INCIDENT NARRATIVE: At 5:00 PM on February 28th, the Idaho State Police located a stolen car believed to be driven by Heidelberger. This was the second suspected vehicle he had stolen today. A traffic stop was initiated in north Lewiston by the Idaho State Police and the subject refused to stop. A pursuit was initiated from north Lewiston going northbound on US95 up the Lewiston Hill. The pursuit continued to Evans Road where the suspect turned eastbound on Evans Road and into a private drive. Heidelberger was taken into custody without incident and charged with two counts of felony grand theft, felony eluding, driving without privileges, and driving under the influence.

Idaho State Police and Owyhee County Sheriff's Office Look for Information in Homicide Near Marsing

On April 4, 2012 Trina Bibbey, age 35, died at her residence near Marsing, Idaho. Officers responding to the scene initially believed that her death was accidental. However, evidence collected during the investigation led detectives from the Owyhee County Sheriff's Office and the Idaho State Police to believe that Bibbey was a victim of homicide. Investigators assigned to the case have developed a number of leads in the case and are working with the Owyhee County Prosecuting Attorney's Office and other agencies to follow-up on new leads and evidence. Investigators are asking for any person who might have information relating to Trina Bibbey and her death to please contact the Idaho State Police at 208-846-7500.

DRUG ARREST - CORRECTION

On February 25, 2013, at approximately 10:00 am, the Idaho State Police initiated a traffic stop on a 1996 Ford truck traveling east on US 20 at milepost 340, near Rexburg. During the traffic stop, the trooper obtained probable cause to search the vehicle which resulted in the discovery of approximately 660 grams of suspected methamphetamine. A subsequent search warrant for the vehicle was obtained which resulted in the discovery of approximately $4,000 in cash. Wes E. Williams, 55 YOA of Ririe, Idaho, Brandy Rachell Felts, 40 YOA of Wallace, California and Robert A. Johnson, 33 YOA of Watford, North Dakota were arrested at the scene for trafficking a controlled substance (methamphetamine), and were incarcerated in the Madison County Jail.

The Idaho State Police patrol and investigations were assisted by Madison County Sheriff's Office and Rexburg City Police Department's K9 unit.

INCIDENT NARRATIVE: Nielson was northbound coming down Riesenhauer Hill at milepost 339 when she lost control on a curve, slide into the southbound lane and sideswiped Moyer's semi truck and trailer, which was stopped in the southbound lanes. Moyer was standing outside the semi truck and was struck by Nielson. After striking the semi truck, Nielson's vehicle slide back across the travel lanes and came to rest on the northbound shoulder. Idaho Operation Lifesaver
"Officer On A Train" and "Adopt A Crossing"

On Tuesday March 4th, 2013, City, County and State Law Enforcement Officers will be conducting an "Officer On A Train" and "Adopt A Crossing" enforcement operation in southeast Idaho.

The purpose of this enforcement operation is to increase public awareness of the potential dangers that exist at highway railroad intersections and eliminate driver actions that can have tragic consequences, by enforcing the traffic laws that pertain to these intersections. The enforcement program is one of three parts of the Operation Lifesaver effort, which include engineering and education, designed to eliminate car train collisions.

During the "Officer On A Train" enforcement effort, one officer is placed in the lead locomotive of a train as a spotter. This officer observes traffic approaching the highway rail intersections as the train proceeds down the tracks. Other officers pace the train or are parked at specific locations. When a motorist is observed violating the laws pertaining to the approaching intersection, the officer on the train radios one of the chase cars which stops the motorist, explains the dangers and issues a citation.

With the "Adopt A Crossing" approach, City, County and State Law Enforcement officers from throughout southeast Idaho will pick a crossing within their jurisdiction and enforce the laws that pertain to the crossing.

During 2012, there were 10 car train collisions resulting in 3 people injured and 2 fatalities. This year to date, there have been 3 car/train collisions reported, resulting in 1 fatality.

