On March 30, 2010 at approximately 6:00 p.m., Idaho State Police investigated a four vehicle crash in Caldwell. Nick J. Nettleton, 23, of Nampa was driving a white 1999 Chevrolet pickup east on Caldwell Blvd near 45th St. Nettleton crossed through the center turn lane and into oncoming westbound traffic.

Sherran A. Davis, 66, of Caldwell was driving a blue 2009 Toyota Corolla west on Caldwell Blvd. Juan E. Capetillo, 34, of Nampa was driving a black 1999 Chevrolet Silverado west on Caldwell Blvd. Davis and Capetillo both attempted to avoid Nettleton, resulting in a collision between their two vehicles.

Tracy J. Schroeder, 34, of Caldwell was driving west on Caldwell Blvd. in a silver 2001 Kia Sportage. In Schroeder's vehicle were passengers Todd L. DeHaven, 44, of Caldwell, and a six year old female child. Schroeder swerved to her right to avoid a collision, but her vehicle was struck in the driver's side by Nettleton's vehicle.

Nettleton's vehicle went over the sidewalk, across the grass, and through the front wall of a house, coming to rest in the living room, striking Faye L. Dunlap, 76, of Caldwell.

All vehicle occupants were wearing seatbelts. Tracy J. Schroeder, her 6 year of age passenger, and Faye L. Dunlap were transported by ground ambulance to St. Alphonsus Regional Medical Center in Boise.

Alcohol is not a factor.

The investigation is continuing.

INCIDENT INFORMATION: Mr. Baugh was travelling northbound on CDA River Road at milepost 1 when he failed to negotiate a left curve. His vehicle left the east side of the road, struck a rocky embankment, dug into the dirt and overturned. Mr. Baugh was located outside his vehicle when emergency crews arrived. He was transported to Shoshone Medical Center then on to Sacred Heart. Alcohol was a factor.

On March 29, 2010 at approximately 10:13 am, the Idaho State Police investigated a one-vehicle fatality crash eastbound on Interstate 84 at milepost 168, near Jerome. Lyndsi Henretty, 15, of Eagle, was driving eastbound in a 2002 Ford Van with her mother Cindy, 50, and three sisters; Haili, 10, Cortni, 12, and Brittini, 17, all of Eagle. Lyndsi drove off the roadway, overcorrected back onto the road and lost control of the vehicle and into the median. The van went into a broad slide and rolled once ejecting Cortni, who was pronounced dead at the scene. The vehicle came to rest on its wheels in the left lane of eastbound traffic which caused the eastbound lanes to be blocked for approximately 3 hours and 15 minutes.

Lyndsi and Haili were transported by ground ambulance to St. Benedicts in Jerome, and Haili was later transported by air ambulance to St. Alphonsus, Boise, with serious injuries. Cindy was transported to St. Alphonsus, Boise, by air ambulance with serious injuries. Brittini was transported to St. Luke's Magic Valley by ground ambulance and later transported by air ambulance to St. Alphonsus, Boise. Lyndsi and her mother Cindy were wearing their seat belts.

Trooper Dahl was assisted by Cpl. Walker, Tpr. Wendler and Lt. Storm, as well as Jerome County Sheriff and Jerome Police Department. Traffic control was provided by the Idaho Transportation Department.

Alcohol is not believed to have been a factor, in the crash that is under investigation by Trooper Dahl.

On Saturday, March 27, 2010, at approximately 2:31 p.m., Idaho State Police investigated a two-vehicle crash at the intersection of Sand Hollow Road and State Highway 72. Jack Santens, 49, of Emmett, was traveling eastbound on State Highway 72 in a silver 2006 Dodge pickup. David Yost, 56, of New Meadows, was traveling northbound on Sand Hollow Road in a white 2009 Ford Ranger and failed to yield upon reaching the intersection, colliding into Santen's vehicle. Both vehicles were totaled. Yost and Santens were both transported to Holy Rosary via ambulance for serious injuries. Yost's passenger, April Yost, 53, also of New Meadows, was treated and released for minor injuries. Seatbelts were worn by all parties. David Yost was cited for careless driving. Idaho State Police were assisted by Payette County Sheriff's Office deputies and EMS as well as New Plymouth Quick Response.

