At approximately 5:00 pm this evening, Idaho State Police and Jerome County Emergency Crews responded to a one-vehicle crash in the Snake River Canyon near the intersection of Golf Course Road and 600 S in Jerome County. The driver of a tan Chevrolet Suburban was traveling on Yingst Road. The vehicle went off the shoulder of the roadway for reasons which are still unknown, coming to rest at the bottom of the canyon. The driver was alone and died at scene. The name is not being released at this time until all notifications to the family have been made. The victim was wearing a seatbelt. The crash is still under investigation by Trooper Otto.

T Meninick was NB US 95 @ mile post 306.5 when for an unknown reason swerved left through the median rolled onto its top and was struck by Madden's oncoming vehicle in the SB lanes. Both occupants of Meninick's vehicle died at the scene. The road was blocked for approx 4 hours.

On September 27, 2009 at approximately 3:00 p.m., Idaho State Police and Bonneville County Emergency Crews responded to a crash on SH31 near mile marker 1, near Swan Valley. Nicky Vallo, 70, and his passenger, Yolanda Vallo, 61, both of Victor, were traveling southbound on a 2004 Harley Davidson motorcycle when, for unknown reasons, they left the right side of the roadway and were thrown from the motorcycle. Both were transported to Eastern Idaho Regional Medical Center where Nicky remains in serious condition. Yolanda Vallo succumbed to her injuries after arriving at the hospital. Notifications to the family have been made. Alcohol is not believed to be a factor. The crash is still under investigation by Trooper D. Green.

On 09/25/2009 at approximately 2235 hours, Idaho State Police Master Corporal Tom Sellers stopped Lawrence H. Roach, DOB 01/01/1983 for speeding on I-15 near Malad, Idaho. During the traffic stop MCpl. Sellers could smell a strong odor of marijuana coming from Roach's vehicle and began an investigation. Subsequent to the investigation, MCpl. Sellers recovered approximately 5.4 pounds of marijuana and 27.1 grams of cocaine. These items have a street value of approximately $6600.00. Roach was arrested for trafficking marijuana and possession of cocaine with intent to deliver. He is currently incarcerated in the Bannock County Jail.

On September 25th, 2009, at approximately 12:18 pm, officers from the Idaho State Police responded to a motorcycle versus pickup fatality crash at the intersection of US Highway 93 and State Highway 25 approximately 4 miles east of Jerome. Heather Cornell, age 27 of Jerome, was travelling northbound on US Highway 93 in her 1993 Dodge Dakota when she attempted to make a left turn onto State Highway 25. Cornell collided head on with a motorcycle being driven by Bradley Eberhard, age 21 of Gooding, who was travelling southbound on US Highway 93. Bradley Eberhard was pronounced dead at the scene of the crash. Eberhard was not wearing a helmet. Cornell was wearing her seatbelt and was not injured.

Both southbound traffic lanes on US Highway 93 were blocked, and one northbound lane was being used to accommodate the southbound traffic. The eastbound traffic lane on State Highway 25 was also blocked. All traffic lanes are now open.

Cpl. Sean Walker is investigating the crash with assistance from Tpr. Wendler, Sgt. Thompson, Sgt. Oliver, Cpl. Bingham, and Cpl. D. Gibbs.

Road Safe Classes

Summer has ended and Fall has arrived. The 2009/2010 winter season is soon to be upon us. The Idaho State Police will be holding a Road Safe Class on Saturday, October 24, 2009 at 9:00 a.m. and November 7, 2009 at 12:00 pm. The classes will be held at the new Idaho State Police Region Office at 615 W. Wilbur Ave. in Coeur d Alene. (Meeting Room A & B)

This is the seventh year that this award-winning program has been offered year round to the public.

This is a classroom setting designed to educate drivers of all ages on the typical problems associated with winter road conditions in Idaho. The class consists of a power point presentation and video on safe driving tips as well as to prepare for the winter driving season. Other topics discussed will be how to deal with aggressive drivers on the roadways, DUIs, and other driving problems and situations. The class will last for approximately 2 1/2 to 3 hours.

No cost for the class.

PLEASE CALL Monday-Friday 8 a.m.-5 p.m. at (208) 209-8620 to reserve a seat. Class size is limited to 60 people, so call early.

