Tips for Drivers Who Encounter Dust Storms

BOISE - During the past couple of weeks various parts of Idaho have experienced blowing dust carried by gale-force winds creating blinding conditions for motorists on interstates and highways. These storms are dangerous to the traveling public and extreme caution should be used if they are encountered.

Just yesterday a dust storm caused Interstate 15 to close in both directions for several hours between Idaho Falls and Roberts, as well as a part of State Highway 32. Two weeks ago Interstate 86 west of Pocatello was also closed in both directions for more than 5 1/2 hours because of near zero visibility. When the dust settled, nearly two-dozen vehicles were damaged and nine people were transported to hospitals for medical treatment.

The Idaho State Police and the Idaho Transportation Department offer the following advice to motorists who may unexpectedly encounter high winds and low visibility:

* Do not attempt to drive into or through a dust storm.

* If you encounter a dust storm, check for other vehicles in front, behind or next to your vehicle and begin slowing down.

* Do not wait until visibility becomes so poor that you can't turn around to wait out the storm at a safe location. Exit or pull off the highway until conditions improve.

* Do not stop in a travel lane or emergency lane. If the highway shoulder is relatively flat, pull completely off the paved surface. Try to leave an adequate buffer between your vehicle and the highway.

* Remain in your vehicle and ensure that all occupants have their seatbelts fastened. The safest place to be if your car is struck by another vehicle is inside your own.

* Turn off all vehicle lights, including your emergency flashers. Drivers behind you might become disoriented and follow your taillights, believing you are still on the highway.

* Once you are off the pavement, set your vehicle's parking brake and take your foot off the brake so that other drivers do not follow your lights.

* If you have cell phone coverage, call 9-1-1 or *ISP (*477) after stopping, to report your location as precisely as possible and advise of low visibility hazards.

* Drivers of high-profile vehicles such as vans, recreational vehicles, large SUVs and towed trailers face the additional challenge of maintaining control in high winds. If possible, pull off the highway at a safe location to wait for winds to subside.

* These tips are also applicable if you encounter blowing snow and low visibility.

* Before traveling on rural highways that have a history of blowing dust, check the 511 Traveler Information system. Call 5-1-1 or visit 511.idaho.gov on the web to learn of prevailing conditions or forecasts that predict high winds.

Blackfoot Man Sentenced for Involuntary Manslaughter


POCATELLO – Kendall Perry, 22, of Blackfoot, Idaho, was sentenced today in United States District Court to 30 months in prison for involuntary manslaughter, U.S. Attorney Wendy J. Olson announced. Chief U.S. District Judge B. Lynn Winmill also ordered Perry to serve three years of supervised release and do 200 hours of community service. Perry, an enrolled member of the Shoshone-Bannock Tribes, was indicted by a federal grand jury on October 23, 2012, on one count of involuntary manslaughter. He pleaded guilty to the charge on January 28, 2013.

According to the indictment, on June 30, 2012, Perry, who was intoxicated, was operating a 1999 GMC Yukon with gross negligence, causing a roll-over accident near the intersection of Philbin and Sheepskin Road that resulted in the death of Cullen Fightsover, a passenger in the vehicle. An accident reconstructionist said the vehicle was traveling at 74 mph in a 50 mph zone. Perry ran a stop sign, went through the intersection and then lost control and rolled into a field, ejecting the three occupants from the vehicle. Fightsover was life-flighted, but was pronounced dead at the hospital. Perry admitted drinking hard liquor and beer and admitted smoking marijuana in the hours before the crash. Perry admitted he was “buzzed” from the alcohol he had consumed.

The victim’s family members spoke at sentencing and expressed forgiveness towards Perry. Judge Winmill stated to those present in the courtroom that he considered those statements in imposing sentence.
The case was investigated by the Fort Hall Police Department, the Federal Bureau of Investigation, and the Idaho State Police.

On April 28, 2013 at 11:30 am, Idaho State Police investigated a two-vehicle injury crash on I84 at mile marker 45, under the Locust Grove Overpass.

