Wagon. Little's vehicle struck Zeigler vehicle on the front driver side. Both lanes were blocked for an hour. Little was transported by ground ambulance to Saint Lukes Magic Valley Regional. Zeigler was transported by Air Ambulance to Saint Lukes Magic Valley Regional. Zeigler's passenger, Kylie Montes, 25, of New Plymouth, was not transported.

Both drivers and the passenger were wearing seatbelts. This crash is under investigation.

Coeur d'Alene Man Pleads Guilty to Unlawfully Possessing a Firearm

COEUR D’ALENE – Kalum McPhedran, 29, of Coeur d’Alene, Idaho, pleaded guilty yesterday in United States District Court to unlawfully possessing a firearm, U.S. Attorney Wendy J. Olson announced. McPhedran was indicted by a federal grand jury in Coeur d’Alene on February 20, 2013.

According to the plea agreement, McPhedran admitted that on January 15, 2013, he unlawfully possessed a Remington 12 gauge shotgun, knowing that he was prohibited from possessing firearms due to a previous conviction in 2010 for possession of a controlled substance. McPhedran will forfeit the firearm he unlawfully possessed.

The charge is punishable by up to ten years in prison, a maximum fine of $250,000, and up to three years of supervised release.

Sentencing is set is set for November 13, 2013, before U.S. District Judge Edward J. Lodge at the federal courthouse in Coeur d’Alene.

The case was investigated by the North Idaho Violent Crimes Task Force (NIVCTF). NIVCTF members include the Federal Bureau of Investigation, the Idaho State Police, Kootenai County Sheriff's Office, Shoshone County Sheriff's Office, Bonner County Sheriff's Office, Coeur d'Alene Police Department, Post Falls Police Department, and Coeur d'Alene Tribal
Police. The NIVCTF investigates a myriad of violent crimes, including armed robbery, kidnapping, felonious assault and drug trafficking.

The case was prosecuted as part of Idaho’s Project Safe Neighborhoods Program, which seeks to reduce gun violence in Idaho.

INCIDENT NARRATIVE: Wilkerson was Southbound on US95 he stopped to turn East on Mt Meadow Rd when Anderson rear ended Wilkerson and pushed his vehicle into the Northbound lane of travel. Wilkerson's vehicle was then struck by Carpenter. Wilkerson succumbed to his injuries at the scene and next of kin has been notified. Two passengers in Carpenter's vehicle were transported to Boundary Community Hospital with non life threatening injuries. The highway was blocked for approximately 2.5 hrs.

On Tuesday, August 20, 2013, at approximately 4:19 p.m., Idaho State Police investigated a one-vehicle injury crash on I15 at milepost 6.4, near the Cherry Creek rest area. Joseph F. Johnsen, 71, of Murray,UT, was c traveling south on I15 in a 2002 Toyota 4Runner with his passenger, Karen E. Johnson, 67, also of Murray,UT. The Murray's vehicle veered off the roadway into the median and rolled. The vehicle came to rest on the left shoulder of northbound I15.
Both driver and passenger were transported by ground ambulance to Oneida County Hospital in Malad, Idaho.

Pharmacist Pleads Guilty to Wire Fraud

COEUR D’ALENE – Steven R. Milot, 66, of Kellogg, Idaho, pleaded guilty today to wire fraud, U.S. Attorney Wendy J. Olson announced. Milot was charged in a one count information filed in United States District Court on July 24, 2012.

According to the plea agreement, Milot was employed as a pharmacist at Osburn Drug in Kellogg for many years. In 2012, the owner became suspicious that Milot was misappropriating controlled substances. After conducting an abbreviated audit, the owner found that the pharmacy was short several controlled substances; video surveillance recorded Milot misappropriating the drugs. Milot admitted to stealing large quantities of Oxycontin for his personal use. In order to cover up the theft and avoid detection, Milot ordered controlled substances via wire transmissions.

The charge of wire fraud is punishable by up to 20 years in prison, a maximum fine of $250,000, and up to three years of supervised release.

Sentencing is set is November 12, 2013, before U.S. District Judge Edward J. Lodge at the federal courthouse in Coeur d’Alene.

The case was investigated by the Tactical Diversion Group of the Drug Enforcement Administration and the Idaho State Police.