On September 23, 2009 at approximately 8:00 a.m., officers from the Idaho State Police, Canyon County Sheriff's Office, and Caldwell Police Department responded to a fatal injury crash on Indiana Ave, south of E. Ustick Road, in Caldwell, ID.

A school bus from the Valley View School District, driven by Chandra Wilhite, 28 years old, of Nampa, ID, was traveling north on Indiana Ave, south of E. Ustick Rd. A 1998 GMC Sonoma pickup, driven by Shawn Heckathorn, 17 years old, of Caldwell, ID, was traveling south on Indiana Ave., south of E. Ustick Rd. The GMC Sonoma crossed the center of the road and struck the school bus head-on. The school bus was transporting approximately 40 children between kindergarten and high school age to Thomas Jefferson Charter School in Caldwell, ID.

There were no significant injuries to the students on the bus or to the bus driver. The students were transported from the crash scene to the school by another school bus.

Heckathorn was pronounced dead at the scene of the crash. He was pickup was wearing his seat belt, and the airbag did deploy. Heckathorn was a student at Caldwell High School. Next of kin notification has been made.

The Idaho State Police, with assistance from Caldwell Police Department and Canyon County Sheriff's Office, is investigating the crash.

At approximately 3:01 p.m. on Monday, September 21, 2009, the Idaho State Police responded to a rear-end collision eastbound on US20 at milepost 343 near St. Anthony. David Holman, age 68, of Bloomington, Illinois, was stopped at a railroad crossing with the lights activated. Elvia Garcia-Robledo, 47, of Rexburg, Idaho, was approaching the railroad crossing and failed to stop in time, colliding with Holman's vehicle. Holman and his wife, Janet, unknown age, were transported with serious injuries. David was transported to Eastern Idaho Regional Medical Center and Janet was transported to Madison Memorial. It is unknown if seatbelts were being worn. Citations are pending.

The crash is still under investigation by Corporal Mike Cox. He was assisted by Corporal Terry Murdock, Trooper Neil Stevens and the Fremont County Sheriff's Office.

On Sunday night, September 20th, 2009, at approximately 10:20 pm Idaho State Police Troopers and Payette County Sheriff Deputies responded to a report of a two-vehicle head-on crash on I84 at mile post 7 in Payette Count of Ontario, Oregon.

Pedro Hernandez, age 35 of Ontario, Oregon, was driving a 1995 Mercury Tracer and was traveling eastbound in the westbound lanes on I84 near mile post 7. Hernandez sideswiped a 2007 Ford F150 driven by Emily Bowers, 19 of Payette. Hernandez's passenger, Martin Espinoza-Torres, 42 of Ontario, Oregon, was transported to Holy Rosary Medical Center in Ontario with what appeared to be serious injuries. Hernandez, Bowers and Espinoza-Torres were all wearing seatbelts.

Hernandez was arrested for aggravated DUI, open container and failure to purchase a drivers license. He was taken to the Payette County Jail. The crash is still under investigation by Trooper Bake with the assistance of Corporal Klitch and Sergeant Burke.

After Blackburn rolled the vehicle and came to rest, he was able to get out of the vehicle and in the road way when a vehicle traveling south struck him. Evidence has been receovered at the scene of the crash which leads us to believe that the vehicle involved in the crash was a White 1993-1995 Volkswagen Jetta. The Jetta sustained damage to the front grille and undercarriage. We are looking for any information to help us locate and identify the owner and driver of this vehicle. Brycen Blackburn, 18 of Idaho Falls, Idaho, was traveling in a 1990 Toyota 4-Runner and, for unknown reasons, went off the left shoulder of the road, overcorrected and went off the right shoulder. Blackburn overcorrected again and crossed to the left shoulder, rolling the vehicle which came to rest on its top on the southbound median shoulder of I15. It is unknown if Blackburn's seatbelt was worn or if alcohol was a factor in the crash. Notifications have been made to the family.

This crash is still under investigation by the Idaho State Police.