Katherine S. Clark, 22 of Nampa was driving eastbound on I84 east of Meridian Road in a 2008 Dodge Avenger. A 17-year-old female from Caldwell was traveling behind Clark in a 1993 Subaru Legacy. Both vehicles were traveling at speeds around 65 to 70 mph. The 17-year-old female lost control of her vehicle where the front driver side corner of the Subaru impacted the passenger side front corner of the Avenger. Upon impact, both vehicles struck the median barrier. The Subaru came to rest facing against traffic in the number three lane. The Dodge came to rest on the median shoulder of the road. Debris from the crash was spread across the three left lanes of travel and traffic was blocked for one and a half hours.

Clark was transported by ground ambulance to St. Luke's Regional Medical Center in Meridian. Both drivers were wearing their seatbelts. The 17-year-old female was not transported.

This crash is still under investigation by the Idaho State Police.

Idaho Operation Lifesaver
Officer On A Train and Adopt A Crossing

On Friday May 3, City, County and State Law Enforcement Officers will be conducting an Officer On A Train and Adopt A Crossing enforcement operation in Northern Idaho.

The purpose of this enforcement operation is to increase public awareness of the potential dangers that exist at highway railroad intersections and eliminate driver actions that can have tragic consequences, by enforcing the traffic laws that pertain to these intersections. The enforcement program is one of three parts of the Operation Lifesaver effort, which include engineering and education, designed to eliminate car train collisions.

During the Officer On A Train enforcement effort, one officer is placed in the lead locomotive of a train as a spotter. This officer observes traffic approaching the highway rail intersections as the train proceeds down the tracks. Other officers pace the train or are parked at specific locations. When a motorist is observed violating the laws pertaining to the approaching intersection, the officer on the train radios one of the chase cars which stop the motorist, explain the dangers and issue a citation.

With the Adopt A Crossing approach, City, County and State Law Enforcement officers from throughout Northern Idaho will pick a crossing within their jurisdiction and enforce the laws that pertain to the crossing.

During 2012, there were 10 car train collisions resulting in 3 people injured and 2 fatalities. This year to date, there have been 5 car/train collisions reported, resulting in 1 fatality.

Since 1990, the Officer On A Train and Adopt A Crossing programs have been instrumental in helping reduce the number of car train collisions in the state. City, county state and federal law enforcement agencies, the Idaho Transportation Dept., private businesses and the railroads that operate in the state sponsor the Idaho Operation Lifesaver program.

On April 26, 2013, at approximately 3:07 pm, Idaho State Police investigated an injury crash westbound on US Highway 26 at mile marker 349, near Ririe.

Crystal S. Garrett, 30, of Ririe was driving eastbound on US 26 in a 1998 Cadillac Catera in the left turn lane preparing to turn north on to 115th East. She failed to yield to an oncoming 2002 GMC Sierra, driven by Ronald D. Balsley, 72, of Victor. Crystal turned and struck Balsley, causing his vehicle to strike a guardrail and overturned. Balsley's vehicle came to rest in the roadway, blocking the westbound lanes of US 26.

Ronald Balsley and his passenger, Sandra B. Balsley, 70, of Victor, were transported to Eastern Idaho Regional Medical Center. Occupants of both vehicles were wearing their seatbelts.

INCIDENT NARRATIVE: On April 24, 2013 around 7:20 AM, Idaho State Police stopped a stolen vehicle on US12 near mile post 147. The vehicle had been stolen out of Portland, Oregon. Two subjects were detained while a third ran into the woods. Both subjects were arrested after investigation on drug charges and possession of a stolen vehicle. They were transported to Idaho County Jail in Grangeville, Idaho. Around 1:00 PM the third subject was spotted walking along the highway in the same area of the traffic stop. Idaho Fish and Game and an Idaho County Deputy made contact with the subject who was arrested for drug charges and possession of a stolen vehicle and taken to Idaho County Jail. Suspects arrested were Thoeodore Christensen of Vancouver, Washington, Stephanie Shields of Lebanon, Oregon, and Steven Mckheean of Bothell, Washington.

On 04/21/2013 at 7:26 am, Idaho State Police investigated an injury crash southbound on I15 at mile marker 42, north of Airmo.

A 16 year old male driver was traveling southbound on I15 in a 2002 Hyundai Accent when for unknown reasons he left his lane of travel. The driver overcorrected causing the vehicle to roll coming to rest on the edge of the roadway near the median. The driver was ejected from the vehicle. He was transported by Lifeflight to Portneuf Medical Center. He was not wearing his seatbelt.

