On February 29, 2012, at approximately 10:41 a.m., the Idaho State Police investigated a three vehicle crash on US93 at milepost 62, north of Jerome. A 2003 BMW X5, driven by Oliver Payne, age 65 of Shoshone, was headed southbound on US93, when he slowed for traffic. An ITD Ford pickup, driven by Preston Buckley, age 31 of Twin Falls, slowed for Payne and the other traffic and also activated his overhead warning lights on his vehicle. A 1998 Peterbuilt semi, driven by Rodney Gilly, age 53 of Twin Falls, was traveling too fast for conditions and was unable to stop before striking Buckley's vehicle which struck Payne's vehicle. The impact caused Buckley's vehicle to spin facing into the oncoming lanes of traffic, where it was struck again by Gilly's semi. Buckley and his passenger, Danny Scholl, age 43 of Hansen were wearing their seatbelts and were transported along with Oliver Payne and his passenger, Linda Payne, age 64 of Shoshone, to St. Luke's Magic Valley. Linda Payne was subsequently transported by air ambulance to St. Alphonsus Medical Center in Boise with serious injuries.

US93 was blocked for approximately three hours while officers investigated the crash. The crash is being investigated by Tpr. Chandler, who was assisted at the scene by the Idaho Transportation Department and Jerome County Sheriff's Office. No citations have been issued at this time.

INCIDENT NARRATIVE: Winward was east bound on I90 at the Idaho/Washington state line when he lost control of his car. Winwards car crossed the median and went into the west bound lanes of I90 and collided with Hartleys pickup. Following that collision Winward�s car collided with Wentlings truck. Winward and Hartley were transported to Kootenai Medical Center where Winward was pronounced dead. Next of kin has been notified. The west bound lanes were completely blocked for approximately 4 hours. The east bound lanes were blocked for a short time for the investigation. Anyone who witnessed the crash is encouraged to contact the Idaho State Police at 208 209 8620.

February 7 - 20, 2012

The Idaho Transportation Department partnered with the Idaho State Police and other law enforcement agencies across Idaho to make highways safer by funding high visibility seat belt patrols from February 7th - 20th, 2012.

During this campaign, District 4 Idaho State Police troopers focused on enforcement of speed limits, traffic laws and citing drivers and occupants who were unbelted. Here is a summary of the results:

On February 22, 2012, at approximately 4:30 a.m., Idaho State Police investigated a property damage crash involving two semis on Interstate 84 just west of Caldwell, Idaho.

Westley Bullock, 29 years old, of Pocatello, Idaho, was traveling west on Interstate 84 in a semi with two trailers hauling coal when, for unknown reasons, he drove off the right side of the road near mile post 29. The semi struck the guardrail before coming to rest in a ditch on the right shoulder.

Leland E. Everhart, 63 years old, of Payette, Idaho, who was traveling behind Bullock in a semi hauling Coca Cola products, ran over the guardrail debris in the roadway causing damage to a tire and puncturing his fuel tank. He pulled over the right shoulder where diesel leaked onto the shoulder.

Caldwell Fire responded and were able to contain the diesel fuel leak. The right lane was blocked for a little over three hours. All occupants were wearing seatbelts. Neither weather, alcohol or drugs were a factor in this crash.

The crash is under investigation by Idaho State Police Senior Trooper Langton, with assistance from Senior Commercial Vehicle Specialist Uhlenkott, Corporal Carmack, Trooper Hurley, Caldwell Fire, and Idaho Transportation Department.

INCIDENT NARRATIVE: Olmstead was traveling north on Clagstone Road approaching SH 54. Ramsbottom was traveling east on SH 54 approaching Clagstone Road. Olmstead failed to stop for the stop sign at Clagstone Road and SH 54 entering into the path of Ramsbottom. Ramsbottom collided with Olmstead. On February 18, 2012, at approximately 3:19 a.m., Idaho State Police investigated a single vehicle crash on Interstate 84 at milepost 154, near Gooding, Idaho.