INCIDENT NARRATIVE: Vehicle one was south bound US95 at Lewis road attempting to make a turn onto Lewis road. Single Vehicle Crash Sends Three to Hospital

On September 20, 2009 at approximately 12:30 AM, a white Chevrolet Cobalt was traveling westbound on Ellis Street near North 2nd Avenue East in Paul, Idaho. The male juvenile driver of the Chevrolet Cobalt attempted to pass another vehicle, also traveling westbound on East Ellis Street. The driver lost control of the Chevrolet Cobalt and entered a broad slide onto the right shoulder. The Cobalt struck a utility pole and a fire hydrant before it crossed North 2nd Avenue East and struck a residence located at 123 E Ellis Street. The driver, a female juvenile passenger, and a male infant passenger were transported to Minidoka Memorial Hospital. All occupants were later transported to St. Alphonsus Regional Medical Center and are in critical condition. None of the occupants were wearing seatbelts, and alcohol is believed to have been a factor in the crash. The incident is still under investigation.

Missing Motorcyclist Found in Fatal Crash near Salmon

On Monday, August 31, 2009 at approximately 6:00 pm, Donald Masters was traveling south on US 93. At milepost 322, Masters failed to negotiate a sharp curve, left the roadway and went down a small embankment into an empty irrigation ditch next to the Salmon River. Masters was thrown from his motorcycle. He was wearing a helmet, but died at the scene. On Sunday, September 13, 2009 Donald Masters was reported as an overdue motorist to Lemhi County. On Sunday, September 20, 2009 at approximately 7:56am, Masters was found by 3 persons who were scouting for elk. The crash is under investigation by Corporal Hedges with assistance from Lemhi County.

INCIDENT NARRATIVE: Eskue was northbound on US95 at mp 483 pulling the Kenworth Tractor with two tank trailers. Eskue left the roadway on the right shoulder and the rear tanker overturned. Eskue came back on the roadway and went over the centerline and then back again, coming to rest on the northbound shoulder of the road with the rear tanker overturned. The rear tank ruptured, spilling approximately 2000 gallons of gasoline. The roadway was closed for approximately 9 hours. Two homes in the area had to be evacuated during the clean up.

On Friday, September 18th, 2009, at approximately 6 pm, Idaho State Police Troopers and Payette Sheriff Deputies responded to a two-vehicle double fatality collision near New Plymouth.

Investigating officers report that Scott Jensen, age 31 of New Plymouth, was driving his 2001 Dodge pickup truck westbound on State Highway 52 at milepost 14 near the intersection of Sandhollow Road in rural Payette County. He was wearing his seat belt.

The intersection of SH52 & Sandhollow Road is controlled by a flashing red signal and posted stop sign that requires northbound traffic on Sandhollow Road to stop and yield to traffic on SH52. The weather was clear and the road surface was dry.

Lacy Fine, age 18 of Meridian, was driving a 1991 Dodge Stealth northbound on Sandhollow Road. Fine entered the intersection into the path of the Dodge pickup operated by Jensen. The vehicles collided and both ran off the roadway. The Dodge pickup overturned onto its top. Fine was not wearing her seat belt. Her passengers were:
* Carlos Murray, age 20 of Caldwell. He was the right rear passenger and was not wearing a seat belt

On Friday, September 18th, 2009, at approximately 6 pm, Idaho State Police Troopers and Payette Sheriff Deputies responded to a two-vehicle double fatality collision near New Plymouth.

Investigating officers report that Scott Jensen, age 31 of New Plymouth, was driving his 2001 Dodge pickup truck westbound on State Highway 52 at milepost 14 near the intersection of Sandhollow Road in rural Payette County. He was wearing his seat belt.

The intersection of SH52 & Sandhollow Road is controlled by a flashing red signal and posted stop sign that requires northbound traffic on Sandhollow Road to stop and yield to traffic on SH52. The weather was clear and the road surface was dry.

Lacy Fine, age 18 of Meridian, was driving a 1991 Dodge Stealth northbound on Sandhollow Road. Fine entered the intersection into the path of the Dodge pickup operated by Jensen. The vehicles collided and both ran off the roadway. The Dodge pickup overturned onto its top. Fine was not wearing her seat belt. Her passengers were:
* Carlos Murray, age 20 of Caldwell. He was the right rear passenger and was not wearing a seat belt
* Brittani Rennels, age 19 of Boise. She was the right front passenger and was not wearing a seat belt.