This crash is still under investigation by the Idaho State Police.

On April 16, 2013 at approximately 7:30pm, the Idaho State Police investigated a one vehicle crash on I-86 near mile marker 62. Joshua Smith, age 23, of Pocatello, was driving westbound on I-86 when he drove off the right shoulder, down an embankment and into a fence. Smith's vehicle rolled and came to rest on its top. Smith was taken by ambulance to Portneuf Medical Center. This crash is still under investigation.

On April 13, 2013, at approximately 4:00 p.m., Idaho State Police investigated multiple crashes on Interstate 86, at milepost 50, west of Pocatello, ID. Due to blowing dust, visibility was at zero to near zero conditions. Vehicles piled up in both the eastbound and westbound lanes of travel.

Idaho State Police was assisted by Power County Sheriff's Office, Bannock County Sheriff's Office, Bannock County Search and Rescue, Ft. Hall Police Department, and the Idaho Transportation Department.

The crash investigations are continuing.

Regional Communications Centers Celebrate National Public Safety Telecommunicators Week


Meridian – The Idaho State Police will celebrate the dedication of its Public Safety Communications Officers during National Public Safety Telecommunicators Week, April 14th to 20th, at its two Regional Communications Centers.  

This week is recognized annually as a tribute to those who serve on the very front lines of public safety that are heard, but not seen by those they serve.  These professionals, commonly referred to as dispatchers, help save countless lives by answering emergency calls, dispatching emergency personnel and equipment and providing compassion and support to callers in distress.  All of their work is done over the phone and radio waves with split second decisions, at all hours of the day and night, with precision and courtesy, under tremendous pressure.  The celebration also recognizes the technicians that maintain radio and emergency phone systems, communications staff trainers, communications center personnel, and other public safety telecommunications staff across the country who work tirelessly, often behind the scenes, to help the public during emergencies.  

“The public safety dispatchers throughout Idaho are the unsung heroes of public safety,” said ISP Director, Colonel Ralph Powell.  “The public should know what every law enforcement officer, firefighter and emergency medical service provider knows.  That is, that the highly trained dispatchers behind the scene are the people that allow us to arrive to a scene quickly and safely to provide aid to those in crisis.  This is our chance every year to thank them and let the community know how important their role in protecting the public.”  

The Idaho State Police’s two Regional Communications Centers provide service to all of Idaho and a lifeline to its officers working alone in the rural parts of the state with backup often an hour or more away.

The Regional Communications Center North (RCCN) is located in Coeur d’Alene and covers ISP’s two northern districts which include 10 counties and 6,211 road miles.  In 2012, RCCN handled 57,375 calls for service and currently employs 13 communications officers.  

The Regional Communications Center South (RCCS) is located in Meridian and is responsible for the four districts in the central and southern parts of the state.  The districts include the 34 counties south of Adams, Valley, Custer and Lemhi counties and the 20,956 road miles in those counties.  In 2012, RCCS handled 166,287 calls for service and currently employs 27 communications officers.  

National Public Safety Telecommunicators Week started in 1981 by just one agency in California.  The idea spread across the nation until Congress first gave it national recognition in 1991.  Since then it has been celebrated the second full week in April every year.

Idaho’s Governor C.L. “Butch” Otter issued a proclamation April 7th recognizing National Public Safety Telecommunicators Week in honor of all city, county and state public safety communications professionals whose diligence and professionalism keeps our state and its citizens safe.

On April 15, 2013, at approximately 8:43 PM, the Idaho State Police investigated a fatal crash involving two vehicles on State Highway 25 at milepost 53.3. Brian Jensen, 19, of Rupert, was driving westbound on SH25 in a white 1992 Ford Econoline Van. Eyvonne Carter, 87, of Rupert, was traveling southbound in a white 2000 Oldsmobile Alero out of a private parking lot, attempting to turn eastbound onto SH25. Carter failed to yield to Jensen and Jensen's vehicle struck Carter's.

Carter succumbed to her injuries on scene. Jensen was uninjured and a juvenile passenger in Jensen's vehicle was transported by ground ambulance to Minidoka Memorial Hospital. Alcohol is not a factor in the crash and it is unknown if seatbelts were worn by all parties. The crash is still under investigation.

On Monday, April 15, 2013, at approximately 07:51 am, Idaho State Police investigated a property damage crash on Interstate 84 near milepost 35, in Nampa.