On Tuesday, August 20, 2013, at approximately 10:35 a.m. the Idaho State Police investigated a one vehicle injury crash northbound I15 at milepost 86, near Fort Hall. Jimmie Moss, 35 of Blackfoot was traveling northbound on I15 on a Yamaha motorcycle. Moss lost control of the motorcycle and crashed in the lane of travel. Moss was transported by air ambulance to Portneuf Regional Medical Center in Pocatello. Moss was not wearing a helmet at the time of the crash.
The lanes of travel were blocked for approximately 1 1/2 hours for the crash investigation.

On August 20, 2013, at approximately 8:00 am, Idaho State Police investigated a two-vehicle injury
crash on US Highway 26 near milepost 342, at N 85th E.

Mike Munns, 50, of Rexburg, was traveling East on US26 in a Case tractor, pulling a Massey-Ferguson
baler. Thomas Wichmann, 64, of Ririe, also eastbound, was approaching the slow moving vehicle in a 2006
Chevrolet Impala. Wichmann failed to slow down in time and collided with the back of the trailer.

Wichmann was transported via ground ambulance to Eastern Idaho Regional Medical Center in Idaho Falls.
Wichmann was wearing his seatbelt.

The right lane was blocked for an hour and a half while crews worked to clear the scene. ISP was assisted
by Bonneville County Sheriff's Office.

The crash is still under investigation by Idaho State Police.

On August 20, 2013, at approximately 8:47 p.m., Idaho State Police investigated a multiple vehicle injury crash at the intersection of N 2600 E and US Highway 30, near Twin Falls.

David Anderson, 56, of Filer, ID, was driving westbound on US Highway 30 in a 1986 Ford Bronco. Kelsey Kayan, 21, of Boise, ID, was driving southbound on N 2600 E in a Silver 2001 Honda CRV. Kayan entered the intersection to continue southbound on N 2600 E and was struck by Anderson. The impact caused Kayan's vehicle to travel westbound for approximately 500 feet, until it collided with a dumpster, which then struck a parked 1994 Freightliner semi truck. Anderson's vehicle went off of the roadway and crashed into a parked vehicle at a nearby residence. Both parked vehicles were unoccupied. US Highway 30 was closed for approximately four hours during the investigation.

Kayan was transported by ground ambulance to St. Luke's Magic Valley Medical Center. Anderson was not injured. Both drivers were wearing their seatbelts. The crash remains under investigation.

On August 19, 2013, at approximately 3:42 p.m., Idaho State police investigated a crash in the southbound lanes of Interstate 15, near the 119 on ramp, in Idaho Falls, Idaho.

Rayman M. Saddatov, 25, of Dayton, OH, was driving on the ramp from westbound US 20, onto southbound Interstate 15 in a 2014 Kenworth commercial vehicle, pulling a 2014 Stoughton trailer. Saddatov failed to negotiate the curve of the ramp. The truck overturned onto Interstate 15.

Southbound traffic is currently being diverted from Interstate 15 at milepost 135, into Roberts and onto US 20, as recovery crews work to right the truck and clean the crash site.

The crash investigation is continuing.

On Monday, August 19, 2013, at approximately 9:36 a.m. the Idaho State Police investigated an injury crash at the intersection of U.S. Highway 91 and E Pacific Street in Blackfoot. Shane M. Mitchell, 25 years old of Firth, was turning from E. Pacific Street on to U.S. Highway 91 to travel north bound in a 1988 Ford F150 Pickup.

Richard R. Williams, 72 years old of Blackfoot, was crossing U.S. Highway 91 on a motorized wheelchair at a crosswalk when he was struck and pinned under Mitchell's vehicle. Williams was extricated and taken by ground ambulance to Bingham Memorial and later transported to the Eastern Idaho Regional Medical Center in Idaho Falls.

U.S. Highway 91 was blocked and rerouted for emergency crews for approximately three hours. This crash is still under investigation by the Idaho State Police.

On Sunday, August 18, 2013, at approximately 9:45 a.m., the Idaho State Police investigated an injury crash on US Highway 20 at milepost 384. Michael Dye, 62, of Sterling, Oklahoma was westbound on a 2005 Honda motorcycle. The rear tire blew out. Dye lost control of the motorcycle and crashed. He was wearing his helmet, and was transported by ground ambulance to Madison Memorial.

US Highway 20 was blocked for approximately forty-five minutes while crews worked to clear the scene. The Idaho State Police were assisted by Fremont County Sheriff's office and emergency crews, and the Idaho Transportation Department. The crash is still under investigation.