Since 1990, the "Officer On A Train" and "Adopt A Crossing" programs have been instrumental in helping reduce the number of car train collisions in the state. City, county and state law enforcement, state and federal agencies, along with private businesses and the railroads that operate in the state sponsor the Idaho Operation Lifesaver program.

On Wednesday, February 27, 2013, at approximately 10:01 a.m. Idaho State Police investigated an injury crash on Merrill Road, just west of Aslett Road, near McCammon, ID.
William S. Kimball, 29, of Pocatello, ID, was navigating a curve in the roadway while driving west on Merrill Road in a 2004 Dodge pickup pulling a 1994 Spencer fifth wheel trailer. Gaylon F. Gooch, 65, of McCammon, ID, was navigating a curve in the roadway while driving east on Merrill Road in a 2012 Kia Sportage. The two vehicles collided in the middle of the curve.

Kimball and his passenger, Jerry Wells, 36, of Chubbuck, ID, were not injured. Gooch and two passengers were transported by ground ambulance to Portneuf Medical Center in Pocatello, ID. The Idaho Transportation Department partnered with the Idaho State Police and other law enforcement agencies across Idaho to make highways safer by funding high visibility seat belt patrols from February 8th - 17th, 2013.

During this campaign, District 4 Idaho State Police troopers focused on enforcement of speed limits and traffic laws and citing those drivers or occupants who were unbelted. Here is a summary of the results:

On February 25, 2013, at approximately 10:17 p.m., Idaho State Police investigated an injury crash on Interstate 84 near milepost 71, in Ada County.

Alejandro T. Hernandez, 46, of Avondale, AZ, was driving west in a 2008 Freightliner, pulling a commercial trailer. Hernandez lost control of the vehicle, which jackknifed onto the right shoulder, blocking both travel lanes. Joel Campos, 51, of Tolleson, AZ, was a co-driver for Hernandez. Campos was helping direct traffic when a 2008 Saturn Aura, driven by Kendrick P. Slater, 25, of Mt. Home, ID, struck Campos.

Campos was transported by air ambulance to St. Alphonsus Regional Medical Center in Boise, ID.

Both westbound lanes of traffic were blocked for approximately nine and a half hours.

On February 25, 2013, at approximately 8:00 p.m., the Idaho State Police investigated a rollover injury crash on Interstate 15 at milepost 90.5, near Blackfoot. Britton Huycke, age 45, of Costa Mesa, California was traveling south in a 1998 Mercury Mountaineer when he approached slower traffic. Huycke then turned his vehicle left, rolling his vehicle and came to rest in the median. Huycke was transported by ground ambulance to Bingham Memorial Hospital.

The southbound left lane of travel was blocked for approximately one and a half hours. Huycke was wearing his seatbelt. The crash is under investigation by the Idaho State Police.

INCIDENT NARRATIVE: Aljohnai was southbound on US95 at milepost 341 when he lost control of his Ford Focus and slide into the northbound lane in front of Montgomery. Montgomery was unable to avoid colliding with Aljohani and struck his vehicle on the passenger side. After striking Aljohnai's vehicle, Montgomery's vehicle came to rest against at power pole. Traffic was stopped intermittently during the crash investigation. Investigation is continuing.

Moyer was standing outside the semi truck and was struck by Nielson. After striking the semi truck, Nielson's vehicle slide back across the travel lanes and came to rest on the northbound shoulder. The lanes of travel were intermittently blocked for approximately 3 hours. Investigation is continuing.

On February 23, 2013, at 9:53 AM, Idaho State Police investigated a non injury crash on US 93 at milepost 100, south of Mackay. Amarjit Singh, of Manteca, California was driving south on US 93 in a Blue 2005 freightliner pulling a 53 foot van trailer. Singh encountered packed snow and ice, lost control and his truck jackknifed. The northbound lane was blocked for approximately 8 hours.

Crash is under investigated by Idaho State Police and was assisted by Custer County Sheriff's.