Joshua Hatt, 19, of Columbus, MT, was driving east on Interstate 84 in a white and blue 1985 Ford pickup. Hatt failed to yield to slowing traffic and rear ended Marnie Boyenger, 42, of Boise, ID, who was driving a red 2012 Fiat 500. Boyenger was pushed in to Fred Thurber, 70, of Herber City, UT, who was driving a red 1998 Dodge Ram pickup.

The left lane of travel was blocked for approximately one hour.

All occupants were wearing their seat belts.

Officer on a Train in Southwestern Idaho Today

Officer on a Train and Operation Lifesaver Team Ready for Action Today
Today, the Idaho State Police, in cooperation with the Boise and Meridian Police Departments are conducting an “Officer on a Train” and “Adopt a Crossing” enforcement operation throughout western Idaho.

The purpose of this enforcement operation is to increase public awareness of the potential dangers that exist at highway railroad intersections and eliminate driver actions that can have tragic consequences, by focusing on the traffic laws that pertain to these intersections. 

During the “Officer on a Train” enforcement effort, one officer rides in the lead locomotive of a train as a spotter. This officer observes traffic approaching the highway rail intersections as the train proceeds down the tracks. Other officers pace the train or are parked at specified locations. When a motorist is observed violating the laws pertaining to approaching a rail intersection, the officer on the train radios the nearest officer in a patrol car, with the information. That officer will stop the motorist, explain the dangers and issue a citation, if warranted. 

Already in 2013, there have been 4 car/train collisions reported in Idaho, with 1 fatality. There have also been two incidents involving trespassing on railroad property or tracks which resulted in 1 fatality.

We hope to prevent any more deaths or injuries!

On April 10, 2013 at approximately 6:38 pm, an Idaho State Police motorcycle unit saw three motorcycles driving at a high rate of speed on I84. Idaho State Police caught up to the motorcycles and attempted to make a traffic stop. Two of the motorcycle drivers pulled to the side of the road. The lead motorcycle driver, Alexsandr A. Tymoshchuk, 19 of Meridian, fled and a pursuit began.

Tymoshchuk laid his 2002 Yamaha Motorcycle down at the roundabout intersection of Amity Road and South Eagle Road and was apprehended. Tymoshchuk was transported by ground ambulance to St. Alphonsus Regional Medical Center. He is being charged with felony eluding and driving without privileges.

INCIDENT NARRATIVE: Bachman was westbound attempting to pass Buck. She lost control of her vehicle hitting the trailer that was being pulled by Buck. This caused Buck to lose control of his vehicle which went through the median and into oncoming traffic. The trailer then flipped on its side. Bachman's vehicle went over the embankment on the north side of the interstate. The interstate was reduced to one lane in each direction for approximately 1 hr and 15 minutes.

Three Vehicle Injury Crash South of Donnelly on Sunday

On Sunday, April 7, 2013, at approximately 12:24 p.m., the Idaho State Police investigated a three-vehicle injury crash northbound on State Highway 55 at milepost 124, seven miles south of Donnelly.

Eric Ratzlaff, 46, of Nampa was traveling north on Hwy 55 when he lost control of his 2000 Toyota 4 Runner striking Vikki E. Paulson, 65, of Boise, who was traveling south in her 2008 Landrover. Ratzlaff's vehicle then struck Kelly Black, 54 of Boise, who was also traveling south in his Ford F150.

Ratzlaff, his wife Theresa, 54 of Boise, and passenger Julie Jackson, 55, of Colorado, were all three transported to St. Luke's McCall Hospital.

This crash is under investigation by the Idaho State Police.

INCIDENT NARRATIVE: Ludemann was traveling Northbound on US95 at milepost 342. Poe was traveling Southbound US95 at milepost 342. Ludemann crossed the center line and collided with Poe's vehicle. Both Northbound and Southbound lanes were blocked for approximately 30 minutes while the roadway was cleared. Ludemann was cited for reckless driving.

“Officer on a Train” Enforcement at Rail Intersections This Friday

MERIDIAN - On Friday, April 12, 2013, the Idaho State Police, in cooperation with city and county law enforcement officers, will be conducting an “Officer on a Train” and “Adopt a Crossing” enforcement operation throughout western Idaho.