**Update**

On Saturday, August 17, 2013, at approximately 10:20 a.m., Idaho State Police investigated a two-vehicle injury crash. John Crook, 62, of Orem, Utah, was travelling southbound on State Highway 34 near milepost 70 in a Ford pickup pulling a trailer. Crook failed to negotiate a curve, crossed the center line, and struck a northbound Hyundai Sonata driven by David Eley, 51, of Providence Forge, Virginia. Eley had three passengers in his vehicle: Janet Eley, 51, also of Providence Forge; and Taylor and Laura Eley, both 24, of Midvale, Utah.

All of the occupants in the vehicles were transported by ground ambulance to Caribou Memorial Hospital. The crash is still under investigation by the Idaho State Police.

On August 16, 2013, at approximately 11:45 a.m., Idaho State Police investigated a two-vehicle injury crash on U.S. Highway 30 at milepost 332, near Pocatello. Linda Scott, age 55 of Pocatello, was traveling west in a 2003 Mazda MPV minivan. Richard MComber, age 51 of American Falls, was traveling west in a 2000 Mercury Coupe. Scott attempted to make a U-turn to head east on U.S. Highway 30 and MComber's vehicle struck Scott's vehicle. The drivers of both vehicles and Scott's passenger, Kathleen Clark, age 54 of Pocatello, were transported by ground ambulance to Portneuf Medical Center in Pocatello.

The eastbound left lane of travel was blocked for approximately 30 minutes. The crash is under investigation by the Idaho State Police.

On Thursday, August 15, 2013, at approximately 11:50 a.m., the Idaho State Police investigated an injury crash at the intersection of U.S. Highway 26 and 45th E, in Bonneville County.

Joseph W. Murdock, 26 years old of Jackson, Wyoming, was driving west on U.S. Highway 26 in a 1996 Jeep Cherokee approaching the intersection of 45th E. Wade W. Fillmore, 71 years old of Idaho Falls, was driving south on 45th E in a 2002 Hyundai Elantra. Fillmore failed to yield at the stop sign in the intersection. Murdock's vehicle broadsided Fillmore's. Murdock was transported by ground ambulance to the Eastern Idaho Regional Medical Center in Idaho Falls. Murdock was not wearing a seatbelt. Fillmore was wearing a seatbelt and transported by personal vehicle.

Blockage was reported in both the east and west bound lanes at first, with the west bound lanes being cleared by 12:15 p.m. All lanes were completely unblocked by 1:30 p.m. This crash is under investigation by the Idaho State Police with the assistance from Bonneville County Sheriff's.

Seven Plead Guilty to Drug Charges in E. Idaho Trafficking Operations

            POCATELLO – U.S. Attorney Wendy J. Olson announced today that seven defendants pleaded guilty to methamphetamine distribution charges this week in United States District Court in Pocatello.  The defendants were charged in two separate indictments.  

            Juan Carlos Garcia, 35, of Idaho Falls, Idaho, pleaded guilty on Monday to conspiracy to distribute 50 grams or more of actual methamphetamine.  Co-defendant Benito Vasquez Joya, 58, of Rigby Idaho, pleaded guilty to possession with intent to distribute 50 grams or more of actual methamphetamine.

            Fausto Enrique Urias, 32, and Erica Rodriguez, 33, both of Idaho Falls, pleaded guilty on Tuesday to conspiracy to distribute 50 grams or more of actual methamphetamine.  Misty Chapman, 29, of Idaho Falls, pleaded guilty to distribution of methamphetamine.

            Garcia, Joya, Urias, Chapman and Rodriguez are scheduled to be sentenced on October 23, 2013, before Chief U.S. District Judge B. Lynn Winmill at the federal courthouse in Pocatello. 

            According to plea agreements filed in the case, between November 2009 and October 23, 2012, Urias and Garcia conspired to possess and distribute methamphetamine to other individuals in the Idaho Falls area.  Urias and Garcia were previously convicted of felony possession of a controlled substance in Bonneville County, Idaho, on November 9, 2004, and June 7, 2005, respectively. 

            Co-conspirator Marco Antonio Echeverria, 25, of Idaho Falls, is scheduled to enter a guilty plea to related drug charges on August 29, 2013. 