INCIDENT NARRATIVE: Clawson was traveling southbound on US95 near milepost 338.4 when he attempted to slow down for slowing traffic in front of him as a result from a separate crash. Clawson began to slide and maneuvered his vehicle toward the right shoulder. Klander was also traveling southbound behind Clawson. Klander attempted to slow down when she saw Clawson slowing, but was unable to stop. Klander struck the rear of Clawson's vehicle causing Clawson to lose control and slide off the southbound shoulder. Klander also lost control of her vehicle and slid into the northbound lane where her vehicle came to rest near the northbound fog line. The highway was blocked for approximately two hours.

On February 20 2013, at approximately 7:20 pm, the Idaho State Police investigated a one vehicle rollover near milepost 86 on Interstate 15. Jasmine Santana, 37, of Montana, was driving a 2003 Excursion towing a green 1995 Jeep Wrangler, that was unoccupied, northbound on I15 at milepost 86. Santana lost control of the Excursion, causing the Jeep to fishtail. Both vehicles traveled into the median where the Jeep rolled coming to rest in the southbound lanes of travel. The Excursion, which did not roll, came to a stop on the shoulder of the road.

Santana was wearing her seatbelt and was not injured. The roads were icy in the area. The crash remains under investigation.

On Wednesday, February 20, 2013, at approximately 08:55 a.m., Idaho State Police conducted a routine traffic stop on a silver 2002 Toyota Highlander near milepost 39, near American Falls on Interstate 86 in Power County, Idaho. The silver Toyota was driving east and was stopped for a traffic violation. The driver was identified as 51 year old, Antonio Alvarez-Contreras from Gaston, Oregon. Pursuant to the traffic stop, approximately 89.9 pounds of suspected marijuana was found and seized. Alvarez-Contreras' 2002 Toyota Highlander was also seized. Alvarez-Contreras was incarcerated in the Power County Jail where he was charged with trafficking a controlled substance. The marijuana has a street value of $180,000.00.

On February 12, 2013, at approximately 4:46 a.m., Idaho State Police investigated an injury crash on Interstate 84 at milepost 54, near the Broadway exit in Boise, Idaho.



Michael Beau, 22, of Mountain Home, Idaho, was driving west on Interstate 84 in a 1994 Ford Taurus. Beau drove off the right side of the road where the vehicle was deflected off of the right guardrail. He traveled across the interstate to the left shoulder, where he hit the left guardrail which resulted in the vehicle spinning across to the right lane of travel where it came to rest. Beau was transported by ground ambulance to St. Alphonsus Medical Center in Boise, Idaho.

The right lane of travel was blocked for approximately one hour.

Beau was wearing a seatbelt.

On February 11, 2013, at approximately 2:48 pm Idaho State Police investigated a one vehicle crash south bound Interstate 15 at milepost 109, near Shelley.

Benjamin Sorensen, 36, of Blackfoot, was driving south on Interstate 15 in a 2003 Chevrolet 1500 pick up truck when the vehicle went off the road on the right shoulder. The vehicle struck the guardrail and continued into the barrow pit for a short distance before hitting another guardrail and a bridge abutment. The final contact resulted in the vehicle being overturned.

Sorensen was wearing his seatbelt and was not injured. Traffic was reduced to one lane for a short time while emergency crews cleared the scene, all lanes are now open. Weather and alcohol were not a factor.

State Police stopped a 1999 Chevrolet Pickup for a routine traffic
violation on Interstate 86 at milepost 28, near American Falls. During
the investigation, approximately 1.45 pounds of marijuana was discovered

Kayloni Derose, 21 from Pocatello, was traveling north in a 2001 Ford Explorer when she lost control of the vehicle, ran off the left shoulder, and overturned. Derose was transport by ground ambulance to Portneuf Medical Center in Pocatello, ID.

This crash is under investigated by the Idaho State Police

On February 6, 2013 at approximately 8:06 a.m., The Idaho State Police investigated an injury crash on Interstate 84 at milepost 61, near Black's Creek rest area.

