On Friday October 30, 2009, at approximately 7:47 p.m., a single vehicle crash occurred on the southbound lanes of Interstate 15 at milepost 81, near Fort Hall. A 1996 Honda Civic, being driven by Megan McShane, age 23 of Provo, Utah, was headed northbound on Interstate 15 when she lost control of her vehicle and went into the median. The vehicle rolled several times coming to rest in the southbound lanes. McShane was transported to Portneuf West Medical Center in Pocatello for minor injuries. She was wearing her seatbelt at the time of the crash. Alcohol was not a factor in the crash.

The crash remains under investigation by Tpr. Nakashima.

On October 30, 2009, at approximately 5:04 p.m., Idaho State Police attempted to initiate a traffic stop eastbound on Interstate 84 near milepost 38 on a vehicle that was observed being driven in a manner indicating that the driver was intoxicated. The driver refused to stop, and continued travelling at low speeds - approximately 50-58 miles per hour- on the interstate. From the onset of the attempted stop, the driver did not endanger other motorists.

Idaho State Police officers were able to set up ahead of the vehicle, and successfully deployed a hollow spike system. The vehicle came to a stop on the right shoulder of the interstate, prior to the Meridian off ramp at exit 44.

The driver, James Maskers, 53 years old, of Boise, ID was taken into custody. Maskers was charged with felony DUI, resisting arrest, eluding an officer, and driving while suspended.

During this incident, a Meridian Police Department vehicle and an Idaho State Police vehicle collided in the westbound emergency lane on the shoulder by the median. There were no injuries from this collision.

On October 29, 2009 at approximately 7:34 p.m., Idaho State Police responded to a one-vehicle fatality crash northbound on US95 at mile marker 171, north of New Meadows.
William E. Kendrick, 68 of Bullhead, Arizona, was traveling southbound on US95 when he encountered ice and freezing rain.
Kendrick's vehicle went off the road and collided with an embankment causing it to rollover.
William died at the scene as a result of his injuries. His passenger Judy K. Kendrick, age 68 and also of Bullhead, Arizona, was transported to McCall Hospital to be treated for her injuries. Both were wearing their seatbelts and airbags were deployed.
The northbound lane of travel was blocked for several hours while crews worked to remove the wreckage.
The crash is still under investigation by Corporal Boll who was assisted by Trooper Anthony.

On October 29, 2009, at approximately 4:50 p.m., Idaho State Police responded to a one vehicle rollover. Kevin L. Scott, 39 years of age, of Middleton, ID was driving a cement pump truck westbound on Interstate 84, near milepost 52.3, between the Vista and Orchard exits. Scott was slowing for traffic when he lost control of his vehicle and went into the median where the vehicle flipped onto its right side.

The left lane was blocked from the time of the crash until approximately 10:00 p.m. All westbound lanes were completely blocked at two different times for removal of the truck.

Scott was wearing a seatbelt at the time of the crash and was not injured. There were no other vehicles involved in this crash. Scott was cited.

On Thursday, October 29,2009, at approximately 9:10 a.m., Idaho State Police and Jerome County Deputies responded to a single vehicle rollover at the intersection of 200 North and 100 West Road in Jerome County, Idaho. Gerald Leggit,age 73,of Jerome, was traveling eastbound on 200 North Road in a 1997 Pontiac Bonneville. For unknown reasons, Leggit drifted into the westbound lane, overcorrected and lost control. The Pontiac rolled once before coming to rest in a field. Leggit was transported to St. Luke's Magic Valley Regional Medical Center, then later to St. Alphonsus Regional Medical Center in Boise. Leggit is in critical condition. Alcohol is not believed to have been a factor in the crash. The incident is still under investigation by Tpr. Gates with assistance from Sgt. Haight. Idaho State Police would like to remind drivers to buckle up.