            In a separate case, Josue Rodriguez-Sanchez, 25, and Julian Vega-Valdez, 25, both of Idaho Falls, pleaded guilty on Wednesday.  Rodriguez-Sanchez pleaded guilty to conspiracy to possess with intent to distribute 50 grams or more of actual methamphetamine; Vega-Valdez pleaded guilty to distribution of five grams or more of actual methamphetamine.  Sentencing is set for November 18, 2013, in Pocatello.  Co-defendant Fernando Garcia, 31, of Logan, Utah, is scheduled to plead guilty on August 29, 2013.

            The charge of conspiracy to distribute 50 grams or more of actual methamphetamine carries a minimum term of 20 years in prison, a maximum fine of $20 million, and at least 10 years of supervised release.  The charge of distribution of methamphetamine carries a minimum term of 10 years in prison, a fine of up to $10 million, and at least five years of supervised release.  Possession of methamphetamine is punishable by up to 20 years in prison, a fine of up to $1 million, and at least three years of supervised release.  Distribution of methamphetamine is punishable by at least five years in prison, a maximum fine of $5 million, and at least four years of supervised release.

            The charges are the result of an investigation by the Organized Crime Drug Enforcement Task Force (OCDETF), including the Idaho State Police, U.S. Immigration and Customs Enforcement's (ICE) Homeland Security Investigations (HSI), Bonneville County Sheriff's Office, Idaho Falls Police Department, Madison County Sheriff's Office, Rexburg Police Department, Bingham County Sheriff’s Office, Fremont County Sheriff’s Office, Federal Bureau of Investigation (FBI), Internal Revenue Service-Criminal Investigation, and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).  Other federal agencies participating in the OCDETF program include the Drug Enforcement Administration and the U.S. Marshals Service.

            The OCDETF program is a federal multi-agency, multi-jurisdictional task force that supplies supplemental federal funding to federal and state agencies involved in the identification, investigation, and prosecution of major drug trafficking organizations.

On Thursday, August 15, 2013, at approximately 6:45 a.m., Idaho State Police investigated an injury crash on State Highway 55 near milepost 14, the intersection of Midway Road. Michael Attiani, 49, of Boise, was northbound on Midway Road in a 2011 Dodge Challenger. Seferino Villa-Guzman, 32, of Caldwell, was eastbound on State Highway 55 in a 2001 Ford F-350. Attiani slowed, and then proceeded through the intersection with State Highway 55. Attiani's Challenger was struck by Villa-Guzman. The Challenger then went into the parking lot of the Jackson's Food Store, where it struck a parked 2003 Dodge Ram.

Attiani and his juvenile passenger were transported by ground ambulance to St. Alphonsus Regional Medical Center in Boise. Villa-Guzman was transported by ground ambulance to St. Alphonsus in Nampa. All occupants of the vehicles were wearing seatbelts. The crash is still under investigation by the Idaho State Police.

On August 9, 2013, Idaho State Police responded to a fatal crash on US 20 at Stafford Road, east of Notus. A 17 year old driver of a 1995 Ford F150 pickup, was travelling west on US 20, when the driver signalled, then stopped to prepare for a left hand turn. John Stish, 53, of Notus, was travelling west behind the F150 pickup, in a 1992 Nissan Sentra. Stish's vehicle came to a stop behind the F150, awaiting a clearing in oncoming traffic. As the vehicle's were stationary, Stish's vehicle was rear-ended by a 1998 Lincoln Navigator, driven by Jordan Kangas, 22, of Nampa.

Stish was pronounced deceased on scene. Next of kin notifications have been made. All parties involved were seatbelted. All lanes of travel were blocked for approximately 3 and a half hours.

MERIDIAN - "Without Compromise" Stories of the Idaho State Police

The role of Idaho's finest in maintaining law and order and serving
its citizens over the past 75 years.

MERIDIAN - It has been a journey ranging from barely-functioning motor vehicles and hardly-there roads to high-tech computer systems and biotechnology - a long way. Some of what the Idaho State Police does emerges in newspaper headlines and local television news reports, but only pieces of it, as glimpses of the larger story. Without Compromise tells the story of what lies behind those headlines, and of the often remarkable men and women involved.

Author Kelly Kast has spent years researching the history and interviewing scores of current and former members of the Idaho State Police, and has emerged with a remarkably detailed and engrossing story of Idaho.

