On Friday, April 29th, 2011 at 5:35 pm, Idaho State Police investigated a two-vehichle crash on US 93 at milepost 53 just north of the Flying J. Steve Mulberry, age 58 of Twin Falls was southbound on Highway 93 when he stopped his Volvo XC7 SUV in construction zone traffic. Randall Hall, age 59 of Twin Falls was also southbound in a Chevrolet Blazer. Hall became distracted and ran into Mulberry from behind, causing extensive damage to both vehicles. Both drivers were wearing seatbelts and airbags deployed in Hall's vehicle. Mulberry was transported by family to St. Benedict's in Jerome to be evaluated. The southbound lane of US93 was blocked for more than an hour. Officers used the northbound lane to alternate allowing northbound and southboud traffic to pass through. Hall was cited for inattentive driving.

Officers strongly advise using extra caution in construction zones due to constant stop-and-go traffic and other safety factors.

The head to head challenge will begin at 9:00 am at the Idaho State Police Complex in Meridian. There will be a golf cart obstacle course, DUI goggles, a virtual driving simulator, as well as seatbelt and other demonstrations repeated throughout the day.

April is distracted driving awareness month. Currently one of the biggest factors in fatal crashes involving teenage drivers is distractions, including texting and using cell phones. Recently, in Idaho, several crashes have occurred that involved teenagers who were texting while driving. Our goal is to reduce the number of people injured and killed every year in crashes that could have been avoided.

Jerome - Excessive speed causes too many motor vehicle crashes that result in people being seriously injured or dying.

Speeding is an aggressive driving behavior that is consistently a contributing factor in more than one third of all fatal crashes across the state, according to ITD highway safety statistics.

"We want motorists to know that doing simple things like obeying traffic signs, waiting for other drivers, or just slowing down can save your life and the lives of others," said Cecilia Awusie, with ITD's Office of Highway Safety.

"Drivers must recognize what aggressive driving is, understand the risk, and know they will be ticketed if they choose to drive aggressively," Lt. Haight explained. "Those occupants wearing a seatbelt during a speed-related crash increase their chance of survival greatly," says Lt. Haight.

Authorities still seeking information on missing female

Idaho State Police Investigations Region Two, Lewiston

For Immediate Release 04/13/2011

For Information Contact Charlie Spencer, Detective Lieutenant 208-799-5020

Lavina Hietala still missing; Authorities seeking information
On April 7, 2011 Idaho State Police Detectives served a search warrant on the residence of Lavina Hietala in Kamiah, Idaho, seeking evidence concerning her disappearance from the residence on April 1, 2011. Detectives recovered numerous items which will be further analyzed to determine their relevance. Based on the evidence recovered it is unclear whether Lavina's disappearance is the result of foul play. So far Detectives have developed information that indicates Lavina Hietala probably ended up in the Clearwater River, however the details of that information will not be released at this time. Based on the evidence so far, no suspects have been identified in this investigation.

Officers from the Kamiah Marshal's Office, Lewis County Sheriff's Office, Clearwater County Sheriff's Office, and the Idaho County Sheriff's Office have been actively searching the area for Lavina. Due to the potential of her being in the Clearwater River, search efforts have been scaled down. Because of the low water temperature and high water flows it is unlikely Lavina could survive being in the river since April 1. All law enforcement agencies in the area have been advised of Lavina's disappearance.

Lavina Hietala's grandson, Justin Hietala, remains in custody at the Lewis County jail on burglary charges. Detectives contacted Justin who was unable to provide any information concerning Lavina's whereabouts. Because Justin shared the residence with Lavina, Detectives are seeking information concerning the activities of Justin Hietala during the week of March 28, 2011 to April 1, 2011.

Idaho State Police Detectives continue to follow up on various leads and continue to seek any information in this case. The Kamiah Marshals Office, Lewis County Sheriff's Office, Clearwater County Sheriff's Office, and the Idaho County Sheriff's Office continue to provide assistance in this investigation. The Idaho State Police has been in contact with Lavina Hietala's immediate family who has been very helpful and involved in this investigation.

Anyone who may have any information in this case is encouraged to contact ISP Lieutenant Charlie Spencer at (208) 799-5020, or by email at charlie.spencer@isp.idaho.gov.

Distracted Driving
-------------------------------------------
April is Distracted Driving Awareness Month. The Idaho State Police want to remind drivers that it only takes a second for something tragic to happen. If you take your eyes off the road or your hands off the wheel for any reason, even for just a moment, it can lead to a serious or even fatal crash. Distractions put not only the driver at risk, but their passengers, pedestrians, and other drivers as well.

* 20 percent of injury crashes in 2009 involved reports of distracted driving. (NHTSA).

* Of those killed in distracted-driving-related crashes, 995 involved reports of a cell phone as a distraction (18% of fatalities in distraction-related crashes). (NHTSA)

* In 2009, 5,474 people were killed on U.S. roadways and an estimated additional 448,000 were injured in motor vehicle crashes that were reported to have involved distracted driving. (FARS and GES)

* The age group with the greatest proportion of distracted drivers was the under 20 age group - 16 percent of all drivers younger than 20 involved in fatal crashes were reported to have been distracted while driving. (NHTSA)

* Drivers who use hand-held devices are four times as likely to get into crashes serious enough to injure themselves. (Source: Insurance Institute for Highway Safety)

* Using a cell phone while driving, whether it's hand-held or hands-free, delays a driver's reactions as much as having a blood alcohol concentration at the legal limit of .08 percent. (Source: University of Utah)

We want everyone to make it to their destinations safely. Remember that call, e-mail, or text can wait.

Campaign reminds drivers to "Stop Speeding Before It Stops You"

Jerome - Excessive speed causes too many motor vehicle crashes that result in people being seriously injured or dying, so the Idaho Transportation Department is partnering with the Idaho State Police to Stop Speeding Before it Stops You.

An aggressive driving education and enforcement campaign is planned for April 7-18. Law enforcement agencies statewide will step up patrols to catch speeders on all roads in Idaho.

Speeding is an aggressive driving behavior that is consistently a contributing factor in more than one third of all fatal crashes across the state, according to ITD highway safety statistics.

"We want motorists to know that doing simple things like obeying traffic signs, waiting for other drivers, or just slowing down can save your life and the lives of others" said Cecilia Awusie, with ITD's Office of Highway Safety.

New safety messages will be featured throughout the campaign on billboards, radio, and television. A high-visibility enforcement effort will also be important to this spring's safety effort.

"Even one life lost to speeding is one too many" said ISP Patrol Lt. Kevin Haight. "This is why the Idaho State Police is partnering with ITD's Office of Highway Safety to make our highways safer and remind drivers to Stop Speeding Before it Stops You." Over the last three years (2008-2010), 32% of all fatalities and 21% of all serious injuries resulted from speed-related crashes. In the same time period, speed-related crashes resulted in 214 fatalities and 883 serious injuries.

The education and enforcement campaign is funded by a federal grant administered by ITD. The campaign is part of the department's commitment to achieve a goal of zero deaths on Idaho's highways.