The “Adopt a Crossing” program will also take place on Friday. Idaho State Police and city and county law enforcement officers throughout western Idaho will pick a rail crossing within their jurisdiction and focus on enforcing the laws that pertain to that crossing. 

Already in 2013, there have been 4 car/train collisions reported in Idaho, with 1 fatality. There have also been two incidents involving trespassing on railroad property or tracks which resulted in 1 fatality.

Leader of Southwest Idaho Meth Trafficking Conspiracy Sentenced to Over 33 Years in Federal Prison


BOISE – Jesus Guadalupe Sanchez, a/k/a Jose Salazar, 32, a Mexican national, the leader and organizer of a major Southwest Idaho drug trafficking conspiracy, was sentenced today to 400 months in federal prison for conspiracy to distribute methamphetamine and possession of methamphetamine with intent to distribute, U.S. Attorney Wendy J. Olson announced. Following his release from prison, Sanchez must serve five years of supervised release; he also faces possible deportation.

Co-conspirator Michael Dennis Morris, 42, of Weiser, Idaho, was also sentenced today to 156 months in prison followed by eight years of supervised release. The court also ordered Morris to pay a $2,000 fine. The two appeared before Chief U.S. District Judge B. Lynn Winmill at the federal courthouse in Boise. To date, fourteen defendants have been sentenced in the case.

On January 22, 2013, following a six-day trial, a federal jury convicted Sanchez, Morris and co-defendant Jim Allen Loveland of conspiring with others, including co-defendants, to distribute a total of approximately eleven pounds of methamphetamine in Canyon, Payette and Washington counties between November 2011 and May 16, 2012.

Eight defendants were sentenced in February and March 2013 to serve federal prison sentences, including Dawson Lee Moore, of Weiser, to 36 months in prison for conspiracy to possess with intent to distribute methamphetamine; Benjamine L. Vertner, of Ontario, Oregon, to 138 months; Patric Campbell, of Boise, 124 months; Kristopher Hensley, of Weiser, to 51 months; Johnny A. Tambunga, of Weiser, to 47 months; Jacob James Clevenger, of Weiser, to 188 months; Mario Martinez, Jr., of Greenleaf, Idaho, to 57 months; and Fabian Jordano Beltran, of Weiser, to 36 months.

Loveland, 58, of Boise, Idaho, the sole remaining defendant, is set for sentencing on May 23, 2013.

“These drug traffickers well deserve the lengthy sentences the Court imposed,” said Olson. “This outstanding investigation and prosecution demonstrate that federal, state and local law enforcement will work together in all parts of Idaho to ensure that those who seek to poison our communities with this poisonous drug are caught, prosecuted and punished.”

The case was investigated by the Idaho State Police with assistance from the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).

On Friday, April 5, 2013, at approximately 7:54 p.m., Idaho State Police investigated an injury crash at the intersection of Southside Blvd and Bennett Rd in Nampa.

Benjamin Morse, 23, of Melba, was driving north on Southside Blvd in a 2004 Kia Sedona. Ryan Barnes, 39, of Nampa, was travelling east on Bennett Rd in a 2011 Chevy Silverado pickup. Barnes failed to stop at the stop sign and collided with Morse in the intersection. Both vehicles overturned and came to rest in a field at the northeast corner of the intersection.

Ryan Barnes, Benjamin Morse and his passenger Bethany Morse, 13, also of Melba, were transported by ground ambulance to St. Alphonsus Medical Center in Boise. Benjamin Morse succumb to his injuries at St. Alphonsus Medical Center.

Benjamin and Bethany Morse were both wearing their seatbelts. It is unknown if Ryan Barnes was wearing his seatbelt.

The crash is under investigation by Idaho State Police.

JEROME - They're out there and you've seen them - bold, pushy or selfish drivers putting you and others at risk. That's why the Idaho Transportation Department (ITD) and Idaho law enforcement agencies are combining forces to stop aggressive driving April 5-14.

Beginning Friday, more than 70 Idaho law enforcement agencies will be writing tickets for aggressive driving as part of a statewide mobilization to eliminate fatalities and serious injuries on Idaho highways.

"Nearly half of all drivers will admit to aggressive driving in the past 30 days," said Josephine O'Connor from ITD's Office of Highway Safety.
"Most of us drive aggressively at some point, but we don't think that it could result in either ourselves or our passengers being killed or seriously injured."