A Boise Fire engine had responded to a previous roll-over crash in the same area. Gwen V. Thompson, 50, of Hailey, Idaho, was traveling west in the right lane, approaching the crash, in a 2000 Subaru Impreza. Shawn R. Rebholz, 44, of Boise, Idaho, was traveling west in the left lane next to Thomspon, in a 2005 Chevy 2500 pickup. Due to the fog, there was low visibility and Thompson was unable to stop before crashing into the parked Boise Fire engine. After crashing into the fire engine, Thompson's vehicle struck Rebholz's vehicle.

Thompson was transported by ground ambulance to St. Luke's Medical Center.

Lanes were blocked for approximately two hours.

On February 5, 2013, at approximately 3:30 am, Idaho State Police investigated an injury crash on Interstate 84 at milepost 195, just east of the Hazelton/Ridgeway Rd exit in Jerome County.
Ronald Morris, 64, of Bountiful, Utah, was driving west in a 2012 Freightliner tractor pulling a 1999 Great Dane trailer, hauling empty anhydrous ammonia cylinders. Morris drove off the roadway and came to a stop in an empty canal ditch, spilling diesel fuel.
Morris was transported by ground ambulance to St. Lukes's Magic Valley Medical Center in Twin Falls, ID. Morris was wearing his seatbelt.
Cleanup crews remain on scene. No roads are blocked at this time. The crash is under investigation by the Idaho State Police.

Idaho Transportation Department, Idaho State Police, and local agencies partner to conduct seat belt patrols

February 8th - 17th

The Idaho Transportation Department is partnering with the Idaho State Police and other law enforcement agencies across Idaho to make our highways safer by funding high visibility seat belt patrols February 8th - 17th, 2013. During this campaign, officers will increase enforcement of traffic laws and cite those drivers or occupants who are not seat belted.

In 2011, 77 Idahoans lost their lives in crashes where they were unrestrained. Studies have shown seatbelts cut in half the likelihood of serious injury or death in the event of a crash. This means there are nearly 40 lives that could have been saved in Idaho alone last year, had they been wearing their seatbelts. In addition, 278 Idahoans sustained critical injuries in crashes where they were unrestrained. "Occupants in a vehicle who are unrestrained during a crash can move around in a vehicle like a projectile, potentially striking and injuring or killing other occupants in the car", says Sgt. Zaugg. "The choice to wear a seatbelt is about personal accountability, not avoiding a citation; choose to wear your seatbelt so that you can protect your loved ones, remain in control of your vehicle, and avoid serious injury or death in the event of a crash."

The following data supports our cause:

Statewide for 2011:

- 77 occupants of Idaho passenger motor vehicles killed in car crashes were unrestrained (Idaho Traffic Crashes 2011, ITD)
- Approximately 80% of fatal crashes occurred in rural areas (Idaho Traffic Crashes 2011, ITD)
- According to NHTSA, seat belts are 50% effective in preventing fatalities/serious injuries. (Traffic Safety Facts 2003, NHTSA)

On February 4, 2013, at approximately 4:00 p.m., Idaho State Police investigated a two vehicle crash on South Pleasant Valley Road, just west of state highway 39, near American Falls.

Shelby Hunt, 16, of American Falls, was traveling westbound on S Pleasant Valley Rd, in a 2002 Dodge Neon.

Frederick Harms, 55, of American Falls, was driving a 2004 Ford Pickup. Harms was emerging from a driveway, pulled out in front of Hunt and collided with the passenger side of Hunt's vehicle.

Hunt was transported by ground ambulance to Portneuf Medical Center and her passenger by air ambulance to Eastern Idaho Regional Medical Center.

The Crash is still under investigation by Idaho State Police.

On February 4, 2013, at approximately 3:00 p.m., Idaho State Police investigated a two vehicle crash on US Highway 30, at mile marker 405, near Soda Springs.

Randy Martin, 52, of Livingston Louisiana, was traveling westbound on US Highway 30, in a 2013 Kenworth Semi Truck/Trailer.