Due to the overwhelming response the Idaho State Police will be holding another Road Safe Class on Saturday, November 21, 2009 at 9:00 a.m. The Saturday, November 7, 2009 at 12:00 p.m. class is just about full. The classes are held at the Idaho State Police Region Office at 615 W. Wilbur Ave. in Coeur d Alene. (Meeting Room A & B)

This is the seventh year that this award-winning program has been offered year round to the public.

This is a classroom setting designed to educate drivers of all ages on the typical problems associated with winter road conditions in Idaho. The class consists of a power point presentation and video on safe driving tips as well as to prepare for the winter driving season. Other topics discussed will be how to deal with aggressive drivers on the roadways, DUIs, and other driving problems and situations. The class will last for approximately 2 1/2 to 3 hours.

No cost for the class.

On October 27, 2009, at approximately 11:00 a.m., the Bonneville County Sheriff's Office and the Idaho State Police investigated a two-vehicle serious injury crash on Sunnyside Road approximately one mile east of 60th East in Bonneville County.

Michael Joseph Hobbie, 56 YOA of Idaho Falls, was operating a 2003 Peterbilt tractor and was pulling a 48-foot box trailer (owned by Bonneville County Road and Bridge). Mr. Hobbie was traveling west on Sunnyside Road when he collided with an eastbound 2006 BMW 330i being driven by Brett Comish Skidmore, 38 YOA of Idaho Falls.

Mr. Hobbie was wearing a seatbelt and was uninjured in the collision. Mr. Skidmore was seriously injured and was transported to Eastern Idaho Regional Medical Center by Idaho Falls ambulance. The airbags in Mr. Skidmore's vehicle deployed and it is unknown if he was wearing a seatbelt.

The crash is still under investigation.

On October 27, 2009 at approximately 4:00 a.m., the Idaho State Police responded to a vehicle versus pedestrian crash westbound on I84 at mile marker 176, in Jerome County.

Ricky T. Swensen, 44 of Heyburn, apparently had problems with his vehicle while traveling westbound on Interstate 84. Swensen left his vehicle and was walking in the westbound lane of I84, when he was struck by a semi pulling three trailers being driven by Richard F. Gebhardt, 64 of Meridian.

Swensen was thrown onto the north side of the interstate, and was pronounced dead at the scene. Gebhardt was wearing his seatbelt and was not injured. Alcohol is not believed to be a factor in this crash.

The incident is under investigation by Tpr. Pohanka with assistance from Sgt. Haight, Master Specialist Winn, Tpr. Kilton and the Jerome County Sheriff's Office.

INCIDENT INFORMATION: A Semi with empty fuel trailers was NB on US95@307 when it struck a cow in the roadway. The collision damaged to the front axle of the semi, causing it to lose control and cross the median and the SB lanes, into the shoulder and a patch of trees. The semi struck 2 trees and came to rest in the goose habitat park 150 feet off of the road. The rear trailer ended up on its side. The roadway was not blocked; the semi had extensive damage and spilled approximately 75 gallons of diesel fuel.

On October 26,2009 at approximately 8:00 am, The Idaho State Police responded to a two vehicle crash on 405 South and 250 East near Burley. Dennis Crane, 60 of Burley, was driving a GMC feed truck southbound on 250 East Rd. Crane was turning left into the feed lot at that location. Julio Rodriguez, 44 of Rupert, was traveling southbound on a Kawasaki motorcycle. Rodriguez was trying to pass Crane and for unknown reasons lost control of the motorcycle and slid into the left rear tire of the truck. Rodriguez was transported to Cassia Regional Medical Center with extensive injuries. Rodriguez was later life flighted to St. Alphonsus Regional Medical Center in Boise. Rodriguez was not wearing a helmet at the time of the crash.
The crash is still under investigation at this time.

