Single Vehicle Fatal Crash on US20 near Rigby, Idaho

On May 31, 2011 at 7:40 PM, the Idaho State Police investigated a Fatal Crash eastbound on US20 at milepost 320 near Rigby. Johnnie Williams, age 64 of Rigby, Idaho, was riding his 2009 Harley Davidson Motorcycle when he took the South Rigby exit. Williams lost control of his motorcycle causing him to hit the guard rail leaving the bike and coming to rest in the roadway. Williams was transported by air ambulance to Eastern Idaho Regional Medical Center where he succumbed to his injuries. Williams was wearing a helmet.

This crash is under investigation by Trooper Sibus and Corporal Murdock. The Idaho State Police was assisted at the scene by Rigby Police and Jefferson County Sheriff Deputies and Emergency Services Personnel.

With the May 27th announcement of the Idaho Supreme Court's decision in State of Idaho v. Jonathan W. Ellington, the Idaho State Police is fully aware of the significant issues involved with this case. As is standard procedure, the ISP has started an Administrative Investigation into the issues identified by the Idaho Supreme Court. The ISP regards this as a serious matter and fully intends to complete a thorough investigation. The involved employee has been placed on administrative leave with pay, and since this investigation involves a current employee in a personnel matter, the ISP will not be able comment further.

On Saturday, May 28, 2011 at approximately 5:00pm, the Idaho State Police investigated a single vehicle injury crash in Teton County. Megan Gilbert, 33, was northbound on 1000 East near 5000 South in Teton County driving a 1984 Subaru. Gilbert ran off the roadway, hit an embankment and overturned. Gilbert was trapped inside the vehicle and was extricated by Teton County Fire Department. She was transported by ambulance to Teton County Hospital.

The crash is still under investigation by Trooper D. Green. He was assisted on scene by Teton County Sheriff as well as Teton Valley Fire and Ambulance.

On May 26, 2011 at 3:47 pm, Idaho State Police investigated a one vehicle rollover injury crash on Interstate 15 near mile marker 73.5, two miles north of Pocatello. According to Idaho State Police, the driver of the vehicle, Gary Blagg age 72 of Sacramento, California, was southbound on I-15 driving a 2008 Ford Sport Utility Vehicle when he drifted off the road into the median. Blagg overcorrected and steered back onto the road where the vehicle overturned and skidded off the right shoulder. Blagg and his four passengers were transported to Portneuf Medical Center for non-life threatening injuries.

Sgt. Manning reported that Blagg told police a gust of wind pushed his vehicle towards the rumble strip where he overcorrected and lost control of his vehicle. Blagg was cited for traveling too fast for the conditions.

Sgt. Manning was assisted at the scene by Trooper(s) Orr, Aikele, and Graham, Corporal Donahue, and Commercial Vehicle Specialist C. Williams. Bannock County Search and Rescue and Idaho Department of Transportation assisted with traffic control.

On Tuesday, May 24, 2011, at approximately 9:08pm, the Idaho State Police investigated
a two vehicle injury crash north of Shelley. Eddie Jenkins, 56 from Shelley, was southbound on US91 just north of the Bingham/Bonneville County line. Matthew Phillipp, 33 also from Shelley, was northbound on US91 at the same location. Jenkins crossed the center line hitting Phillipp. Both vehicles came to rest on the east side of the road. The road was closed while emergency crews worked to extricate both drivers. Both Jenkins and Phillipp were transported by ground ambulance to Eastern Idaho Regional Medical Center. Jenkins refused medical treatment. Phillipp was admitted with serious, but non-life threatening injuries. Alcohol is a factor in the crash.

Jenkins was released from Eastern Idaho Regional Medical Center. He was then arrested and transported to Bonneville County Jail and charged with aggravated DUI.

The crash investigation is ongoing. ISP was assisted at the crash scene by Bonneville County Sheriff's Office, Idaho Falls Fire and EMS.

On Tuesday, May 24, 2011 at 2:30 PM, the Idaho State Police investigated a two vehicle crash on State Highway 21 at milepost 23.50 near Robie Creek. Leslie Mabbott, age 60 of Nampa, Idaho, was driving a 1993 Toyota Pickup Truck northbound when he stopped for construction ahead. Ronald Emerson, age 52 of Boise, Idaho, was driving a 2008 Mack Dump Truck northbound on state highway 21 following Mabbott. Emerson collided with Mabbott and pushed him across the roadway and into Mores Creek before stopping. Mr. Mabbott was transported to Saint Alphonsus Regional Medical Center via ground ambulance with minor injuries.