On March 26, 2010 at approximately 7:51 pm, the Idaho State Police investigated a one-vehicle fatality crash northbound on Interstate 15 at milepost 26, near Downey. Lory McFarland, 38, of Roy, Utah, was northbound in a 2001 Mazda Millenia. The vehicle struck debris in the roadway causing the vehicle to roll, landing in the median. McFarland's passenger, Maquelle Madsen, 21 of Draper, Utah, was ejected from the vehicle and succumbed to her injuries at the scene. McFarland's second passenger, Whitney Hartley, 18, of Clinton, Utah, was transported by ground ambulance to Oneida County Hospital where she was treated and released. McFarland was transported by ground ambulance to Portneuf Medical Center with unknown injuries. Seatbelts were worn and alcohol is not a factor.

The crash is under investigation by Trooper Nalder.

On Friday March 26, 2010, Idaho State Police investigated a head on crash at the intersection of Middleton and Orchard in Nampa. The crash, which occurred at 9:30pm, involved a 2007 Chevy Cobalt and a 1999 Ford Explorer.

Nampa police advised that they had received several calls just prior to the crash of a Chevy Cobalt northbound on Middleton Road that was striking poles and mailboxes. The Chevy Cobalt, driven by Lindsay Jones, 25 from Caldwell, was northbound on Middleton Road when she went out of her lane and hit the Ford Explorer head on at the intersection of Middleton and Orchard. Both vehicles came to rest in the middle of the intersection, blocking the road for several hours. The Ford Explorer was driven by 70 year old Martha Persaud, from Nampa.

All subjects were wearing seatbelts and alcohol is a factor in this crash. All subjects were transported to St Alphonsus Regional Medical Center in Boise, including a 9 year old female that was a passenger in the Ford Explorer. The crash is under investigation by Trooper J. Hurley.

INCIDENT: Eaton was northbound on US95 and slowing to make a right turn into a field when Weymouth approached from behind when he realized the tractor trailer with a flatbed lowboy that Eaton was driving was turning and the tractor unit with a chip trailer driven by Weymouth tried to pass on the right. He struck Eatons vehicle on the passenger side fender. Eatons vehicle stopped however the tractor trailer unit driven by Weymouth continued down a slope and rested on the side of the road by a creek. 15 gallons of diesel was spilled but no waterways were jeopardized. There were no injuries. US95 at milepost 349.2 was blocked on and off for approximately 4.5 hours. Investigation continues by the Idaho State Police.

ISP Detective Sergeant Westbrook set to receive the ISP Life Saving Award
On March 25th Idaho State Police Sergeant Ed Westbrook will be recognized and receive the ISP "Life Saving Award" for his efforts during a September 19, 2009, incident.

On September 19, 2009, while off duty preparing to hunt in the China Creek and Wapshilla Ridge area of Craig Mountain, Sgt. Ed Westbrook came across vehicle tracks that led him to believe a vehicle had possibly gone off the road. Upon further investigating the suspicious tracks, Sgt. Westbrook located crash debris down a steep embankment leading up to a crashed vehicle some 750 feet down. Risking his own safety, Sgt. Westbrook traversed down the steep embankment and found a deceased female and then determined there was another severely injured female further down the embankment. Sgt. Westbrook sent his wife to an area where emergency assistance could be summoned with a cell phone while he further attended to the scene. Sgt. Westbrook provided medical assistance including water to the injured female until EMS arrived. Sgt. Westbrook assisted with loading the injured female into a rescue basket and painstakingly carrying her up the embankment while being pulled from the top with rescue ropes. An injured male was also located several hundred yards below the crashed vehicle and Sgt. Westbrook assisted with rescuing the male as well. Risking his own safety, Sgt. Westbrook traversed long distances up and down the steep embankment multiple times to set in place the rescue.

