Idaho State Police Lewiston Mega Load Press release

August 30, 2011
Captain Lonnie Richardson
Idaho State Police Region Two-Lewiston

FOR IMMEDIATE RELEASE
On August 26th, the first true Mega Load was escorted by the Idaho State Police on US-95 through Moscow in route to Canada. A large number of people lined the streets within the City of Moscow both in opposition and support of the Mega Load. Some individuals chose and were allowed to temporarily protest the movement of the load by sitting down on US-95. After some time was allowed for the sit down protest, an order to disperse was given. We appreciate those who acknowledged and followed the dispersal order. Unfortunately, as the result of their failure to disperse and leave the roadway, six individuals were arrested for Assembly to Disturb the Peace and Refusal to Disperse after receiving repeated warnings to move.

The Idaho State Police fully recognizes, acknowledges and is sworn to uphold the constitution including an individuals 1st Amendment rights, and the Idaho State Police will not interfere with the rights of an individual to peacefully assemble and protest until it becomes a matter of public safety. Allowing the temporary sit down protest during the inaugural Mega Load transport on US-95, has afforded the opportunity for those interested to voice their protests in that manner. The Idaho State Police now asks those that choose to protest during future movements of Mega Loads on US-95, to do so from the safety of a sidewalk or roadside outside the right-of-way. The Idaho State Police has no desire to arrest anyone for exercising their rights. However, prospectively, those who choose to not comply with officers; directions to not interfere with the movement of any vehicle on a highway, by walking or sitting on the highway or otherwise entering or remaining on the highway after being instructed to move, will immediately be physically removed from the roadway and arrested.

The Labor Day Impaired Mobilization will begin August 26 and run through September 6.

Labor Day weekend is just around the corner and the Idaho State Police wants to remind motorists to stay safe during their travels. Many local law enforcement agencies including ISP have partnered with the Idaho Transportation Department's Office of Highway Safety for the upcoming Impaired Mobilization Patrol. During these patrols, officers will have zero tolerance for the alcohol and or drug impaired driver. Agencies will be gearing up for extra D.U.I. patrols during the holiday weekend, so please don't drink and drive.

ISP reminds motorists to please wear your seatbelts and buckle your children. Every year there are numerous people injured and killed due to the impaired driver and not being properly seat belted.

The Move Over Law helps protect law enforcement officers and emergency service personnel who risk their lives protecting the public. Observe the "Move Over Law", which requires motorists to slow down and move over if possible when approaching a stationary Authorized Emergency Vehicle displaying flashing lights.

If you see what you believe is an impaired driver call the Idaho State Police at *477 or dial 911.

*********FINAL UPDATE**********

On Wednesday, August 17, 2011, at 6:15am, Idaho State Police investigated a one vehicle commercial vehicle crash. The crash occurred east bound on Interstate 84 at mile marker 203, blocking the interstate for approximately six hours. William Hoskins, age 39 from Phoenix, Arizona, was eastbound on the interstate in a semi tractor and trailer, when he fell asleep and went off the road on the right shoulder. He overcorrected causing the trailer to tip on its side striking and damaging the guardrail on the right shoulder. The truck and trailer then slid across the road hitting the left guardrail. The back end of the trailer came to rest on the left guardrail and the tractor became wedged on the concrete bridge on the right shoulder, blocking both eastbound lanes. Hoskins was transported to Minidoka Memorial Hospital with minor injuries where he was treated and released. His passenger, Willard Alexander, 36 from Louisiana, who was in the sleeper car, was not injured. Hoskins was wearing a seatbelt. Interstate 84 was shut down between mile marker 201 and 208 for approximately 6 hours. Idaho Department of Transportation provided traffic control, diverting traffic around the crash scene. The crash is being investigated by Tpr. J. Kilton, Tpr L. Torix, and CVS Officer S. Smith. They were assisted by Minidoka Sheriff's Office, EMS, and Idaho Department of Transportation.

Shortly after 11:00 p.m. Friday, August 12, 2011, Idaho State Police received information from the Ontario, Oregon Police Department about a vehicle that was stolen at knife-point. This occurred in Ontario, OR and the vehicle may have been traveling on Interstate 84 in Idaho.

At approximately 11:16 p.m., an Idaho State Police Trooper located the stolen vehicle traveling east on Interstate 84 near milepost 33, the Karcher interchange in Nampa. The trooper followed the vehicle awaiting backup and confirming with his dispatch that this was indeed the wanted vehicle. The trooper attempted to initiate a traffic stop on the vehicle in the parking lot of the Jackson's Shell fuel station just off of the interstate on Franklin Boulevard in Nampa. The vehicle then fled and the trooper followed in pursuit of the vehicle east on I-84 toward Meridian.