At approximately 9:12 last night, October 24th, 2009, an injury crash occurred westbound on I84 at milepost 28.5 near the Franklin Rd. interchange in Caldwell. Isai Zaragoza-Avonce, age 20 of Caldwell was traveling westbound when, for reasons still under investigation, his vehicle went off the right side of the road and rolled several times. Zaragoza-Avonce and several minor children were treated at West Valley Medical Center and St. Alphonsus. All were treated and released with the exception of one 3-year-old, who remains at St. Alphonsus with minor injuries. Another passenger, 18 year-old Melinda Salscido, was transported to St. Alphonsus, where she remains in critical condition. Melinda was 26 weeks pregnant, and the baby was delivered. The child is considered to be in critical condition as well. The right lane of travel was blocked for roughly two hours as a result of the crash. Alcohol is not thought to have been a factor, and only one of the minor passengers in the vehicle was wearing a seat belt. The investigaion is ongoing by Trooper J. Klitch with assistance from Troopers Beckner, Sly, Avery, and Sgt. Dye, as well as Canyon County Deputies and Paramedics.

INCIDENT NARRATIVE: Bonner was traveling East bound on US2 near milepost 68.4 when she drove off the right shoulder for an unknown reason. Bonner came back onto the roadway, overcorrected and drove back off the right shoulder striking a tree. The right-front of the vehicle then impacted an embankment. The vehicle rolled once and landed on its wheels. Bonner was ejected from the vehicle.

Yesterday (Thursday October 22, 2009), at approximately 3:40 p.m., ISP Motor officers Sgt. Chris Duggan and Cpl. Jon Vance were struck and injured while in the median on Interstate 84 at milepost 58, near Micron. The officers were performing stationary patrol in the median when a westbound 2005 Chevrolet Colorado pickup driven by David Paul Turnovec, 29 years old of Buhl, Idaho, left the road and struck the officers and their motorcycles.

Both officers were transported to St. Alphonsus Hospital to be treated for non-life threatening injuries. Cpl. Vance was treated and released last evening, while Sgt. Duggan was held overnight for treatment and observation. Sgt. Duggan's injuries include a broken leg. Sgt. Duggan has served 19 years with the Idaho State Police and Cpl. Vance has served 6 years.

Turnovec was uninjured and has been charged with two counts of Aggravated Battery on a Law Enforcement Officer and one count of Use of a Deadly Weapon during the Commission of a Felony. He is currently being held at the Ada Co. Jail. The investigation is ongoing by ISP detectives and patrol officers, with assistance from allied agencies. At this point, all indications are that the actions by Turnovec were intentional and that he acted alone.

On October 21, 2009 at 10:57 p.m., Idaho State Police along with Jerome County, City, Fire and Paramedics responded to a one-vehicle rollover fatality crash westbound on I84 at mile marker 169, in Jerome.

Sean K Carey, 19 of Jerome, was traveling westbound on I84 when he drifted off the left side of the road and into the median. Carey, who was driving a 1998 Jeep Wrangler, overcorrected coming back onto the roadway causing the vehicle to overturn where it came to rest on its top in the left lane of travel.

Carey died at the scene as a result of his injuries. He was wearing his seatbelt. The westbound lanes of travel were blocked for several hours while crews worked to remove the wreckage.

Initial investigation into the crash shows that Carey possibly fell asleep at the wheel. Idaho State Police reminds drivers to pull over at a safe location and rest if you become tired while driving.

This crash is still under investigation by the Idaho State Police. Trooper Wendler was assisted at the scene by Sergeant Oliver and Trooper Troy DeBie.

On September 20, 2009, at approximately 04:19 hours, the Idaho State Police investigated a one vehicle rollover crash involving Brycen Blackburn. Since the crash the investigation has been ongoing by the Idaho State Police. The Idaho State Police investigators involved in this case have been working hard to determine the cause of the crash and to locate the White Volkswagen Jetta involved in a secondary crash with Blackburn. The following information is an update to the facts of the case, which are known to this date.

Brycen Blackburn was traveling northbound on I-15 near milepost 95.5, in Bingham County, Idaho. Blackburn drove his 1990 Toyota off the left shoulder of the road, overcorrected, and swerved back onto I-15. Blackburn lost control of his vehicle, overcorrected again and drove into the center median. Blackburn's' vehicle rolled through the median and came to rest upside down on the East shoulder of the southbound lanes of I-15. Blackburn's body ended up approximately 100 feet north of his 1990 Toyota in the right lane on the southbound side of I-15.