During this incident Sgt. Westbrook exemplified a willingness to assist others with life saving measures at risk to his own safety. Sgt. Westbrook utilized the skills he has obtained over many years as a law enforcement officer to recognize a potential crash and then take the necessary measures to render aid. Sgt. Westbrook demonstrated cohesiveness and leadership during the rescue of the injured and the recovery of the deceased. It was determined the crash had occurred two days prior to Sgt. Westbrook locating the scene. Had it not been for Sgt. Westbrook's actions the injured male and female would have succumbed to their life threatening injuries. Sgt. Westbrook is not only a credit to the citizens of Idaho but also a credit to the Idaho State Police.

High Speed Pursuit in Jerome County

On 3/20/2010, at 9:06 p.m., Idaho State Police Trooper Gates attempted to conduct a traffic stop on a blue Toyota Paseo for two hazardous moving violations and fictitious license plates. The vehicle failed to yield and attempted to elude police in a high speed pursuit reaching speeds of a 100 mph and lasting approximately 40 minutes in length. The pursuit remained in the Jerome County area traveling on multiple county roads in all directions. Jerome County Deputies as well as other ISP troopers assisted in ending the pursuit.

To terminate the pursuit a hollow spike system was laid out near 2700 E and 1010 S. The Toyota went over the hollow spikes, puncturing the two front tires. The Toyota continued to elude police and did not stop. Due to the hollow spike system failing to terminate the pursuit in a timely manner, and in order to ensure safety for everyone involved, Trooper Gates conducted a pursuit immobilization technique (PIT maneuver) on the vehicle. The vehicle spun out of control into the ditch causing it to roll over onto its top in a field.

No one was injured in the crash. The driver of the Toyota was identified as Robert C. Miles of Hazelton, Idaho. He was charged with multiple charges including felony eluding and had a felony and misdemeanor warrant for his arrest due to probation violations out of Minidoka County.

INCIDENT NARRATIVE:
There were three vehicles nearing the intersection of US95 and Lewis Road and about to stop for a minivan that was preparing to turn left (Eastbound) onto Lewis Road from Southbound US95. As the Ford Explorer, 4 Runner, and Ford Focus approached the intersection; The driver of the Ford Focus observed the Hyundai approaching from behind them at a high rate of speed. Hammar swerved onto the shoulder and into a guardrail and then was sideswiped on the drivers side by Aldecoa. The Hyundai then proceeded to strike the rear of the 4 Runner, pushing the 4 runner into the rear of the Explorer. Two occupants of the 4 runner and two passengers in the Hyundai were transported to Gritman Medical Center. Aldecoa was cited for inattentive careless driving.

INCIDENT NARRATIVE: Brown was traveling eastbound on state highway 64 near milepost 25. His vehicle left the roadway for an unknown reason. He traveled approximately 624 feet down the steep embankment, crashing into a rock, and vaulting into the creek. The driver was pronounced dead at the scene. On Saturday March 20, 2010, at approximately 2:45 p.m. (MDT), the Idaho State Police investigated a single vehicle crash on US95 at milepost 189, near Pollock, Idaho. A 1998 Toyota Tacoma, being driven by Zechariah Hoffenreich, age 22 of Kooskia, Idaho, was headed northbound on US95, when he took his eyes off of the road and struck a rock embankment on the side of the road. Hoffenreich's vehicle then rolled and blocked both lanes of US95 for approximately 2 hours. Hoffenreich and his passenger, Erika Malmstrom, age 19 of Seattle, Washington, were both wearing their seatbelts and airbags did deploy, but were both transported to Syringa Hospital in Grangeville for treatment of their injuries. Hoffenreich was cited for inattentive driving.

Corporal Boll investigated the crash and was assisted at the scene by Trooper Clark and Idaho Fish and Game officers.

March 18, 2010, at approximately 4:30 p.m., Idaho State Police investigated an injury crash near the intersection of Middleton Rd. and Linder Rd. in Canyon County involving two vehicles. James Weast, 61, of Caldwell, ID was traveling south on Middleton Road in a semi pulling two gravel trailers. Maria Gonzalez-Pineda, 31, of Caldwell, ID was stopped on the right shoulder of the northbound traffic lane. Gonzalez-Pineda attempted to make a U-turn in the roadway, pulling directly in front of Weast's vehicle. Weast's vehicle struck Gonzalez-Pineda's vehicle in the area of the front passenger door.