Troopers continued pursuit of the vehicle for almost 20 miles along Interstate 84, from Nampa to the east side of Boise. Officers from Nampa P.D., Boise P.D., and the Ada County Sheriff's Office assisted with the pursuit. Boise Police officers were able to spike the tires of the suspect vehicle near the Broadway Exit of Interstate 84. The vehicle came to a stop just east of the Broadway Exit.

After a short standoff, the suspect, identified as Shannon P. Lindsay, age 33, of Boise, was secured and transported to St. Alphonsus Regional Medical Center in Boise with self-inflicted knife wounds.

Traffic in both directions of Interstate 84 was blocked temporarily east of the Broadway interchange while officers secured the vehicle and the scene.

The investigation is continuing by the Idaho State Police and Ontario Police Department. Criminal charges are pending for the incidents in Idaho and Orgeon.

Shortly after 12:00 PM on Friday, August 12th, 2011, the Idaho State Police investigated an injury Crash in Oneida County. Traffic is now flowing in both directions after I15 was blocked for several hours near milepost 22, 3 miles south of the Oneida County/Bannock County border. Complicating matters was the fact that a secondary crash occurred on the route where traffic was diverted, resulting in complete blockage for several hours with no viable detour.

David Eliason, age 56 of Malad was traveling southbound on I15 at milepost 22 in a Chevrolet tanker truck which was loaded with approximately 26,000 pounds of propane. The drivers' side tire blew out on the truck, causing him to lose control of his vehicle and sideswipe a Chevrolet Trailblazer driven by Robert Stites, age 69 of Pocatello. Stites went off the road, and Eliason struck the guardrail and rolled, damaging the propane tank, which then began to leak. Traffic for both northbound and southbound travel was diverted to the frontage road. After this, shortly before 4:00 PM, a semi truck and trailer driven by Ricky Kaita, age 51 of El Dorado Hills, CA was southbound on the frontage road at Devil's Creek, following the detour. Kaita encountered a sharp curve and did not make a wide enough turn. His vehicle slipped off the roadway and both truck and trailer overturned, partially blocking the roadway. As a result, traffic was completely blocked for more than 3 hours while Kaita's vehicle was removed from the travel lane.

The initial vehicle took much longer to remove for safety reasons. Due to the large amount of propane, crews attempted to offload the gas while the vehicle was still overturned in order to minimize the danger of fire or explosion. When this was unsuccessful, they were forced to carefully upright the loaded tank trailer before offloading the product so that it could be safely transported. Traffic on I15 was blocked for more than 10 hours.

Eliason was transported to Oneida County Hospital before being taken to Logan Regional in Logan,UT. It is unknown if he was wearing his seatbelt. Stites was wearing his seatbelt and was uninjured. Kaita was uninjured as well, and it is unknown if he was wearing his seatbelt. Alcohol is not suspected to be a factor in either crash. The initial crash is under investigation by Sgt. Winans with assistance from Commercial Vehicle Specialist Williams, Sgts Manning and Rausch, Corporal Noyes, and Troopers Orr and C. Bake, as well as Oneida County Deputies and Paramedics. The second crash was investigated by Trooper Law, with assistance from Troopers Orr and Christiansen. The Idaho Transportation Department also assisted with traffic control.

FOR IMMEDIATE RELEASE

The end of the summer vacation season is fast approaching with Labor Day Weekend just around the corner and the Idaho State Police wants to remind motorists to stay safe during their travels. Many local law enforcement agencies including ISP have partnered with the Idaho Transportation Department's Office of Highway Safety for the upcoming "2011 National Impaired-Driving Crackdown", August 19 - September 5, 2011 Mobilization Patrol. During these patrols, officers will have zero tolerance for non-seatbelt usage including passengers. Agencies will also be gearing up for extra DUI patrols up to and during the busy weekend, so remember "Drive Sober or Get Pulled Over".

ISP reminds motorists to observe the "Move Over Law", which requires motorists to slow down and move over if possible when approaching a stationary Authorized Emergency Vehicle displaying flashing lights. Every year there are a number of police officers that are killed nationwide while parked on the side of the road during the course of their duties. The Move Over Law helps protect law enforcement officers and emergency service personnel who risk their lives protecting the public.