In Idaho, 465 people were killed as a result of aggressive driving from 2007 to 2011. Aggressive driving contributes to nearly half of all Idaho motor vehicle crashes. Nearly three-quarters of aggressive-driving crashes statewide occur in urban areas, but four out of five fatal aggressive-driving crashes involve a single vehicle speeding through a rural area.

Drivers ages 19 and younger are more than four times more likely to be involved in an aggressive driving crash than all other drivers.

Speeding, not obeying traffic control devices, following too close (tailgating), driving too fast for conditions, weaving in and out of traffic, making improper lane changes, passing on shoulders in an unsafe manner and unnecessary horn-honking are considered aggressive driving behaviors and traffic violations by law enforcement.

Screaming or flashing lights and making rude hand or facial gestures are additional aggressive-driving behaviors that could escalate to road rage, a criminal act.

Road rage is a deliberate act of assault with a motor vehicle or other dangerous weapon by the occupant of one vehicle against the occupant of another vehicle, O'Connor explained. Often, the person who incites the road rage may not have done so intentionally.

Road rage can lead to criminal charges.

O'Connor advises motorists to stay calm and safely get out of the way if confronted with an aggressive driver. Do not challenge him or her, avoid eye contact and ignore gestures. Always be sure that seat belts are fastened in case abrupt movements cause a loss of vehicle control.

Citizens have the right to report an aggressive driving or road-rage incident to law enforcement agencies if witnessed in the absence of an officer.

"Find a safe place to call 911, or call dispatch when you get home. If possible, provide time, location, license plate number, and vehicle and driver description," O'Connor said. "Describe the incident in detail and be prepared to appear in court, if needed."

The Scenario Based Training of the Academy includes eight scenarios in which actors are used to create a
situation that a juvenile detention officer would likely deal with while supervising detained juveniles. The
outcome expected is to use the skills learned in the classroom environment to respond effectively to these situations. Examples are:

Communication: Scenario created is a visitation with a parent and juvenile in which the parent and/or juvenile escalate into an argument. The students are required to use their communication skills learned to de-escalate the situation.

Suicide Prevention: Scenario created is a juvenile in a room/cell, appears depressed, may start talking about ending her life. Students are required to used skills learned in suicide prevention to ascertain whether she is a risk, and how much of a risk, as well as whether the juvenile has a plan to commit suicide. One major part of this scenario is whether the student leaves the juvenile alone. If they do, the juvenile has a completed
suicide. This scenario stresses that it is really important to understand they cannot leave a documented suicidal juvenile alone, especially if they have a plan.


Cell Extraction: This is the scenario in which the students use their Appropriate Use of Force to extract a juvenile who is extremely combative and refusing to come out of their cell or room. In this scenario actors are not used, instructors who teach the Appropriate Use of Force course are used as the juveniles as they are well versed in when to comply so no one is injured in the scenario.

All of the scenarios are graded by the actual instructor who teaches that particular course. POST is successful as it uses professionals in the field of each academy from throughout Idaho to teach the courses.

“Dispatchers are the unsung heroes of public safety and serve on the very front lines,” said Colonel Powell. “I know this personally from being on patrol and relying on the voice on the end of the radio to ensure my safety. Law enforcement, firefighters and medics find comfort in knowing that there are highly trained personnel answering the calls of the public during crisis, making sure that they get to a scene quickly and letting them know what they are walking into when they get there.”

National Public Safety Telecommunicators’ Week begins on April 14th. Since 1981 this week is celebrated every April beginning with just one agency and spreading across the nation until Congress adopted it as such in 1991. April is also National 9-1-1 Education Month.

At approximately 5:08 p.m., April 4th, 2013, the Idaho State Police investigated a rollover crash southbound I15 at mile marker 85.5, north of Fort Hall. Kara Hodge, 24, of Middleton, was driving south in a 2007 Dodge Caliber in the left lane. Holden Horgan, 21, of Rupert was driving south in a 1995 Peterbilt semi truck in the right lane when he attempted to pass another semi truck, pulled into the left lane causing Hodge to run off the road and into the median where her vehicle rolled. Hodge was transported to Portneuf Medical Center in Pocatello.

Hodge was wearing a seatbelt. This crash is under investigation.

