September Seatbelt Campaign

During the month of September, the Idaho State Police will be stepping up their efforts to get the message out to drivers to buckle up. Troopers will be focusing their attention on seat belt violations as well as aggressive driving behaviors. If you are caught not wearing your seat belt, you will be cited.

Many drivers either don't realize or consider the fact that there are three collisions involved in a single crash. The first collision is the vehicle striking another object. The second collision involves the individuals hitting objects or other humans inside the vehicle and the third collision are the internal organs hitting other organs, bones or even the inside of the skull. The most dangerous part of a crash is not the initial collision but the human and internal collisions. Individuals are thrown around inside the vehicle hitting steering wheels, windshields, center consoles or they are ejected out of the vehicle striking outside objects or being crushed by their own vehicle.

Safety restraints, whether they are seat belts or child safety restraints, are designed to hold individuals inside the vehicle and in place so their injuries, if any, are minimized. In order to do this they must be worn properly across the hips and shoulders. If not worn properly, you are more likely to suffer serious injury or death.

"Click It, Don't Risk It!" is more than a slogan. It's a reminder that the seat belt law is strictly enforced in the state of Idaho.

On August 24, 2010, Idaho State Police Region Four Trooper James Kilton, will be presented with the Idaho State Police Medal of Valor. The Medal of Valor is the highest award of honor bestowed on a sworn officer, and is given in recognition of an act of selfless bravery under extreme conditions and above and beyond duty requirements.

On June 6, 2010, Trooper Kilton observed a vehicle speeding at 107 mph in a 45 mph construction zone. Before Trooper Kilton had an opportunity to stop the speeding vehicle, the driver of the vehicle lost control, exited the roadway, and crashed into a canal full of water. The crash occurred at 5 a.m., and because it was dark, Trooper Kilton tracked the vehicle's path into the water, through grass and weeds. Trooper Kilton found the car mostly submerged in the canal and heard the driver yelling for help. Without regard for his safety, Trooper Kilton entered the cold, dark canal, freed the trapped driver, and brought the driver to shore seconds before the vehicle settled and became completely submerged.

For his quick thinking and selfless heroism, which indisputably saved the life of the driver, Trooper Kilton will receive the Medal of Valor in a presentation and award ceremony on August 24, 1 p.m., at the Region 4 Idaho State Police office, at 218 West Yakima, in Jerome, Idaho. You are cordially invited to attend the ceremony, and join the Idaho State Police in honoring Trooper Kilton for selfless actions.

Sincerely,

Captain Robert Storm
Commander, Region 4