Trooper Avery was assisted at the scene by Corporal Lake, Senior Trooper Beckner, Boise County Deputies, Mores Creek Ambulance, and Idaho Transportation Department.

MEMORIAL HOLIDAY TRAVEL

Memorial Day weekend is just around the corner and the Idaho State Police wants to remind motorists to stay safe during their travels. Many local law enforcement agencies including ISP have partnered with the Idaho Transportation Department's Office of Highway Safety for the upcoming Seatbelt Mobilization Patrol. During these patrols, officers will have zero tolerance for non-seatbelt usage including passengers. Agencies will also be gearing up for extra D.U.I. patrols during the holiday weekend, so please don't drink and drive.

ISP reminds motorists to observe the "Move Over Law", which requires motorists to slow down and move over if possible when approaching a stationary Authorized Emergency Vehicle displaying flashing lights. Every year there are a number of police officers that are killed nationwide while parked on the side of the road during the course of their duties. The Move Over Law helps protect law enforcement officers and emergency service personnel who risk their lives protecting the public.

May is Motorcycle Safety Awareness Month. The Idaho Transportation Department (ITD) is partnering with Idaho STAR and the Idaho Highway Safety Coalition to promote Motorcycle Safety and encourages drivers to be extra alert and cautious. ITD says the top five contributing circumstances for motorcycle crashes are failure to yield, inattention, improper turn, following too closely and alcohol or drug impairment. The Seatbelt Mobilization, Move Over Law and Motorcycle Safety Awareness are all part of Idaho's "Toward Zero Deaths - Every Life Counts" campaign.

On May 23, 2001 at approximately 2:32 am, Idaho State Police investigated a single vehicle rollover crash on US20 at milepost 19, west of Wagner Road near Notus, Idaho. Hector Meza-Navarrete, age 23 of Parma, Idaho, was driving a 2005 GMC Sierra Pick-up westbound on US20 when he drifted off the right shoulder and overcorrected crossing both lanes of travel were he drove off the left shoulder causing the vehicle to roll. Meza-Navarrete was transported to West Valley Medical for injuries sustained in the crash. Meza-Navarrete was not wearing a seatbelt and alcohol is believed to be a factor.

This crash remains under investigation by Trooper Cottrell who is assisted by Trooper West, Trooper Higley, Sergeant Cagle, and the Canyon County Sheriff's Office.

On Friday, May 20th, region 4 Idaho State Police troopers, along with deputies from the Twin Falls County Sheriff's Department and B.L.M. Friday, May 20, 2011 at approximately 11:50 am, Idaho State Police investigated a single vehicle fatality crash on US Highway 20 at milepost 97.7, near Mountain Home, Idaho. Samuel Pope, age 48 of Boise, Idaho, driving a 2000 Ford Pickup, was travelling eastbound on US Highway 20. For unknown reasons Samuel's vehicle left the roadway impacting the jersey barrier and came to rest out of the roadway.

Samuel Pope and his passenger Thressa Pope, age 75 of Pine, Idaho, were both transported by ground ambulance to Elmore Medical Center. Samuel was pronounced dead at the hospital; Thressa is being treated for minor injuries sustained in the crash. Thressa was wearing her seatbelt, while the driver, Samuel, was not.

Senior Trooper Rich Ivey was assisted by Master Corporal George Szeles from the Idaho State Police Crash Reconstruction Unit, as well as Elmore County Sheriff's Office, and emergency personnel.

WB I90 at the State line

Westbound I90 at the idaho/ Washington State line has been reduced to one lane of travel at mile post 298 due to construction on the Washington Port of Entry. This is causing severe traffic back ups in the area for several miles into Idaho. Motorists need to plan for extended delays in the area and also be advised that using an Emergency crossover is a Misdemeanor violation in the State of Idaho punishable by a fine or jail time. Wearing your seatbelt could save your life or significantly reduce injuries should you be involved in a motor vehicle crash.
To support the statewide highway safety goal of reducing motor vehicle related deaths and serious injuries by increasing the use of safety restraints, the Idaho State Police will be participating in enforcement mobilization patrols throughout the region specifically targeting those not utilizing safety restraints from May 23-June 7, 2011. The effort is part of Idaho's "Toward Zero Deaths" goal to someday have no traffic deaths on Idaho's roads. Traffic deaths are not just numbers. They are family members and friends lost. Safety restraints, when used, are the most effective safety feature ever introduced for vehicles, cutting in half the likelihood for fatal and serious injuries resulting from traffic crashes.