Kast is a civilian employee of the Idaho State Police in District 4 in Jerome. Kast and her husband, Dalen, also own and operate a 550-head cattle ranch near Bliss, Idaho where she also enjoys every opportunity to explore the rare and distinctive geology of Idaho's south-central desert with her five children. She has published numerous articles with IDAHO Magazine and has published in other regional and national magazines. Prior to her service with the Idaho State Police, Kast was a staff writer and then editor of the Gooding County Leader. Kast's love of history and writing can be traced to her duties as an all-source intelligence analyst during her service in the United States Army.

On Wednesday, August 7, 2013 at approximately 3:57 p.m., the Idaho State Police investigated a two vehicle injury crash on Market Road at the intersection of Conway Road, east of Parma. Bozcho Lettunich, 72, of Ontario, Oregon, was traveling westbound on Market Road, in a 1998 Chevrolet C15, when he ran into the back of a road grader. Lettunich was transported by air ambulance to St. Alphonsus Medical Center in Boise where he succumbed to his injuries. Lettunich was wearing his seatbelt.

The crash is still under investigation.

On August 7, 2013 at 5:24pm, Idaho State Police investigated a single motorcycle injury crash northbound on US91 at Reservation Road.

Jesse B. Atwell, 53 of Blackfoot, was traveling northbound on US91 on a 2004 Harley Davidson motorcycle when he came upon slowing traffic due to highway maintenance. Atwell applied his brakes and lost control of his motorcycle causing it to roll. Atwell was ejected and landed in the middle of the roadway. The motorcycle came to rest on its side on the left shoulder.

Atwell was not wearing a helmet and was transported by ground ambulance to Portneuf Medical Center.

On August 5, 2013, at approximately 4:22 pm, Idaho State Police investigated a Semi Rollover crash on I-15 North of Downey. Luis Guerrero-Arteaga, 54, of Idaho Falls, was travelling North on I-15 near milepost 37.5, in a 2007 Volvo Semi pulling an empty 2007 Wabash trailer. Witnesses say that due to the high winds in the area, the vehicle tipped over and came to rest off the roadway on the right shoulder.

Guerrero-Arteaga was transported by ground ambulance to Portneuf Medical Center in Pocatello. He was wearing his seatbelt.

On Thursday August 1, 2013 at approximately 12:54 p.m., the Idaho State Police investigated a two-vehicle injury crash northbound on US95 at milepost 173, 13 miles north of New Meadows. Leonardo Cornejo, 20, of Weiser, was traveling southbound on US95 when he lost control of his vehicle, swerved into the northbound lane, and collided with a semi truck. Both vehicles came to rest in the northbound lanes. Greg Ingalls, 43, of Kingston, ID, was driving the 1994 Kenworth semi truck.

Cornejo was pronounced deceased at the scene. Ingalls was transported by ground ambulance to St. Lukes in McCall.
Cornejo was wearing his seatbelt, Ingalls was not.

The northbound lane was blocked for approximatly 5 hours.

This crash is still under investigation.

On Thursday August 1, 2013 at approximately 1:20 pm, Idaho State Police investigated a two vehicle non-injury crash westbound on I86 near milepost 61 in Chubbuck. Nicolas Bozorg-Omid, 18, of Pocatello was driving a 1999 Nissan Pathfinder, nearing the construction zone when he made an unsafe lane change and rear-ended a 2012 Chevrolet Traverse driven by Molly Morrison, 29, of Silverton,Oregon. No injuries were reported. The westbound lanes of I86 were blocked for 45 minutes while crews investigated the crash.

On Thursday August 1, 2013, at 6:52 am, the Idaho State Police investigated a two-vehicle fatality crash northbound on State Highway 46 near Shoestring Road, approximately mile marker 107, between Wendell and Gooding. Bertha Ramos-Flores, 33, of Gooding, was traveling northbound on State Highway 46, in a 2001 Honda Accord when, for unknown reasons, she crossed the center line, forcing another vehicle off the road. Peter Orth, 49, of Gooding, was traveling southbound in a 2007 Ford Econoline van. Ramos-Flores and Orth's vehicles struck head on blocking both lanes. Ramos-Flores was not wearing her seatbelt and succumbed to her injuries at the scene. Orth was wearing his seatbelt and was transported by ground ambulance to North Canyon Medical Center. Notifications have been made.

State Highway 46 was blocked for approximately three hours. The crash remains under investigation.