One Vehicle Fatality Crash South of Nampa

On Thursday, September 17, 2009 at approximately 9:40 am, Idaho State Police and Canyon County Deputies responded to a one vehicle rollover south of Nampa. It was reported that a 1999 Pontiac Grand Am was upside down and submerged in approximately three feet of water in a canal off of Bowmont Road, just west of State Highway 45. It appears the vehicle was heading eastbound on Bowmont Road when for unknown reasons it went left of center, leaving the roadway on the north side coming to rest on its roof in the canal. When officers arrived on scene they found the passenger still trapped in the vehicle and the driver missing. The sixteen year old male driver was later found at residence near the location of the crash.

The 23 year old male passenger was pronounced deceased on scene, his name is not being released until notifications have been made.

Idaho State Police is still trying to piece together what happened to cause this crash. It does not appear that weather, roads, alcohol or drugs were a factor. It is unknown if the driver was wearing a seatbelt, but the passenger was.

The driver has been arrested for felony leaving a scene of a crash and misdemeanor manslaughter. His name will not be released due to his age.

This crash is still under investigation by Idaho State Police Trooper Sharp. Further information may be released by the Coroner's office on Friday.

At approximately 1:18 PM on Thursday September 17, 2009, the Idaho State Police, and Elmore County deputies responded to a two-vehicle crash Westbound on Interstate 84 at milepost 117.5, near Glenns Ferry. Gayla Sanford, 79, of King Hill was traveling Westbound in a 2000 Pontiac Grand Am, when for unknown reasons her vehicle drifted off the right shoulder of the roadway. Sanford then over-corrected, came back onto the roadway sideswiping a motor home, driven by Samuel Lee, 66, of Edmonds, Washington. This caused Sanford's vehicle to hit a concrete wall and roll several times. Sanford was not wearing a seatbelt and was ejected from the vehicle. Sanford was pronounced dead at the scene. The occupants in the motor home were not injured. The crash is under investigation by Trooper Ivey, with assistance from Trooper Jussel, and Elmore County Sheriff.

On September 16, 2009, at approximately 1:07 p.m., Idaho State Police responded to a one-vehicle injury rollover, eastbound on Interstate 84 at milepost 90, near Mountain Home, Idaho.

Caleb Mark Zody, 19 years of age, of Glendive, MT, currently stationed at Mountain Home Air Force Base, was driving east in a blue 1994 Honda Accord, when, for unknown reasons, he drove off the right side of the road, rolling the vehicle. Zody was wearing a seatbelt. He was transported by air ambulance to St. Alphonsus Regional Medical Center in Boise, ID.

Jessica C. Weir, 20 years of age, of Hillsdale, MI, was ejected from the vehicle. Jessica was not wearing a seatbelt. She was transported by air ambulance to St. Alphonsus Regional Medical Center in Boise, ID.

Also in the vehicle was Jacqlyn C. Weir, 20 years of age, of Hillsdale MI. Jacqlyn was wearing a seatbelt. She was transported by ground ambulance to Elmore Medical Center in Mountain Home, ID.

Alcohol is not believed to be a factor. The crash is still being investigated by Trooper Jussel. Trooper Jussel is being assisted by Idaho State Sergeant Kelly, Trooper Ivey, and Corporal Szeles, and Elmore County Sheriff's Office.

IDAHO STATE POLICE SEIZES LARGE AMOUNT OF AFRICAN DRUG KHAT IN MERIDIAN

On September 15, 2009 detectives of Idaho State Police and US Immigrations and Customs Enforcement participated in the seizure of over $114,000 in KHAT (pronounced "Cot") for traffickers in Meridian.

KHAT is a natural substance with the appearance of small tea or bay leaves. It contains the alkaloid cathinone, an amphetamine-like stimulant which is said to cause excitement, loss of appetite and euphoria. In 1980 the World Health Organization classified KHAT a drug of abuse that can produce mild to moderate psychological dependence and Idaho law classifies cathinone as a Schedule 1 Narcotic. KHAT is either chewed or smoked by users.