Toxicology tests indicate that Blackburn had a blood alcohol level over the legal limit at the time of his crash. An autopsy was performed on Blackburn and the results were inconclusive as to whether Blackburn died as a result of the initial crash or due to the secondary impact with the unidentified White Volkswagen Jetta.

The Idaho State Police is still very interested in finding the White 93-95 Volkswagen Jetta involved in the secondary crash with Brycen Blackburn. We want to thank the public for the information and leads we have received so far.

On Tuesday, October 20, 2009 at 4:10pm Idaho State Police Trooper Nalder conducted a traffic stop on northbound Interstate 15 at mile post 7 in Oneida County. Leatha Greeson, age 61 of Blackfoot, was pulled over for a traffic violation, but for unknown reasons decided to leave the scene heading northbound on Interstate 15. Trooper Nalder pursued her at traffic speeds until spikes could safely be deployed and she was stopped at mile post 72, by Chubbuck. Greeson is in custody and facing charges of resisting and obstructing officers, as well as eluding. Further investigation is ongoing at this time.

INCIDENT NARRATIVE: The Idaho State Police investigated a two vehicle injury crash on US 95 at Dalton Avenue on Wednesday night about 11 pm. Jean Kachner, of Coeur d Alene was southbound on US 95 in a green Saturn car when she collided with Rahana Zellars, also of Coeur d Alene. Zellars had been westbound on Dalton Avenue in a maroon Ford van. Both drivers claimed to have had a green light to proceed through the intersection.

Both drivers were taken to Kootenai Medical Center with injuries. Seatbelts were worn by both and alcohol was not involved.

The Idaho State Police is continuing its investigation. ISP is requesting anyone who may have witnessed the collision to contact Corporal Ron Sutton at 208-772-8585.

On October 12, 2009 at approximately 7:45 am, Idaho State Police responded to a two vehicle fatality crash on Arbon Valley Highway, near American Falls. John Knighton III, 26, of Texas and passenger Timothy Smith, 42, of Litchfield, CA attempted to make a left hand turn out of a private driveway. He was struck by Robert Mounce, 62, of American Falls, and passenger Mary Mounce, 62, of American Falls. Mounce was driving south bound on Arbon Valley Highway and Knighton was attempting to turn north bound when he was struck midpoint on the trailer. Robert Mounce died on scene from impact. Mary Mounce was taken by ambulance to Portneuf West Medical Center with serious injuries. All parties where wearing seat belts at the time of the crash.
Crash is still under investigation at this time. Cpl Rausch was assisted by Tpr. Bake, Tpr. Williams, Tpr. Sweat, Sgt. Winans, and Power County sheriff's office.

US26 is now open in both directions after a fuel tanker overturned just west of the overpass on I84 at Milepost 141 near Bliss. At approximately 6:10 am, Russell Sherman, 49, of Filer, missed his turnoff to Hagerman and attempted an unlawful u-turn at the Bliss exit. He was unable to execute the turn and the Kenworth tractor and Beall trailer separated. The trailer flipped one and a half times landing off the roadway. 1000 gallons of fuel have leaked into the dirt. US26 was closed for approximately eight hours as the Idaho State Police, with the assistance of the R5 Regional Hazmat Team and Gooding County Sheriff Department, investigated.

"Officer On A Train" and "Adopt A Crossing"

On Tuesday October 13, 2009, City, County and State Law Enforcement Officers will be conducting an "Officer On A Train" and "Adopt A Crossing" enforcement operation in North Idaho.

The purpose of this enforcement operation is to increase public awareness of the potential dangers that exist at highway railroad intersections and eliminate driver actions that can have tragic consequences, by enforcing the traffic laws that pertain to these intersections. The enforcement program is one of three parts of the Operation Lifesaver effort, which include engineering and education, designed to eliminate car train collisions.