Safety restraints are not optional in Idaho. Idaho Code 49-673, passed in 1986, requires that everyone in a vehicle be properly re-strained. In recent years, 59% of vehicle occupants killed in Idaho were not restrained and 305 unrestrained vehicle occupants were critically injured in traffic crashes. The Idaho State Police would encourage you to be a responsible safe driver by obeying the traffic laws and wearing your seatbelt. Remember, "Click It Don't Risk It".

The Idaho Transportation Department is partnering with the Idaho State Police and other law enforcement agencies across Idaho to make highways safer by funding high visibility seat belt patrols May 23 - June 7, 2011.


During this campaign, Region 4 Idaho State Police troopers will increase enforcement of speed limits and traffic laws & cite those drivers/occupants who are unbelted.


"Those occupants wearing a seatbelt during a speed-related crash increase their chance of survival greatly," says Lt. Haight.


In 2009, almost 60% of those killed in an aggressive driving crash were not wearing their seat belt.


The following data supports our cause:

Statewide for 2009:

*85 Idahoans killed in car crashes were unrestrained
*28% of those Idahoans who were seriously injured were unrestrained.
*78% of the fatal aggressive driving crashes occur in rural areas
*According to NHTSA, seat belts are 50% effective in preventing fatalities/
serious injuries.

Region 4:

*19 of the 31 (61%) passenger motor vehicle occupants killed in Region 4 in
2009 were unrestrained
*55 of the 162 (34%) passenger motor vehicle occupants injured in Region 4 in
2009 were unrestrained.

The driver of this crash, Jonathon Branen, 18, of Caldwell, succumbed to his injuries at the scene of the crash. Next of kin has been notified. The passenger in this crash, Matthew Arnold, 18, of Middleton, was transported by Canyon County Paramedics to Saint Alphonsus Regional Medical Center in Boise. The investigation is ongoing.

On May 17th, 2011 at approximately 8:59pm, Idaho State Police investigated a one vehicle fatality crash. A 1999 Pontiac Grand Am was travelling westbound on Purple Sage Road toward Interstate 84 at a high rate of speed. The driver lost control of the vehicle and struck an overpass pillar of I84 on the right shoulder causing the vehicle to catch fire. There were two young adult male occupants in the vehicle. A passerby pulled one of the occupants from the vehicle. That occupant was transported to Saint Alphonsus Regional Medical Center in Boise for treatment. The remaining occupant died as a result of the crash. It is unknown at this time whether the occupants were wearing seatbelts or if alcohol was a factor. The identities of the occupants are not being released at this time pending notification of next of kin. Westbound I84 was reduced to one lane of travel while units investigated the scene and the Idaho Transportation Department evaluated the pillar.

This crash remains under investigation by the Idaho State Police who are being assisted by the Canyon County Sheriff's Office and the Canyon County Coroner.

On Tuesday, May 17, 2011, at 1:30 p.m., Idaho State Police investigated a crash involving a large heavy duty industrial rigging truck owned by Southwest Industrial Rigging. The truck, known as a "Million Pound Truck," was transporting a transformer eastbound on US 26 at the 165 mile marker near Shoshone. While still moving, a mechanical failure occurred, causing the trailer to brake away from the tractor. The load fell to the ground, severely damaging the roadway. Idaho Transportation Department is on scene and evaluating the road conditions. The road is blocked on US 26 at mile marker 154, just west of the Gooding/Lincoln County line to mile marker 165 in Shoshone. ITD has advised the road could be blocked for 5 or more hours. Motorists are encouraged to utilize alternate routes.
The crash is under investigation by Trooper B. Comorosky, with assistance from Cpl. K Winn, Trooper S. Smith, Lincoln County and the Idaho Transportation Department.