Gonzalez-Pineda was transported by air ambulance to St. Alphonsus Hospital in Boise, ID. Gonzalez-Pineda was not wearing a seatbelt. Weast was not injured. Weast was wearing a seatbelt.

The investigation is continuing.

On March 14, 2010 at 9:27 p.m. the Idaho State Police investigated a two vehicle injury crash at the intersection of Galloway Road and Emmett Road near Middleton.

A 1995 Ford F150 was traveling eastbound on Galloway Road when the driver failed to stop at the stop sign. Upon entering into the intersection, the Ford collided with a 1994 Chevrolet C15, which was traveling southbound on Emmett Road. Both vehicles came to rest in the southeast corner of the intersection causing damage to a power pole.

The driver of the Chevrolet, Julio Rayo-Ruiz, 36 of Caldwell, was transported by ground ambulance to West Valley Medical Center.

The male driver of the Ford, who has not yet been positively identified, was transported by air ambulance to St. Alphonsus Regional Medical Center. His passenger, Juan R. Rivera-Ibarra, 35 of Ontario, was also transported by ground ambulance to West Valley Medical Center.

None of the injuries sustained in the crash are life-threatening and alcohol is believed to be a factor.

This crash is still under investigation by The Idaho State Police. Cpl. Gripton was assisted at the scene by Sgt. Stauffer, and Trooper Hurley, as well as Canyon County Deputies.

On Sunday March 14, 2010, at approximately 3:25 a.m., the Idaho State Police investigated a one vehicle rollover crash southbound on Interstate 15 at milepost 88. Gerardo Hernandez-Mejia, 27 of American Falls, was traveling south in his 1997 Chevrolet Tahoe when he lost control of his vehicle while going over a bridge, striking the guard rail. His vehicle went off the road and rolled, ejecting Hernandez-Mejia. Hernandez-Mejia was taken by ground ambulance to Bingham Memorial Hospital where he died from injuries sustained in the crash. At this time weather is believed to be a factor.

This crash is still under investigation by the Idaho State Police with assistance from the Bingham County Sheriff's office.

On March 12, 2010 at 4:08 pm, Idaho State Police investigated a two-vehicle injury crash on US93 at milepost 264, near Challis. Margaret Churchwell, 48, of Emmett, Idaho was traveling northbound on US93 in a 1997 Jeep Grand Cherokee, when for unknown reasons the vehicle left the right side of the roadway. Churchwell overcorrected causing the vehicle to cross into the southbound lanes hitting a delivery van head-on driven by Gregory Cooper, 43 of Boise. Cooper was treated and released by ambulance personnel at the scene. Churchwell was taken by Air Ambulance to Saint Alphonsus Regional Medical Center in Boise, Idaho where she is in critical condition. Idaho State Police was assisted by Custer County Sheriff, Lemhi County Sheriff, Idaho Transportation Department, Challis Ambulance, Elk Bend QRU, and North Custer Fire Department. The crash is under investigation by Corporal Hedges.

Incident US95 at mp444

On March 12, 2010, at approximately 7:15 a.m., officers with the Idaho State Police were investigating a crash that had occurred on US 95 at mile post 444. Officers discovered a hostage situation inside of the vehicle as Damien Bunch (of Spokane WA.) was holding a knife to the throat of Deanna Lafrombois (also of Spokane WA.). US 95 was closed for approximately 30 minutes while officers negotiated the release of Lafrombois (29 years of age), and took Bunch (27 years of age) into custody. Lafrombois was transported to the Kootenai Medical Center where she was treated for cut wounds. Bunch has been charged with kidnapping, aggravated battery, aggravated assault, violation of a protection order, and possession of methamphetamine. Additional charges may be forthcoming.