On April 4, 2013 at 5:30 p.m. the Idaho State Police investigated an injury crash that occurred westbound on US30 at approximately milepost 222, between a white 1993 Nissan Altima and a black 2010 Dodge Nitro. Both westbound lanes of travel were blocked for approximately an hour and a half, but are now open at this time. More information will be provided as it becomes available.

Kedrick Wills Promoted to Lieutenant Colonel and Deputy Director of the Idaho State Police

Colonel Ralph W. Powell, Director of the Idaho State Police (ISP) has selected Major Kedrick Wills to be his Deputy Director. As such Wills will be promoted to Lieutenant Colonel and will be responsible for the operational command of the agency.

“I appreciate the dedication that Major Wills has made to the Idaho State Police and the citizens of Idaho,” Colonel Powell said. “I know that he will continue to be an excellent leader of ISP’s Command Staff and a valued liaison with our local and federal law enforcement partners.”

Wills is ISP’s senior Major and started his law enforcement career as an officer in his hometown police department of Glenns Ferry in 1994. He was soon hired as a bilingual police officer by Nampa Police Department in 1995. He then joined the Idaho State Police in January of 1996 and was stationed in District 4 as a Resident Trooper in the Burley/Rupert area. In 2002, Major Wills was promoted to Sergeant and was stationed in District 2, with district offices in Lewiston. In 2004 he was promoted to Lieutenant and was assigned to ISP headquarters in Meridian where he oversaw the background process for new employees, the Executive Protection Unit, and ISP’s Honor Guard. In 2006, Major Wills was promoted to the rank of Captain and was assigned again to District 4 as the District Commander with district offices in Jerome. In 2010 he was promoted to Major and assigned to headquarters as the Police Services Commander over Forensics Services, Criminal Justice Information Systems and the Bureau of Criminal Identification. In January of 2012, Major Wills was transferred into operations as the Area Commander over Districts 4, 5 and 6, which includes most of the southern portion of the state, as well as, Commercial Vehicle Services, Training, and ISP’s two Regional Communications Centers. Major Wills was awarded ISP’s Silver Star in 1997 for heroism and bravery.

Wills holds a Master’s degree in Human Resource Training and Development from Idaho State University, a Bachelor of Science degree in Human Resource Training and Development, also from Idaho State University, and an Associate of Arts degree from the College of Southern Idaho. Wills is a graduate of the FBI National Academy in Quantico, Virginia and is currently an adjunct professor for Idaho State University. Wills and his wife, Johanna, have three daughters and one son.

There will be a pinning ceremony for Lieutenant Colonel Wills on Thursday, April 4th at 4:00 p.m. in POST’s Classroom D on the Idaho State Police campus in Meridian.

California Man Sentenced for Trafficking Cocaine in North Idaho

  COEUR D'ALENE – Hector Rivera, 35, of Paramount, California, was sentenced yesterday afternoon in United States District Court to 50 months in prison followed by four years of supervised release for conspiracy to possess with intent to distribute cocaine, U.S. Attorney Wendy J. Olson announced. U.S. District Judge Edward J. Lodge also ordered Rivera to serve four years of supervised release after his prison term. He pleaded guilty to the charge on November 5, 2012.

  Rivera’s co-defendant, Barbara Jeanne Willoughby, 23, also of Paramount, California, was sentenced on February 4th to 18 months in prison for conspiracy to possess with intent to distribute cocaine, U.S. Attorney Wendy J. Olson announced.

  Rivera admitted in court that on March 18, 2012, he conspired with Barbara Willoughby to distribute 500 grams or more of cocaine. According to court documents, Willoughby drove a rental vehicle from California to Idaho because Rivera’s license was suspended. The vehicle was stopped by law enforcement because it did not have a front license plate. During this contact, law enforcement became suspicious of Rivera and Willoughby’s behavior. A search of the vehicle discovered cocaine in a backpack in the cab of the truck.

  The case was investigated by the Bonners Ferry Police Department, Idaho State Police, U.S. Border Patrol, and the North Idaho Violent Crimes Task Force (NIVCTF). NIVCTF members include the Federal Bureau of Investigation, the Idaho State Police, Kootenai County Sheriff’s Office, Shoshone County Sheriff’s Office, Bonner County Sheriff’s Office, Coeur d’Alene Police Department, Post Falls Police Department, and the Coeur d’Alene Tribal Police Department. The NIVCTF investigates a myriad of violent crimes, including armed robbery, kidnapping, felonious assault and drug trafficking.