On Saturday May 14th, 2011 at approximately 7 p.m Idaho State Police investigated a two-vehicle injury crash involving a commercial vehicle on US93 near Filer. Wilma L Keen, 77 of Twin Falls, was driving eastbound on 3700 N in Filer when for unknown reasons she failed to yield for a stop sign at the intersection of US93. A semi driven by John B. Vodden, 50 of Alberta, Canada, was driving southbound on US93 and was not able to stop in time before hitting Keen's Chevrolet Cavalier. Vodden's semi tipped over onto its side after impact blocking both lanes of US93 for six hours. Keen was airlifted to Eastern Idaho Regional Medical Center in Idaho Falls with serious injuries. Vodden and his passenger, Ruth M. Probert, 62 of Wells, NV, were transported by ambulance to St. Luke's Magic Valley Regional Medical Center in Twin Falls. All occupants were wearing seatbelts.

This crash is still under investigation by Idaho State Police Trooper Chandler, with assistance from Corporal Walker, Twin Falls County Sheriff Deputies, Idaho Transportation Department and emergency personnel.

On May 10, 2011, at approximately 11:23 AM, Trooper Tyler Barrett stopped a 2004 Honda CRV for speed westbound on Interstate 84 at mile post 233, in Cassia County. During the course of the investigation, Trooper Barrett located a half a pound of marijuana, $1,300 in cash and drug paraphernalia. The driver, Michael Song, 19 of Clyde Hill, Washington, was taken into custody and transported to the Mini-Cassia Criminal Justice Center in Burley on the charge of felony possession of marijuana with the intent to deliver and misdemeanor possession of drug paraphernalia. Song's passenger, Scott Bennett, 20 of Clyde Hill, Washington, was also taken into custody and transported to the Mini-Cassia Criminal Justice Center where he was charged with misdemeanor possession of marijuana and misdemeanor possession of drug paraphernalia.

Wednesday, May 11, 2011 at 1055 am, Idaho State Police investigated a fatality crash on State Highway 55 at milepost 147.75, near McCall, Idaho. Carol Martin, age 67 of Moscow, Idaho, driving a 2007 Chevrolet Cobalt, was traveling northbound when she drifted into the southbound lanes and was struck head-on by Jeanette Dames, age 57 of Pollock, Idaho, who was driving a 2009 Ford Bus.

Carol Martin succumbed to injuries at the scene. Her passenger, Don Martin, age 75 of Moscow, was transported by air ambulance to Saint Alphonsus Regional Medical Center in Boise, Idaho with unknown injuries.

Senior Trooper Michael Sherbondy was assisted by Master Corporal Craig Boll, Adams County Sheriff's Office, Adams County Paramedics, McCall Paramedics, Donnelly Paramedics, and Adams County Coroner.

The Idaho State Police is currently in the process of investigating three employees for violations of Idaho State Police procedure as it relates to their activities associated with our forensics laboratory system. These employees have been placed on paid administrative leave pending the outcome of this investigation. The Idaho State Police Bureau of Forensic Services is internationally accredited by the American Society of Crime Laboratory Directors Laboratory Accreditation Board and the Idaho State Police is working with representatives of ASCLD/LAB on this issue. The allegations concerning the three employees are not criminal in nature, and we have no reason to believe the issues have compromised any current or past casework. Rather their actions may have been inconsistent with ISP procedures or ASCLD/LAB standards. We have the utmost confidence in our laboratory employees and the service they provide to our citizens. We do not believe these issues are any more widespread than these three individuals. On Tuesday, May 10, 2011, at approximately 2:30 pm, Idaho State Police investigated a multiple vehicle crash westbound on I84 near the Five Mile Overpass.

Rayleyne Zundel, 24 years old of Bend, Oregon, was traveling westbound in a 1970 Volkswagon Beetle when for unknown reasons she collided with a 1989 Dodge Dakota driven by Bobby Meyer, 21 years old, of Boise, Idaho. Meyer's Dodge then hit a 2004 Honda Accord being driven Katlin Kawamura, 20 years old, of Blackfoot, Idaho, and was able to pull over. Christopher Beitia, 49 years old, of Boise, Idaho, was driving a 1987 Freightliner dump truck. Beitia swerved to avoid the other vehicles, overturned, and hit the barrier.
Beitia was transported via ground ambulance to St. Alphonsus Regional Medical Center with non-life threatening injuries. The interstate was partially blocked for approximately 2 hours while crews worked to remove debris.

The crash is under investigation by Cpl. Tulleners. Cpl. Tulleners was assisted at the scene by ISP Sgt. Stauffer, Specialist Uhlenkott, Cpl. Pattis, and Tpr. Cottrell as well as the Ada County Sheriff and Paramedics, Boise Fire Department, and the Idaho Transportation Department.