Beginning this week, the Idaho State Police will be increasing their DUI patrols through the 22nd of March. Grant money from the Office of Highway Safety allows ISP officers to work days off to take part in a nationwide effort to reduce impaired drivers and reduce the collisions caused by them. The increased DUI patrols will be worked in strategic areas and on evenings likely to encounter impaired drivers. These mobilization patrols are strict and follow the National Highway Traffic Safety Administration (NHTSA) drunk driving slogan, "Drunk Driving: Over the Limit. Under Arrest." Idaho has a per se law of .08 Blood Alcohol Content (BAC) by breath or blood. Troopers working these shifts will be utilizing mobile breath testing equipment that allows for a faster return of the driver's BAC.

On Thursday, March 11,2010, at approximately 5:30pm, the Idaho State Police investigated a two vehicle crash southbound on US 93 at the 55 mile marker in Jerome. Brandon Worring, 17 of Jerome, was driving northbound on US 93 when he attempted to make a left turn onto 400 S. Worring turned in front of Rafael Godoy, 34, also of Jerome, who was driving southbound on US 93. Godoy struck Worring's vehicle causing it to leave the roadway and come to rest in the barrow pit. A passenger in Worring's vehicle, 17 year old Melton Hernandez, received minor injuries. The southbound lane was blocked for approximately one and a half hours.

All subjects were wearing seatbelts, and alcohol was not a factor in the crash.

The crash is being investigated by trooper M Dahl.

On Wednesday, March 10, 2010, at approximately 10:45 p.m., Idaho State Police investigated a one vehicle rollover crash. Steven E. Toone, 69, of Willard, UT was traveling on a 4 wheeler ATV northbound on Smith Canyon Road, approximately three to four miles south of Dempsey Creek Road, near Lava Hot Springs, ID. Mr. Toone lost control of the vehicle on a slick, snow-covered road, causing the vehicle to roll over. Mr. Toone was thrown from the vehicle. He was pronounced dead at the scene.

The investigation is continuing.

INCIDENT NARRATIVE: Proctor was travelling southbound on US 95 near milepost 353 when he turned right onto Viola Road with enough force to break one of the chains/binders securing the cargo bin. The resulting shift of the cargo bin caused the vehicle to roll onto its drivers side, spilling the load of fertilizer onto the eastbound lane of Viola Road. The investigation of the incident determined the chains used to secure the cargo bin were of insufficient size to properly secure the cargo bin. Proctor was cited for a Federal Motor Carrier Violation for improperly securing the load. Wilbur-Ellis Corporation cleaned up the fertilizer spill.

�Officer On A Train� and �Adopt A Crossing�

On Tuesday March 9, 2010, City, County and State Law Enforcement Officers will be conducting an �Officer On A Train� and �Adopt A Crossing� enforcement operation.

The purpose of this enforcement operation is to increase public awareness of the potential dangers that exist at highway railroad intersections and eliminate driver actions that can have tragic consequences, by enforcing the traffic laws that pertain to these intersections. The enforcement program is one of three parts of the Operation Lifesaver effort, which include engineering and education, designed to eliminate car train collisions.

During the �Officer On A Train� enforcement effort, one officer is placed in the lead locomotive of a train as a spotter. This officer observes traffic approaching the highway rail intersections as the train proceeds down the tracks. Other officers pace the train or are parked at specific locations. When a motorist is observed violating the laws pertaining to a highway rail intersection, the officer on the train radios one of the chase cars which stops the motorist, explains the dangers and issues a citation.

With the �Adopt A Crossing� approach, City, County and State Law Enforcement officers from throughout Northern Idaho will pick a crossing within their jurisdiction and enforce the laws that pertain to the crossing.

In 2009, there were 10 collisions resulting in 4 people injured and no fatalities, compared to 18 collisions, 6 people injured and 2 fatalities during 2008. Four pedestrians where also hit by trains while trespassing on railroad property in 2009 resulting in 3 fatalities and 1 seriously injured. This year to date, there have been 4 crashes at highway rail intersections.

Since 1990, the �Officer On A Train� and �Adopt A Crossing programs have been instrumental in helping reduce the number of car train collisions in the state. City, County and State law enforcement, State and Federal agencies, along with the private business and the railroads that operate in the state sponsor the Idaho Operation Lifesaver program.