Wanda Leake, 47, of Kalama, WA, was traveling eastbound on Interstate 84 in a Toyota Rav4 when she fell asleep and drove off the roadway. Leake woke up and after realizing she was off the road, overcorrected the vehicle, causing it to roll. Leake's passenger, Kayla Faubion, 24, of Vancouver, WA was ejected from the vehicle. Faubion was life flighted to St. Alphonsus Regional Medical Center in Boise with life threatening injuries. Leake was transported by ground ambulance to Gooding Memorial Hospital with minor injuries. The left lane of travel was blocked for approximately three and a half hours.

The crash is under investigation by Sr. Tpr. Nick Walker, who was assisted at the scene by Cpls. Wendler and Debie, and Gooding County emergency personnel.

The driver and deceased of the 2004 Jeep Wrangler, Joel Roach, 27 of Caldwell. The passenger of the 2004 Jeep Wrangler, Shawn Wright, 28 of Nampa. The driver of the 2007 Sterling semi, Tony Hopson, 49 of Middleton. Roach was not wearing a seatbelt.

On Friday, February 17, at approximately 4:37 a.m., Idaho State Police investigated a two-vehicle crash south of Nampa on State Highway 45 at milepost 21, near the intersection of Missouri Avenue. A 2004 Jeep Wrangler was northbound on State Highway 45 when it crossed the center line and collided with a 2007 Sterling semi tractor pulling two trailers. The driver of the Jeep was ejected and died at the scene. His passenger was transported to St. Alphonsus in Nampa but was uninjured and has already been released. It is unknown whether either occupant of the Jeep was wearing a seatbelt. The driver of the semi who was wearing his seatbelt was also uninjured in the crash.

Names of the victim and the other people involved in the crash will be released upon notification to the family. The roadway was blocked in both directions for approximately four hours as crews worked to clear the scene. Alcohol is believed to be a factor in the crash, which is still under investigation by Trooper Ward, who was assisted by Corporals Tulleners and Murakami, Specialists Szeles and Ferris, and Canyon County emergency personnel.

On February 15, 2012, at approximately 8:10 a.m., the Idaho State Police investigated a single vehicle fatality crash on Interstate 86, near milepost 11.5, east of Burley. A 1986 Toyota pickup, driven by Allyn Hobbs, age 65 of Grace, was headed westbound on I86 when he lost control of his vehicle and went into the median. Hobbs' vehicle rolled several times. Hobbs was not wearing his seatbelt and was ejected from the vehicle. Hobbs was prounced deceased at the scene. Weather was a contributing factor in the crash. This crash is being investigated by Trooper Stradling.

Winter weather conditions in the Magic Valley area accounted for six additional crashes investigated by the Idaho State Police throughout the morning.

Trooper Kilton investigated a single vehicle crash on eastbound Interstate 84 at milepost 188. This crash was reported at 5:21 a.m. and involved a 2000 Ford Explorer driven by Joel Osterman, age 29 of Hansen. Osterman was driving eastbound when he lost control of his vehicle and slid into the median causing it to roll over. Osterman was wearing his seat belt and was transported to St. Luke's Magic Valley Regional Medical Center with minor injuries.

At 6:13 a.m., CVS Specialist Winn investigated a crash involving a commercial vehicle on eastbound Interstate 84 near milepost 199. A 2004 Sterling semi-tractor pulling a 53 foot trailer, driven by Joseph Galvan, age 25 of Twin Falls, lost control of his vehicle causing it to crash onto its side. Galvan was uninjured in the crash. Crews will remain at the scene to recover the truck and its contents.

At 7:43 a.m., Sergeant Oliver investigated a single vehicle roll over on eastbound Interstate 84 at milepost 201, just east of Kasota Road. Rodolfo Vera-Corona, age 47 of Wendell, was driving a 2004 Ford F150, when he lost control of his vehicle causing it to roll onto its top. Vera-Corona and his two passengers were transported to Minidoka Memorial Hospital with minor injuries.