During the "Officer On A Train" enforcement effort, one officer is placed in the lead locomotive of a train as a spotter. This officer observes traffic approaching the highway rail intersections as the train proceeds down the tracks. Other officers pace the train or are parked at specific locations. When a motorist is observed violating the laws pertaining to the approaching intersection, the officer on the train radios one of the chase cars, which stop the motorist, explain the dangers and issue a citation.

With the "Adopt A Crossing" approach, City, County and State Law Enforcement officers from throughout Southeast Idaho will pick a crossing within their jurisdiction and enforce the laws that pertain to the crossing.

During 2008, there were 20 car train collisions resulting in 2 people injured and 2 fatalities. This year to date, there have been 5 car train collisions reported, resulting in 2 people injured.

Since 1990, the "Officer On A Train" and "Adopt A Crossing" programs have been instrumental in helping reduce the number of car train collisions in the state. City, County and State law enforcement, State and federal agencies, along with the private business and the railroads that operate in the state sponsor the Idaho Operation Lifesaver program.

Approximately 600 to 700 gallons of fuel have leaked into the dirt. Bliss School has been closed and 5 homes in the area as well as Amber Inn and Ziggy?s Gas Station have been evacuated. R5 Regional Hazmat Team is on scene. Idaho State Police is investigating this incident with the help of Gooding County Sheriff Department.

Issler was pulling out of the casino entrance and failed to yield to an oncoming pickup driven by Kovisto headed NB on US95. Issler pulled out in front of Kovisto and the pickup struck the passenger side of Isslers vehicle. The passenger of vehicle one was transported to St. Josephs Hospital with minor injuries.

On October 10, 2009, at approximately 7:18 p.m., Idaho State Police responded to a one vehicle rollover crash on Interstate 15 at milepost 49, approximately 2 miles north of McCammon, Idaho. The vehicle involved was one from a caravan of four buses carrying students from the American Fork High School marching band out of American Fork, Utah. There were approximately fifty students, as well as two adults, plus the driver on board the bus.

The preliminary investigation indicates that the driver had a medical condition which caused the crash. There is one female adult who is a confirmed fatality from this crash. The name of the victim is not being released at this time. Two students were transported by Lifeflight to Portneuf West Medical Center in Pocatello, Idaho. Their injuries are not life-threatening. The other students from the bus will also be taken to Portneuf West Medical Center where they will be checked by medical personnel before being released.

STUDENTS FROM THIS CRASH HAVE NO LIFE-THREATENING INJURIES.

Idaho State Police is being assisted by Bannock County Sheriff's Office, Bannock County Search and Rescue, Idaho Transportation Department, Pocatello Ambulance, Lava Hot Springs Ambulance, and Inkom Quick Response Unit.

The investigation is continuing.

On October 09,2009 at approximately 8:50 pm, The Idaho State Police responded to one vehicle fatality crash on Dry Buck Road by Cut off Road, near Gardena. Stevi Thurman, 23, of Boise was traveling on a gravel road in a Dodge Dakota pickup southbound on Dry Buck by Cut off Road. For unknown reasons, Thurman lost control of the vehicle and rolled down an embankment. Thurman died on scene of the crash. Michael Brunson, 23, of Emmett and Derik Thayer, 22, of Emmett were the passengers and were lifeflighted to St. Alphonsus Regional Medical Center in Boise with serious injuries.
Speed and alcohol are believed to be a factor in this crash. None of the subjects were wearing seatbelts. Crash is still under investigation at this time. Trooper Ketchum was assisted by Trooper Avery and Boise County Sheriff' Office.