On Monday, May 9, 2011, at approximately 9:31 p.m., Idaho State Police investigated a two vehicle crash with injuries westbound on Interstate 84 at milepost 93, in Mountain Home, ID.

James D. McCord, 34, of Mountain Home, was driving a 2004 Yamaha RX6 westbound on I84 when he struck the rear of a 1993 utility trailer being pulled by a 2000 Dodge R1500 pickup. McCord was thrown from the motorcycle and landed in the rear of the trailer. The pickup was driven by Brent Noe, age 41, of Meridian, ID.

McCord was air lifted to St. Alphonsus Regional Medical Center with critical injuries. It is unknown if he was wearing a helmet at the time and alcohol may be a factor. Noe did not sustain injuries in the crash.

The crash is still under investigation by Sr. Trooper J. Bailey. He was assisted by Sgt. Burke, Cpl. Thompson, Cpl. Chase, as well as Elmore County Deputies and emergency personnel.

On May 1, 2011 fishermen discovered a body in the Snake River approximately one mile east of the Central Ferry Bridge in Garfield County, Wa. Garfield County Sheriffs Office coordinated the recovery with several other agencies. The body was not readily identifiable, however based on cursory examination, appeared to fit the physical description of Lavina I. Hietala a 72 year old woman who had been reported missing from her Kamiah, Idaho home on April 1, 2011.
On May 4, 2011 at the request of the Idaho State Police and the Lewis County Coroner, a pathologist from the Ada County Coroners office conducted an autopsy on the body. Based on various medical records and other physical characteristics, the body was tentatively identified as Lavina I. Hietala. Definitive identification will not be available until DNA testing can be completed, which will take approximately 90 days. Investigators are waiting for the medical examiners report for determination of the cause of death.
Hietalas family members have been notified and continue to work with the Idaho State Police in this investigation.

On Tuesday, May 3, 2011, at approximately 5 p.m., Idaho State Police investigated a single vehicle fatality crash on State Highway 55 at milepost 146.3, in McCall, ID.

McCall Police Department was actively pursuing Andrew E. Dalgleish, 26, of McCall, who was driving a 1993 Dodge Ram pickup. Dalgleish led McCall PD on a chase through the side streets of McCall, where McCall PD had their emergency lights and sirens activated. Dalgleish then drove onto State Highway 55, where speeds hit 80mph. While on the highway, Dalgleish left the roadway and hit a tree.

Dalgleish was transported to St. Lukes in McCall, where he was pronounced dead. Dalgleish was not wearing his seatbelt at the time of the crash and alcohol appears to not be a factor.

The crash is still under investigation by Master Corporal Boll. He was assisted on scene by Corporal Nauman, Corporal Anthony, and Senior Trooper Wright, as well as the Valley County Sheriff's office, McCall PD, McCall Ambulance, and McCall Fire Rescue.

On May 3rd, 2011 at 7:15 am, Trooper Chris Pohanka investigated an injury crash involving a Commercial Vehicle and a sedan on Eastbound I84 at milepost 172. A 2002 Volkswagen Passat, driven by David Lillard, 22 of Boise, Idaho, collided with the rear of the Semi, a 2009 Peterbilt, driven by Raul Gonzalez, 59 of Denver, Colorado, as it merged onto the Interstate from the rest area. The Volkswagen was briefly pinned under the Semi's safety bumper and the right lane was blocked for approximately 3 hours while crews investigated.

David Lillard and his passenger Stormie Todd, age 20 of Nampa, Idaho, were transported to St. Benedicts Hospital with minor injuries. David Lillard was arrested and charged with Inattentive Driving, Possession of Controlled Substance, Possession of Paraphernalia, and Open Container.

The crash was investigated by Trooper Pohanka with assistance from Trooper Faller, Jerome County Sheriff's Office, and Jerome County Paramedics.

INCIDENT INFORMATION: Scott was northbound on US95 in the right hand lane approaching the intersection of 41st St. North where Rumfelt was pulling out from 41st St. North to go southbound on US95. Rumfelt didn&#65533;t see Scott, however Scott saw the car pulling out. He hit the brakes and turned to the left to avoid hitting Rumfelt. The front of the pickup struck the driver side area of the car. Both vehicles turned sideways and the pickup rolled onto its passenger side. Rumfelt was cited for failure to yield.