Last week, agents of US Customs and Border Protection in San Francisco intercepted a shipment of alleged tea from China that tested to be KHAT. The load of 190 pounds was transferred to ISP in Meridian for investigation. During the investigation suspects were identified and on Tuesday September 15, ISP undercover detectives delivered the KHAT to a residence in Meridian. Following the delivery, a search warrant was served and an additional 169 pounds of KHAT was located and seized, bringing the total to 359 pounds or over 163 kilos worth over $114,000. This is the first ever seizure of KHAT in Idaho.

No arrests have yet been made, although extensive interviews have taken place and suspects have been identified. Our investigation has shown that most of the KHAT seized was destined for other traffickers in Minnesota. ISP will ask the Ada County Prosecuting Attorney's office for criminal charges of Possession of a Controlled Substance, with intent to Delivery be filed on three persons. Once charges are filed, the names of those arrested will be released.

The Khat, orginally grown in East Africa, was shipped to China and then repackaged to appear as tea. The shipment then went to San Francisco (where Customs agents intercepted it). It was then sent to it's designated recipients in Meridian, ID so that Idaho State Police narcotic officers could track it to the dealers here.

On Thursday, September 17, 2009, at approximately 12:29 am, the Idaho State Police responded to a one vehicle crash at 2317 Eagle Dr., in Idaho Falls. Joshua Niederer, 29, of Idaho Falls was traveling north on Eagle Dr. when he collided with a power pole and then crashed into an unoccupied bedroom of an apartment building. Niederer was treated for minor injuries and arrested for felony DUI.

On Wednesday September 16, 2009 at approximately 3:08 pm, Idaho State Police responded to a report of a crash involving two motorcycles northbound on US93 at milepost 314, near Northfork. Stephanie Bratcher, 37, and William Bratcher, 48, both of Salmon were traveling northbound, when they came upon a piece of road equipment working on the shoulder of the roadway. Stephanie slowed due to the equipment in the area, but William was unable to slow down in time and hit her motorcycle from behind causing both motorcycles to crash. Both Stephanie and William were taken to Steele Memorial Hospital, in Salmon, where William succumbed to his injuries. William was not wearing a helmet at the time of the crash. Stephanie was treated and released. Alcohol is not believed to be a factor. The crash is under investigation by the Idaho State Police

Beginning Wednesday, September 16, 2009, the Idaho State Police will be targeting drivers that drive aggressively in and around commercial vehicles. ISP will be working with other law enforcement agencies to spot drivers that speed, tailgate, and cut off other cars and trucks.
This project is part of a statewide program to reduce the number of commercial vehicle crashes that occur in Idaho each year. ISP anticipates an additional 10-15 officers will be working in the high crash areas in the Coeur d'Alene - Post Falls area.


ISP is grateful for the wide spread support and cooperation the Tact program has received from other law enforcement and safety agencies and believes the program will have a positive effect to change drivers' behavior and reduce crashes.


"The economic and human costs of commercial vehicle crashes are significant, not only in dollars, but more importantly the impact that crashes have on people's lives," said ISP Commercial Vehicle Safety (CVS) Lieutenant Bill Reese. "We want to reduce the number of people affected by aggressive driving and make the roads safer for all of us."

On September 14, 2009 at 1:22 PM, an ITD employee was doing routine maintenance on State Highway 75 at approximately milepost 207.5, about 18 miles from Stanley when he saw two subjects and a motorcycle on the bank of the Salmon River. Ronald Weber, age 63, and Sharon Weber, age 60, both of Boise, were riding a motorcycle northbound on State Highway 75 when, for unknown reasons, they drifted off the right shoulder and down the embankment 90 feet. Both subjects were pronounced dead on scene. Alcohol is not believed to be a factor. Both subjects were wearing helmets. The investigation is ongoing by Trooper Hedges with assistance from Trooper Lewis, as well as Custer County Deputies and Paramedics.

On Monday, September 14, 2009 at approximately 2:53 pm, a crash occurred on State Highway 55 at milepost 79.2 near Banks, which claimed the life of an Oregon man. Richard Schroeder, age 63 of Halfway, OR, was traveling southbound when he failed to properly negotiate a left curve and was ejected from his motorcycle, down a 30-foot embankment and into the Payette River. EMS declared Schroeder dead on scene. Alcohol was not a factor. A helmet was worn.
The crash is being investigated by Trooper Anthony with assistance of Boise County.