Crash Causes Backup on the Wye Near Chubbuck Exit

At approximately 5:00pm on Tuesday, April 2, 2013, the Idaho State Police investigated a three vehicle crash westbound on I86 at milepost 61, near Chubbuck. The crash involved a red 2008 Dodge pickup stalled in traffic, a maroon 2003 Chevy suburban and a white 1997 Chevy Venture van. The right westbound lane at milepost 61 was blocked for approximately two hours while the vehicles were removed, which caused backup on the wye, from northbound I15 to westbound I86. The crash is under investigation.

Update on Previous Post - Three Mexican Nationals Sentenced in Meth Trafficking Case - Three Co-defendants Await Sentencing

Another co-defendant was sentenced this morning in U.S. District Court.  There are three additional defendants awaiting sentencing.

Juan Mendoza, 41, of Menan, Idaho, was sentenced to 102 months in prison followed by five years of supervised release for possession with intent to distribute in excess of 50 grams of methamphetamine. Mendoza was also ordered to pay a $1,000 fine. He pleaded guilty on December 18.

Two Mexican Nationals Sentenced in Meth Trafficking Case - Four Co-defendants Await Sentencing

POCATELLO – Two co-defendants in Eastern Idaho were sentenced in United States District Court yesterday for drug trafficking and related charges, U.S. Attorney Wendy J. Olson announced today. The defendants appeared before Chief U.S. District Judge B. Lynn Winmill at the federal courthouse in Pocatello.

Juan Aguilar, 60, a Mexian national, formerly residing in San Jose, California, was sentenced to 120 months in federal prison followed by five years of supervised release for possession with intent to distribute in excess of 50 grams of methamphetamine. Aguilar was also ordered to pay a $1,000 fine. He pleaded guilty to the charge on December 19, 2012.

Jose Rios-Jimenez, 62, a Mexican national formerly living in Menan, Idaho, was sentenced to time served – 16 months – for possession of a firearm by a prohibited person and illegal entry of a removed alien. He was ordered to forfeit the handgun he illegally possessed. Rio-Jimenez pleaded guilty to the charges on December 18. He will be subject to deportation.

Four co-defendants have pleaded guilty to related charges and are awaiting sentencing. Juan Mendoza, 41, of Menan, pleaded guilty on December 18 to possession with intent to distribute in excess of 50 grams of methamphetamine; a sentence date has not been set. Raymond Camacho, a/k/a Jesus Mendoza Nunez, 57, a Mexican national, pleaded guilty on January 24, 2013, to possession with intent to distribute in excess of 50 grams of methamphetamine. Douglas I. McAdam, 47, of Pocatello, pleaded guilty on February 11 to possession with intent to distribute in excess of five grams of methamphetamine. Camacho and McAdam are set for sentencing on April 29. Marilyn N. Leones, 42, of Pocatello, pleaded guilty to possession with intent to distribute methamphetamine; she is set for sentencing on May 28. Eldon K. McConnell, 48, of Pocatello, is scheduled for a competency hearing on April 4.

According to the plea agreements, on November 24, 2011, Camacho and Aguilar were in a vehicle stopped by law enforcement officers in Bannock County, Idaho. A search of the vehicle located approximately three pounds of methamphetamine. Forensic analysis later determined the substance contained in excess of 50 grams of actual methamphetamine. Camacho and Aguilar admitted to knowing the methamphetamine was in the vehicle and possessed it with the intention of distributing it to others.

During execution of a search warrant at Mendoza’s residence in Jefferson County, Idaho, law enforcement discovered various controlled substances. Mendoza later admitted that he possessed the methamphetamine intending to distribute it to others and that he had previously distributed methamphetamine in the Pocatello area. During execution of a second search warrant, at Rios-Jimenez’s residence, also in Jefferson County, law enforcement discovered a Hi-Point.380 caliber pistol, which Rios-Jimenez admitted possessing. Authorities also discovered that Rios-Jimenez was illegally in the United States, having been lawfully removed on December 7, 1990.

The case was investigated by Idaho State Police, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI), and Chubbuck Police Department.