Lexie Hogan, 30, of Logan Utah, was traveling eastbound on US Highway 30, in a 2005 Chevrolet Malibu, when she crossed over the center line and struck the semi.

Hogan was transported to Portneuf Medical Center by air ambulance. Two children in Hogan's vehicle were uninjured.
All subjects were wearing their seatbelts.

On February 4, 2013, at approximately 3:26 am, The Idaho State Police investigated a crash on US Highway 20 near milepost 326,approximately 4 miles east of Rigby, Idaho.

Nicholas Romo, 30, of Idaho Falls, was eastbound in a 2001 International flatbed tow truck. Richard Rumley, 50, of Palatka, FL, was eastbound in a 2013 Freightliner semi truck. Rumley passed Romo driving too fast on icy road conditions and lost control of his vehicle causing it to jackknife on the Snake River Lorenzo bridge. Romo was unable to stop and struck the cab of Rumley's semi. Rumley's trailer separated from his cab. The cab went through the guard rail and the trailer came to a stop in the left lane. Todd Russell, 56, of Roundup, MT, was eastbound in a 2010 Kenworth semi and struck Rumley's trailer that ended up blocking both lanes of travel.

Rumley and his passenger, Patrick Melvin, 41, of Palatka, FL, were transported by ground ambulance to Eastern Idaho Regional Medical Center.

Kevin Walters, 18, of Twentynine Palms, CA, was a passenger riding with Romo and he was taken by ground ambulance to Madison Memorial along with Russell.

Idaho State Police was assisted on scene by Jefferson County Sheriff, Madison County Sheriff, Idaho Transportation Department, and the Roving Port of Entry.

Both eastbound lanes were blocked for approximately 12 hours while crews worked to clear the scene. Both lanes are now open.

On February 3, 2013, at approximately 8:30 a.m. , The Idaho State Police investigated a crash on US Highway 95 at milepost 15.

Juan Iniguez, 44, of Madera, California, was northbound in a 2013 Kenworth semi truck. The vehicle jack-knifed, blocking both the north and south lanes of travel.

Neither Iniquez or his passenger, Pablin Bravo-Torres, 45, of Fowler, California, were transported.

Visibility was limited due to fog, and ice was reported in the area. Lanes were blocked for approximately three hours while crews worked to clear the crash.

On Saturday, February 2, 2013, at approximately 4:00am, the Idaho State Police investigated a two vehicle crash on Interstate 84 at mile marker 160, near Jerome. Martin Steele, 51 from Salt Lake City, UT, was travelling west on Interstate 84 in a 2007 Volvo semi-tractor pulling two box trailers. A juvenile male, 17 from Jerome, was in a white Chevrolet Traverse travelling east in the westbound lanes. The juvenile struck the semi head on, as Steele tried to swerve to avoid a collision. The male juvenile then struck the first trailer on the semi causing the Traverse to come to a stop on the right shoulder of the westbound lanes. The semi truck stopped in the left lane, blocking the westbound lanes. The Interstate was blocked for four hours from milepost 165 to 157. Steele was not injured in the crash. The male juvenile was transported by ground ambulance to North Canyon Medical Center in Gooding, ID. The juvenile's name is not being released at this time due to pending criminal charges. The crash is under investigation by the Idaho State Police.

Both westbound lanes of traffic are blocked. Westbound traffic is being diverted off of Interstate 84 at interchange 165, the west Jerome exit. Traffic is being routed to West 300 North road and then west to Wendell where motorists can get back on to Interstate 84 at interchange 157. Eastbound traffic is not being affected.

On February 1, 2013, at approximately 5:15 pm, Idaho State Police investigated a property damage crash westbound on Interstate 84 near milepost 178, four miles west of the Kimberly exit in Jerome County.

Huey Roberts, 42, of New Orleans, LA, was driving a 2013 Freightliner semi-truck west on Interstate 84. Roberts drove off the roadway hitting rocks that punctured the fuel tank, spilling approximately one-hundred gallons of diesel fuel. Roberts was wearing his seatbelt.