At 7:59 a.m., Corporal Bingham investigated a crash at the intersection of 1400 East and 2700 North in Twin Falls County, south of Buhl. Caitlyn Choate, age 15 of Castleford, was driving westbound on 2700 North in her 1988 Suzuki Esteem, when she slid off the road and struck a roadway sign. Choate was uninjured in the crash.

At 8:32, CVS Specialist Winn investigated a single vehicle crash on westbound Interstate 84 at milepost 229, near the Cotterell Port of Entry. A 2002 Isuzu Rodeo, driven by Mandala Maitland, age 25 of Bremerton, WA, lost control of her vehicle causing it to go off the roadway and roll onto its top. Maitland and her infant child were uninjured in the crash.

While investigating the fatal crash on I86, at approximately 8:39 a.m., a 2003 Chevrolet Tahoe, driven by Ashley Woolen, age 26 of Pocatello, lost control and crashed directly across the roadway from the fatal crash. Woolen and her 4 passengers were uninjured in the crash and were checked by medics at the scene. This crash was investigated by Trooper Stradling.

On February 10, 2012, at approximately 7:45 P.M., Idaho State Police troopers stopped a black 1996 Lexus, displaying California license plates, eastbound on I-84, near milepost 4 in Payette County, for a traffic violation. The driver was identified by a California driver's license as Jason T. Houston (36 YOA) of Bakersfield, CA.

During the traffic stop, troopers detected the odor of marijuana and called for a Bureau of Land Management drug detection K-9, which subsequently alerted to the Lexus. A passenger in the vehicle, identified by an Oregon driver's license as Kevin L. Bennett (54 YOA) of Glendale, Oregon, told troopers he was a medical marijuana card holder (of Oregon) and admitted to being in possession of a small amount of marijuana.

Troopers located a small amount of marijuana in the vehicle, but also found a large duffle bag which contained seven bags of marijuana weighing approximately one pound each. Bennett and Houston were both arrested for Felony Drug Trafficking (marijuana) and were booked into the Payette County Jail. The weight of the seized marijuana was approximately 7 pounds, with an estimated value of $17,500.00. Bennett and Houston were reportedly destined for Pocatello, ID.

In the last six months, Idaho State Police District 3 troopers have investigated fourteen (14) cases of Felony Marijuana Drug Trafficking. In all cases at least one pound of marijuana was seized, with the largest being nearly 69 pounds. All of those cases involved vehicles traveling from the medical marijuana states of California, Oregon, and Washington, into Idaho.

On February 12, 2012, at approximately 6:22 p.m., Idaho State Police investigated a two vehicle crash on State Highway 50 in Twin Falls County.

Joseph Beauregard, 53, of Alberta, Canada, was traveling south on State Highway 50 in a 2001 Chevrolet Tahoe. Abel Arteaga, 46, of Rupert, was turning north on State Highway 50 off of 3900 North in a 2005 Volvo semi when he failed to yield to Beauregard. Beauregard swerved in an attempt to avoid the collision but was unable to do so and the vehicles collided head on. Both subjects were wearing seatbelts and were treated and released at the scene for minor injuries. Both lanes of State Highway 50 were blocked for approximately two and a half hours.

The crash is under investigation by Tpr. Marquez, with the assistance of Cpl. Bingham, Cpl. Wendler, Tpr. Comorosky, Idaho Transportation Department and emergency personnel.

On February 11, 2012, at approximately 8:40 pm, Idaho State Police investigated a single vehicle rollover on Interstate 15 near milepost 87, south of Blackfoot, Idaho.

Jose Cuellar-Rios, 22 years, of Blackfoot, Idaho, was travelling north on Interstate 15 in a 2000 Pontiac Grand Am. Cuellar-Rios swerved into the right lane of travel, overcorrected and came back across the left lane. The car left the road and rolled several times, coming to rest in the median. He was not wearing a seatbelt and was ejected from the vehicle. He was transported via air ambulance to Portneuf Medical Center in Pocatello with unknown injuries. Weather was not believed to be a factor in the crash.

The crash is under investigation by Idaho State Police Trooper Aikele with assistance at the scene by Trooper Gallegos, Trooper Orr, Sgt. Manning, Bingham County Deputies, and Fort Hall emergency personnel.