On Sunday, March 07, 2010, at 6:06 am, Idaho State Police and Jerome County emergency crews investigated a one-vehicle rollover crash on Interstate 84 near mile marker 182 and the Kimberly exit. Andrew Fontanilla, 17, of Nampa, and his passenger, Nolan Le Fevre, also 17 of West Jordan, Utah, were westbound in the left lane when Fontanilla looked away from the roadway. When he realized he was drifting onto the shoulder, he overcorrected, causing the black 1992 Honda Civic to broadside slide into the median where it rolled. The vehicle came to rest on the eastbound side, blocking both lanes. Fontanilla, who was wearing his seatbelt, was transported by ground ambulance to St. Luke's Magic Valley Regional where he is in stable condition. Le Fevre, who was not wearing a seatbelt, was ejected. He was also taken to St. Luke's by air ambulance in critical but stable condition. He will be transferred later today to the University of Utah Medical Center. Traffic was blocked for approximately two and a half hours while crews investigated at the scene.

INCIDENT NARRATIVE: Peterson was travelling southbound on US95 at milepost 278 when she crossed in to the northbound lane. Nuttall was headed northbound in a semi tractor and trailer. Nuttall swerved to avoid Peterson by going in to the southbound lane. Peterson struck the tractor and trailer causing her vehicle to flip down an embankment landing in a ditch. The semi tractor and trailer completely blocked the highway for 2.5 hours. The roads were bare and dry. Peterson was transported to St Marys Hospial in Cottonwood. She was treated and released. The crash is still under investigation.

On Saturday, March 6, 2010, at approximately 1:09 p.m., Idaho State Police investigated a three-vehicle crash that occurred eastbound on Interstate 84 at milepost 52, near the Orchard exit. Gary Wilson, 56 years old, of Boise, driving a gold 2004 Toyota Tundra, attempted to merge into traffic as a green 1997 Toyota Corolla, driven by Hannah Barnes, 16 years old, of Boise, slowed due to traffic conditions. A semi, driven by Mark Livers, 40 years old, of Randle, Washington, was following both vehicles and was unable to stop before striking Wilson's vehicle, pushing the pickup into Barnes' vehicle. Barnes was transported via ambulance to St. Luke's Boise with non-life threatening injuries. This crash is still under investigation by the Idaho State Police at this time. Idaho State Police were assisted by Ada County EMS and fire crews.

On March 1,2010 at approximately 19:34 p.m., Eaity Emich succumbed of his injuries.

On March 1, 2010, at approximately 9:45 a.m., the Idaho State Police investigated a one vehicle rollover crash on eastbound I84 near milepost 197 near Hazelton. A 2008 black Chevy Cobalt was traveling eastbound on I84 when the driver, Rex Sanasan, 20 of Clinton, UT fell asleep at the wheel. The vehicle veered off the roadway into the median, causing the driver to wake up. The driver overcorrected the vehicle causing it to roll back onto the roadway. The driver and front passenger, Kevin Elimo, 17 of Utah were both wearing their seatbelts. The other three passengers, seated in the rear were not wearing their seatbelts and were all ejected from the vehicle. Two of the rear passengers, Bennett Berry, 22 of Utah and Keio Takky, 9 of Utah were transported to Minidoka Memorial Hospital with serious injuries. The driver Rex Sanasan and his passenger, Kevin Elimo, were transported to St. Luke's Magic Valley Regional Medical Center in Twin Falls with non critical injuries. Eaity Emich, 17 of Utah, the third rear passenger, sustained the most severe injuries and was transported by ground ambulance to Magic Valley, and then life lighted to St. Alphonsus Regional Medical Center in Boise. The eastbound lanes were shut down for approximately 3-4 hours to allow for emergency vehicles and an investigation of the crash. The Jerome County Sherriff's Office and fire and medical personnel from Jerome and Minidoka Counties assisted in the crash. An investigation is ongoing with pending charges for the driver; alcohol was not a factor. The Idaho State Police wants to remind people to wear their seatbelts and pull over if you are getting tired.