ISP to stage crashes as part of International Association of Accident Reconstruction Specialists (IAARS) conference
------------------------------------------------------------------
Reporters frequently cover car crashes as part of their routine news coverage. But how often have you been able to witness a crash AS it happens?

This week, (September 14-17) the Idaho State Police will be hosting the 29th Annual IAARS Conference at their headquarters location in Meridian. Police officers and other crash reconstruction specialists from as far away as England will be participating in the conference which will include some actual staged crashes designed to put classroom theory to the test. Some of the staged crashes will include:


- A two-car "T-bone" crash - scheduled for Monday 9/14/09 at 10:30 a.m.
- A vehicle skid test to follow
- Several motorcycle/car crashes - scheduled for approximately 1:30 p.m Monday (9/14) afternoon.

The crashes will be staged on the Driving Track at ISP Headquarters, 700 S. Stratford Drive in Meridian. Reporters are invited to attend, shoot video and photos of the crashes, and interview the conference attendees.

INCIDENT NARRATIVE: Harding was WB on SH162 near MP 13.5 when he rode through liquid debris from a tire that caused the highway to become slick. Harding lost traction and layed the motorcycle over sliding across the pavement coming to rest on the right shoulder of the highway.

INCIDENT INFORMATION: Chenault was northbound on US95 in Sagle Idaho at the same time Jensen was southbound on US95 passing Caldwell who was also southbound. Chenault then crossed thru the center turn lane and struck Jensen?s Acura in the left rear portion of her vehicle causing the Acura to spin out of control, crossing both northbound lanes and go off the roadway. Chenault?s pickup then continued into the right southbound lane striking Caldwell?s Suzuki on the driver?s side forcing her vehicle off the roadway and onto the embankment blocking the right southbound lane. Traffic was partially blocked for approximately 1.5 hours. All occupants were wearing their seatbelts and airbags did deploy in all 3 vehicles. Investigation continues by the Idaho State Police.

Crash on State Highway 55 Kills One

On Saturday, September 12, 2009 at approximately 7:38 PM, a crash occurred at the intersection of Highway 55 and Montana (milepost 12) which claimed the life of a Nampa woman. Manuela Monarrez, age 60 of Nampa, was eastbound on Montana Avenue in a Chevrolet Lumina when she failed to stop for a stop sign at the intersection of SH 55. She entered the intersection and was struck by a Ford Excursion driven by Jay Ward, age 32, also of Nampa. Ward's vehicle rolled, and Monarrez's vehicle came to rest in a nearby field. Monarrez was pronounced dead at the scene as a result of her injuries. Ward suffered minor injuries. Both drivers were wearing their seatbelts and alcohol is not believed to have been a factor in this crash. The investigation is ongoing by Tpr. J. Klitch with assistance from Tpr. Hurley as well as Canyon County Deputies and Paramedics.

On Saturday, September 12, 2009, at 5:15pm, a six vehicle crash occurred Eastbound on Interstate 84 just east of the Garrity exit. While driving eastbound, Gabriel Shippy, age 32 from New Plymouth, ran into the back of Jennilynn Garner, 27 from Caldwell. Garner then hit the car in front of her causing a chain reaction with the four vehicles directly in front of her. Shippy was then hit from behind by Eric Francis, 27 from Nampa, who was unable to stop in time when Shippy hit Garner. The other subjects involved were Jodee Arpke, 27 from Caldwell, Larry Peterson, 56 from Caldwell, and Lillian Maresca, 63 from Boise. The left lane was closed for two hours while officers investigated the crash and vehicles were removed from the scene. None of the persons involved was injured and seat belts were worn by all. The crash is being investigated by Sgt. Dye.

On September 12, 2009, at 6:33 a.m., Idaho State Police responded to a one-vehicle injury crash at 5th and Washington Street in Montpelier.
An on-duty Bear Lake County Deputy was traveling westbound on Washington Street in a 2005 Dodge Durango patrol vehicle when he drove off the road colliding with a tree.
The deputy was transported by ground ambulance to Bear Lake Memorial Hospital for minor injuries. He was wearing a seatbelt.
This crash is still under investigation by Trooper McWilliams with the Idaho State Police.