On Wednesday, October 7, 2009, at approximately 10:30 am, the Idaho State Police was contacted by the US Marshall's office out of Montana and given information that Byron Kancillia, who was wanted on three felony warrants, and reported as armed and dangerous was possibly passing through southern Idaho. At approximately 11:34 am, Sergeant Haight spotted the vehicle westbound on Interstate 84 at milepost 127, near King Hill. Sergeant Haight followed the vehicle, a black 2003 Ford F350 pickup, which exited at milepost 121, and proceeded south in to Glenns Ferry. The vehicle was stopped at the intersection of Idaho Avenue and Atlantic Street where the suspect was taken into custody without incident, and transported to the Elmore County Jail. Sergeant Haight was assisted by Trooper Pohanka and Elmore County Deputy Hensley.

Road Safe Classes

Summer has ended and Fall has arrived. The 2009/2010 winter season is soon to be upon us. The Idaho State Police will be holding a Road Safe Class on Saturday, October 24, 2009 at 9:00 a.m. and November 7, 2009 at 12:00 pm. The classes will be held at the new Idaho State Police Region Office at 615 W. Wilbur Ave. in Coeur d Alene. (Meeting Room A & B)

This is the seventh year that this award-winning program has been offered year round to the public.

This is a classroom setting designed to educate drivers of all ages on the typical problems associated with winter road conditions in Idaho. The class consists of a power point presentation and video on safe driving tips as well as to prepare for the winter driving season. Other topics discussed will be how to deal with aggressive drivers on the roadways, DUIs, and other driving problems and situations. The class will last for approximately 2 1/2 to 3 hours.

No cost for the class.

On Sunday, October 4, 2009, at approximately 9 am, a semi crash occurred at the Westbound I84 Franklin/City Center exit. While taking the exit, Jeremy Smalley of Wilsonville, Oregon, lost control and hit the jersey barrier on the left shoulder. Smalley overcorrected his Rite Aid Company Freightliner and the trailer spun out making it the lead unit. The semi then went across both lanes of travel onto the right shoulder where the cab hit the cement wall and both the cab and trailer were on their sides and separated. A seatbelt was worn and speed is a factor. Smalley was treated at released from St. Alphonsus with minor injuries. The crash is being investigated by Trooper Higley with assistance from Master Corporal Robertson and Boise City Police.

On October 4 2009, at approximately 6:36 a.m. the Idaho State Police responded to a semi rollover. Boyd Young, 66, Nampa, was traveling eastbound on I84@25.7 near Caldwell in a 2007 Sterling semi. Young drove off the right side of the road for unknown reasons. Young was not wearing a seat belt. Young was transported by ground ambulance to West Valley Medical Center in Caldwell where he succumbed to his injuries.

The crash is still under investigation at this time. Tpr West was assisted by Sgt. Kelly, Tpr. Langton and MCpl. Robertson.

On October 3, 2009 at approximately 4:00 p.m., Idaho State Police and Bingham County Emergency Crews responded to a one-vehicle crash on US26 near milepost 284, approximately 21 miles west of Blackfoot. Charles Oxley, 46, of Blackfoot, was traveling eastbound on US26 near 2000 West Road when his 2001 Ford F-150 pickup left the right shoulder. Oxley overcorrected and came back onto the roadway where the vehicle rolled. Although he was wearing his seatbelt, Oxley was partially ejected and pronounced dead at the scene. His juvenile female passenger was also wearing her seatbelt and was transported by ambulance to Bingham Memorial Hospital where she was treated and released with minor injuries. Alcohol is not believed to be a factor at this time. The crash is still under investigation by Corporal Sellers.

Another Drug Seizure by the Idaho State Police:


On Tuesday, 09/29/2009 at approximately 3:38 PM, Idaho State Police Corporal Noyes stopped a red 1995 Isuzu Trooper on I-15 for a traffic violation near Pocatello, Idaho. The driver was identified as 46 year old Roy L. Utley. During the traffic stop Cpl. Noyes arrested Utley for Driving Without Privileges. Subsequent to the investigation, Cpl. Noyes recovered approximately 2 pounds of marijuana. Utley and a passenger, identified as 41 year old Naomi F. Solovi, were arrested for trafficking marijuana with intent to deliver. They are currently incarcerated in the Bannock County Jail.