On February 11, 2012, at approximately 2:30 p.m., Idaho State Police investigated a three-vehicle crash on U.S. 93 in Twin Falls County.

Ryan L. Whitney, 33 years old, of Bemidji, Minnesota, was traveling north in a 2003 International Semi when for unknown reasons he crossed into the south bound lanes, side-swiping two vehicles at milepost 12 before going off the west side of the road. The semi went through a barrier fence before coming to rest. Whitney was wearing a seatbelt and was not injured.

Robin J. Wilson, 46 years old, of Eureka, Nevada was driving a 2008 GMC pickup with a small cattle trailer. He was the first to be side-swiped and was able to pull over. Wilson and his two passengers were wearing seatbelts and no injuries were reported.

James D. Brawley, 73 years old, of Twin Falls, Idaho was driving a 2002 GMC Pickup which went off the road and rolled after being side-swiped by the semi. Brawley and his passenger Margaret J. Brawley, 74 years old, were both transported to St. Luke's Magic Valley Regional Medical Center with serious injuries. Both occupants were wearing their seatbelts.

It does not appear that alcohol or weather were a contributing factor to this crash. The crash is under investigation by Trooper Chandler, with assistance from Idaho Transportation Department, Twin Falls County Sheriff, and emergency personnel.

INCIDENT NARRATIVE: Moscow Police Officers Pisula and Dahlinger were investigating a two vehicle sideswipe crash near the three way intersection of Perimeter Drive, Nez Perce Drive and South Rayburn Street. Hoobler was involved in the crash being investigated when Buchert comes down the hill and loses control. She sideswipes the Moscow Police patrol car and then strikes Officer Dahlinger who was standing outside of the patrol car. Buchert then strikes Hoobler's vehicle. Officer Dahlinger was transported to Gritman Medical Center for his injuries sustained. The investigation is ongoing and citations have not been issued at this time.

On Sunday, February 5, 2012, at approximately 8:50 p.m., the Idaho State Police District 3 Patrol stopped a red 1992 Subaru, displaying Oregon Plates, eastbound on Interstate 84 near milepost 16 in Payette County, Idaho for an equipment violation.

The driver was identified by an Oregon identification card as Curtis Vandevooren, 50 years old, of Ashland, Oregon. During the traffic stop, Vandevooren told the investigating Trooper he was a registered marijuana card holder in Oregon. Vandevooren admitted to possessing personal amounts of marijuana. When the Trooper inquired how much marijuana was in the vehicle, Vandevooren said he had between three and four pounds. At the time of the stop, the vehicle was traveling through Idaho, a non-medical marijuana state, and was reportedly destined for Boise.


A search of the vehicle revealed several large sealed plastic bags containing marijuana. The search also revealed several pieces of drug paraphernalia. Mr. Vandevooren was arrested for Felony Trafficking (marijuana) and was booked into the Payette County Jail. The weight of the seized marijuana was approximately 5 pounds with an estimated value of $12,000.00. ISP was assisted on the stop by the Payette County Sheriff's Office and the Payette Police Department.

The Idaho State Police is continuing the investigation into the fatal crash that occurred on Jan. 14, 2012, on I-84 east of Mountain Home, ID. While the final investigative report is not yet complete due to the ongoing nature of the investigation, some facts relating to contributing factors have been determined and can now be released. They are the following:

The driver of the westbound Saturn Vue, Taylor Sauer, was traveling 88 mph immediately prior to impact with the slowly moving semi/tanker trailer traveling westbound in the right lane of I-84. "Speed" has been determined as a contributing factor of the crash.

Taylor Sauer was also using her cell phone to text extensively throughout the route she was traveling, up to and including during the last minutes prior to the deadly crash. The text messages were both incoming and outgoing during her trip between Logan, UT and the site of the crash near milepost 108 on I-84. In addition to the texting, there were multiple "Facebook" communications to and from Taylor Sauer during the minutes immediately prior to the crash. "Inattention" and "Distractions In the Vehicle" have also been determined as contributing factors of the crash.

On January 14, 2012, at approximately 9:00 p.m., Idaho State Police investigated a three vehicle fatality crash Westbound I84 at milepost 108, 13 miles east of Mountain Home in Elmore County. Taylor Sauer, 18 of Caldwell, ID, driving a 2004 Saturn Vue, was traveling west on Interstate 84 near milepost 108. David Seefried, 49 of Heyburn, ID, driving a 2011 International Semi pulling a tanker trailer, was traveling west on Interstate 84 in the right lane of travel, up a long grade at approximately fifteen miles per hour. Sauer impacted the rear of the tanker and then was struck by a 2003 Volvo Semi pulling a trailer, driven by Slawomir Porada, 42 of St. Louis, MO. Porada after impacting the Saturn Vue, drove off the road way. Sauer was pronounced dead at the scene. Porada was transported by ground ambulance to Elmore Medical Center in Mountain Home. Seat belts were worn by all. Alcohol was not a factor in this crash.

The westbound lanes were blocked for approximately an hour. Traffic was reduced to a single lane for three hours while crews worked to clear the scene.

The crash is under investigation by Master Corporal Porupsky, and assisted by Sergeant Cagle, Specialist Bailey, Specialist Carmack, Trooper Higley, Elmore County Sheriff's Office and emergency personnel.

The Idaho Transportation Department is partnering with the Idaho State Police and other law enforcement agencies across Idaho to make highways safer by funding high visibility seat belt patrols February 7th - February 20th, 2012.

During this campaign, District 4 Idaho State Police troopers will increase enforcement of speed limits and traffic laws & cite those drivers / occupants who are unbelted.

"Those occupants wearing a seatbelt during a speed-related crash increase their chance of survival greatly," says Lt. Haight.

In 2009, almost 60% of those killed in an aggressive driving crash were not wearing their seat belt.

The following data supports our cause:


Statewide for 2010:

* 73 occupants of Idaho passenger motor vehicles killed in car crashes were unrestrained

* Approximately 78% of the fatal aggressive driving crashes occur in rural areas

* According to NHTSA, seat belts are 50% effective in preventing fatalities/serious injuries.


District 4:

* 33% of the passenger motor vehicle occupants killed in District 4 in 2010 were unrestrained

* 55 of the 162 (34%) passenger motor vehicle occupants injured in District 4 in 2009 were unrestrained.

On February 4, 2012, at approximately 11:30 a.m., Idaho State Police investigated a single-vehicle crash on Old Highway 91 just north of McCammon, Idaho.

Cory Burk, 41 years old, of Pocatello, Idaho, was traveling north in a 1991 Chevrolet pickup when, for unknown reasons, he drove off the right side of the roadway. The pickup then came back onto the roadway before rolling onto its side on the left side of the road.

Burk was not wearing a seatbelt and was ejected. He was pronounced dead at the scene by the Bannock County Coroner. It does not appear that alcohol was a factor in this crash.

The crash is under investigation by Idaho State Police Cpl. Donahue, who was assisted by Cpl. Noyes, and Bannock County Sheriff's Deputies, and Bannock County Search and Rescue Personnel.

On February 4, 2012, at approximately 1:30 a.m., Idaho State Police investigated a single-vehicle crash on Interstate 15 near milepost 74.

Christopher Seratt, 23 years old, of Blackfoot, Idaho, was traveling south in a 1994 Chevrolet 1500 pickup when, for unknown reasons, he drove off the road into the median. The vehicle then traveled back onto the road, overturned and hit the guardrail on the opposite side of the road. The vehicle rolled over the guardrail and down the embankment.

Seratt was not wearing a seatbelt and was ejected. He was pronounced dead at the scene by the Bannock County Coroner. Alcohol may have been a factor in this crash.

The crash is under investigation by Idaho State Police Cpl. Zweigart, who was assisted by Sgt. Manning, Tpr. Aikele, and Bannock County Sheriff's Deputies, and Bannock County Search and Rescue Personnel.
